(a). GENERAL INFORMATION
(1). Title of Project. Outdoor Experiences for Veterans Continuum of Care
(2). Scope of Work: The Contractor shall supply all labor, travel, materials, equipment, tools, supervision, and all incidentals required to complete a veteran recreational activity per the
Statement of Work (SOW).
Readjustment Counseling Service (RCS)
District 3 District Office
2122 Kratky Rd. STE 130
St Louis MO 63114
(3). Background:
(A) The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 15, on behalf of Readjustment Counseling Service
(RCS) District 3, has a requirement to obtain All Era Veterans (AEV) Outdoor
Recreational Experience Services. It is anticipated that the government will select from services offered that best meets the RCS’ goals and that multiple firm-fixed-price contracts will be awarded to provide varied types and locations of services.
(B) Readjustment Counseling Service (RCS) is a unique service within VHA, legislatively mandated in 1979, to provide readjustment counseling to eligible Veterans, active duty
Service members, and their families. Readjustment counseling consists of a wide range of socio-economic and psychological services through direct counseling services, outreach (face to face connection), and referral (VA and non-VA available services) for
Veterans, Active Duty Service Members (ADSM), and their families provided through the national system of 300 Vet Centers, 80 Mobile Vet Centers, 24/7 Vet Center Call
Center, and the RCS Contract for Fee program. Authority for RCS originated from Public
Law 96-22 codified in Title 38 U.S.C. § 1712A. Under 38 U.S.C. § 1712€ (3), contracting authority for readjustment counseling and related mental health services is effective for any fiscal year only to the extent and amounts that are provided in annual appropriations.
(C) A variety of different types of activities, furnished in different locations, provided in different times of the year is desired. Vendors can provide multiple responses to the
Request for Quotations (RFQ), each providing a different type of activity, a different location or a different time of the year, or a combination of the different criteria. Each activity must conform to requirements of the SOW. The RCS will rate each response and will make an award to single or multiple contractors based upon criteria that rates how well the response meets the interests and needs of the participants, meets the goals of the program, provides a variety of different types of recreational experiences, provides an activity for each of the four (4) season, qualifications of the vendor, past performance and price. Contingent upon response received, an all-female participation, an all-male participation and multiple combination of male and female participation activities will be awarded.
(4). Performance Period: The Contractor shall begin the work required under this SOW commencing with the effective date of award, unless otherwise directed by the CO, and shall provide continuous service until the date of contract expiration. The contract would be for 1 year commencing September 17, 2018 and expiring September 16, 2019.
(5). Type of Contract: Firm-fixed-price
(6). Extension of Contract: This contract contains no options for Extension of Services or to
Extend the Term of the Contract.
(7) Contract Award Meeting. The Contractor shall not commence performance on the tasks in this SOW until the CO has conducted a kick off meeting, or has advised the Contractor that a kick off meeting is waived.
(b) PRIMARY OBJECTIVE. The Contractor will provide outdoor experience events conducive to building trust and developing peer support for All Era Veterans (AEV) as a continuum of care to treat the symptoms associated with combat related injuries or other traumatic experiences as outlined by Vet Center eligibility, including those related to behavioral health. The desired outdoor experiences should provide an affirming and open forum for eligible individuals with a history of symptoms associated with a positive diagnosis of Post-Traumatic Syndrome Disorder
(PTSD) and other related trauma issues resulting from service in or in support of operations in combat theaters or areas of hostilities, experiencing a military sexual trauma, or any other Vet
Center service eligible veteran issues. The outdoor experience event should assist in the recovery of personal and interpersonal confidence, self-esteem, and trust building relationships as it relates to their re-integration into their community and family with focus on continuum of care.
(c) GENERAL REQUIREMENTS.
(1) Number of participants. The contractor will furnish an outdoor experience event for a minimum of ten (10) veteran participants and a maximum of twenty (25) veteran participants
(final listing of participants to be provided to the contractor approximately sixty (60) days prior to the event). In additional to the veteran participants two (2) RCS Readjustment
Counselors will also be present and are to be included in the events.
(2) Event locations and facility expectations.
(i) The location of outdoor experience events should take advantage of recreation opportunities and seasonal variations available in locations within RCS Midwest District
3 that encompasses the states of Indiana, Michigan, Ohio, Illinois, Minnesota, Wisconsin, Iowa, Kansas, Missouri, Nebraska, North Dakota, South Dakota.
(ii) The outdoor experience event will be quasi-facility based and should:
(A) Provide outdoor sports and recreational activities (hiking, rock-climbing, canoeing, backpacking, camping, etc.) that will facilitate group and individual assistance with transitional veteran related recovery efforts for participants.
(B) Experiences may be for all male, all female participation or be suitable for both male and female participation.
(C) The event location and activities furnished should accommodate any Americans with
Disabilities Act (ADA) participants. Any required conforming travel, living and sleeping accommodations and adaptive recreational equipment will be required to be furnished by the Contractor.
(D) The desired outcome is to furnish a program event in an outdoor setting that will allow for bonding between participants and to further participant recovery from
1veteran related issues.
(E) It is preferred that the events be held outdoors as weather permits.
(3) Outdoor experience event program requirements.
(i) The agenda for the outdoor experience events should be structured to provide participants the opportunity to learn about themselves through stimulating individual or group outdoor event experiences. Individuals should learn how to travel comfortably and safely in the outdoors and experience outdoor activities.
(ii) The outdoor experiences will provide an educational environment that allows participants to develop a personal awareness and respect for the natural world. Outdoor experience may include rope courses, zip-lines, hikes, rock-climbing, canoeing, backpacking, camping, archery, equine events, kayaking, water sports, boating, etc..., but the outdoor experiences provided are not limited to the previously listed events.
(iii) Expected Outcomes of the event: Improved self-esteem, developing trusting relationships, and provide resources and tools for typical participant’s path in the continuum of care. Participants experience should lead to the development of
(A) greater self confidence
(B) respect for self and others
(C) mutual trust
(D) a sense of personal and group accomplishment
(E) a sense of personal and group responsibility
(F) a sense of the self as part of a larger whole in the natural world.
(G) The Contractor’s hosts and staff should be subject matter experts in the activity being furnished. It is preferred that host and staff facilitators have experience working with male and female adult military veterans.
(4) Participant profile.
(i) Participation in the event will be determined by RCS personnel. RCS staff will provide early intervention and screen participants for attendance. The RCS will work with the contractor to identify any unique individual attendee requirements.
(ii) It is anticipated that 90-95% of participants will be physically 100% functional but it is expected that a small percentage may require adaptive equipment or assistance at some level for outdoor sport activities.
(iii) The participants will be from the RCS Region 3 service area. There are numerous
Veteran Centers within the service area so most participants will probably not originate from the same Center and will probably not know each other
(iv) Participants will be receiving counseling at their local Veteran Center. The RCS staff will be familiar with participant issues and will provide information to the Contractor concerning the needs of each participant.
(v) The RCS staff will contact each participant before the trip to help elevate their fears of leaving their safe place and embarking on an unknown journey with people they may have never met before (within and outside of the veteran community). Some of the participants have socialized with others only on a limited basis since their return from the war.
(vi) During the event the RCS staff will provide post counseling to participants, as determined appropriate and necessary by the RCS staff.
(5) Contractor responsibilities.

