Is this contract covered under the Service Contract Act?
A2. The Service Contract Act will apply.
3. In the past, some transportation contractors have classified and paid their drivers as a ‘Taxi Driver’ under the Service Contract Act. The Department of Labor has determined that ‘Shuttle Bus Driver’ is the correct classification for wheelchair service and ‘Ambulance Driver’ is the correct classification for litter service. In Jackson County, Missouri, the Service Contract Act requires a prevailing wage rate of $16.09 per hour for ‘Shuttle Bus Driver’ and $17.67 per hour for ‘Ambulance Driver’. Is this contract covered under the Service Contract Act?

5. The Service Contract Act requires contractors to provide ten (10) paid holidays, up to seven (7) sick days and up to four (4) weeks of paid vacation, depending on the driver’s tenure, in addition to the prevailing wage rate and Health and Welfare Benefit. 7. Solicitation #1 issued on 2/16/18 included a mileage threshold of 10 miles, Solicitation #2 issued on 4/13/18 included a mileage threshold of 20 miles. Does this mean the contractor will not receive any mileage reimbursement for trips within a 20-mile radius of the Kansas City VAMC?
A7. No
8. It is very difficult for a contractor to provide fair and reasonable pricing for all trips less than 20 miles when they do not know how far most trips will be from the VAMC. Would the Government consider using a 10-mile threshold to receive the most accurate pricing from interested bidders?
A8. No
9. What percentage of the current wheelchair and litter trips are 0-5 miles from the VAMC?
A9. 3%
10. What percentage of the current wheelchair and litter trips are 6-10 miles from the VAMC?

The 2016 solicitation estimated 12,500 wheelchair trips and 77,750 miles. The current solicitation only estimates 6,250 wheelchair trips and 38,875 miles. Do the estimated quantities provided in the CLIN’s accurately reflect anticipated future trip volume at the Kansas City VAMC?

A31. Owl Inc.
32. The current contractor was scheduled to begin providing service under the current contract on November 1, 2016, but was not ready to provide these trips on the first day of the contract. The previous contractor was asked to continue providing services for an additional 60-days until the current contractor was able to provide all the trips.
