ADDENDA #1 to RFQ 36C25518Q9605 effective August 17, 2018

QUESTIONS AND ANSWERS

Question #1 - The RFQ references "four day" events, but the length of the events is not stated explicitly in the Statement of Work. Our usual expeditions are six-day events. While we can shorten the length of these expedition events for this RFQ, however, before we did so, would you consider proposals for expedition events as long as six days?

Answer #1 – RFQ Section B.3 - Statement of Work (SOW) section (c)(6)(v) and (vi) does specify a four (4) day event. The main reason we specified 4 days was to be able to fairly rate responses. It is recommended that you provide a response that conforms to the SOW (4 days) and you may also provide an alternate response that provides services for a different length of time (either more or less than 4 days). We will consider all response received for award. It is requested however if your response is for more or less than 4 days you clearly define what services will be eliminated or added and what the value is to the Veteran participating in the activity.

Question #2 - The RFQ calls for participation of up to 25 participants and two RCS staff, but does not specify that the funding covers the participation of RCF staff members. Will funding reimburse for RCS staff participation, and if so, is it at the same rate for veteran participants?

Answer #2 – RFQ Section B.3 (c)(1) specifies an event for a minimum of ten (10) veteran participants and a maximum of twenty (25) veteran participants. The next sentence specifies that in additional to the veteran participants two (2) RCS Readjustment Counselors will also be present and are to be included in the events. This equates to a minimum of 10 and a maximum of 27 persons will attend. RFQ Section B.2 – Price Schedule request a single Firm-fixed-price for an all-inclusive activity. This would mean a single event price (not a price per individual) for providing the event whether 10 or up to 27 persons attend, including RCS staff.

Question #3 - The RFQ lists locations for events in the Midwest region, but allows for air fare for participants to and from events. Is it possible to include activities in areas outside of the Midwest - assuming that the participating Vets will be from the mid-west region?

Answer #3 – No, RFQ Section B.3 (c)(2)(i) specifies that this solicitation is for furnishing services only in locations within RCS Midwest District 3. As was noted in answer #2 above pricing, is not for individual participants, it is for an all-inclusive activity. Other RCS districts have separate funding for and will contract for services located in their areas. Vendors will need to respond to other RCS district’s solicitations if they wish to provide services in that district’s area.

Question #4 - The RFQ requests resume/qualifications for field instructors delivering these events. We can easily provide a sample of staff resumes, certifications and qualifications, however, we work with a dynamic pool of staff in multiple locations which makes it difficult to confirm exactly who will be instructing these courses at this time. Will it suffice to provide resumes and qualifications for FT program staff positions OR would you prefer sample staff resumes/certifications/qualifications along with the details of required Instructor Qualifications from our National Safety Policies?

Answer #4 – Please provide resumes for full time staff who will be in contact with veterans. If some staff are not known at this time then please provide your criteria for selecting appropriate staff, including desired capabilities, certifications and qualifications. Once the time for the activity is closer, and your staff is known, RFQ Section B.3 (c)(5)(x) allows the CO or COR to request training certificates or credentials for any personnel who are providing services, and if not satisfied with their qualifications, the CO or the COR may reject any of the Contractor's personnel and refuse them permission to work with participants.