(E) Airline tickets/fares will not be included in the fixed price of the recreational experience. As part of the recreational experience (and included in the price of the recreational experience) the contractor will provide booking services required to reserve commercial transportation for those attendees identified by the COR as requiring those services. The actual transportation charge will be paid by the contractor and will be reimbursed upon submission of an itemized invoice that identifies the attendee and price of the transportation provided. No additional fees for administration or booking will be allowed or reimbursed.
(vi) The contractor will be responsible for furnishing meals for up to twenty-five (25) participants and two (2) RCS staff.

(C) Computer/phone access for participants will depend on contractor’s planned program activities. However, the contractor should assure that a communication method is available for use by the participants (phone or Internet access) if the site is extremely remote.
(D) It is desirable that one room or private area be available to allow for RCS staff to perform individual counseling if needed.
(viii) The Contractor will provide all personnel, supervision, training, materials, equipment and supplies required to provide each outdoor experience event. The events schedule should generally be:
(A) Day one - Travel from the airport and organization of the participants.

Veterans Affairs (VA) evaluates Contractor past performance on all contracts that exceed the
Simplified Acquisition Threshold (SAT) (presently $150,000), and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the Contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS, which is maintained by the Naval Seal Logistics Center in Portsmouth, New Hampshire. CPARS has connectivity with the Past Performance Information Retrieval
System (PPIRS) database, which is available to all Federal agencies. PPIRS is the system used to collect and retrieve performance assessment reports used in source selection determinations and completed CPARS report cards transferred to PPIRS. CPARS also includes access to the federal awardee performance and integrity information system
(FAPIIS). FAPIIS is a web-enabled application accessed via CPARS for Contractor responsibility determination information.
(2) Each Contractor whose contract award is estimated to exceed the SAT will be provided
CPARS access to review their report and for submitting comments, rebutting statements, or additional information. Access will be assigned to the email address of the person identified as the Contractor contact person in the Administration Section of the contract. It is the contractor’s responsibility to update both the contact person’s name and email address with the Contracting Officer if either change.
(3) For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the Contractor’s performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the Contractor’s designated representative for comment. The contractor will receive a CPARS-system generated notification when an evaluation is ready for comment. Contractors shall be afforded up to 14 calendar days from the date of notification of availability of the past performance evaluation to submit comments, rebutting statements, or additional information.
(4) The evaluations, including any contractor-submitted information (with indication whether agency review is pending), are automatically transmitted to PPIRS at http://www.ppirs.gov.
not later than 14 days after the date on which the contractor is notified of the evaluation’s availability for comment. Failure to provide a response will result in the Government’s evaluation being placed on file in the database with a statement that the Contractor failed to respond.
(n). IT SECURITY REQUIREMENTS. VA information technology certification and accreditation requirements do not apply to this contract and a security accreditation package is not required.
(o). SOLICITATION ATTACHMENTS: The following items will apply to this solicitation and the resulting contract/s:
