About this file

This file is a Statement of Work (SOW) for an Arc Flash Hazard Analyses study to be conducted at a Department of Veterans Affairs facility under solicitation 36C25227Q0050. The general contractor shall perform a comprehensive Arc Flash Hazard Analyses in compliance with NFPA 70E (Standard for Electrical Safety in the Workplace), NFPA 70 (National Electric Code), and IEEE Std 1584 (Guide for Arc-Flash Hazard Calculation Study), using editions effective as of the solicitation date. The study shall encompass all significant locations throughout the electrical distribution system, including switchboards, switchgear, motor control centers, panelboards, and busways, from incoming utility equipment down to 208V systems, with data collection and documentation extending to the 208V level.

The Arc Flash Hazard Analyses comprises two primary phases: (1) Data Gathering and Field Verification, wherein the contractor shall field-verify and mark up existing single-line drawings or develop new drawings reflecting the as-built electrical system configuration if drawings are unavailable; and (2) data collection and documentation of system parameters including location, equipment identification, manufacturer details, model and catalog numbers, equipment ratings (voltage, ampacity, interrupting rating), and configuration specifications. The study shall utilize software programs specifically designed for short-circuit analysis, protective coordination, and arc flash hazard calculations, with final deliverables including formal reporting of findings, collected data, and comprehensive study calculations. The opportunity is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 as a Special Notice.

Special Notice

Under Statutory Authority 41 U.S.C. 1901 the Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract modification with SDV Services Inc. The work will be added to contract 36C25222P0832 for Electrical Distribution Testing at the Iron Mountain VAMC.

Work to be added (summary):

Contractor shall conduct an Arc Flash Hazard Analyses in accordance with National Fire Protection Association (NFPA) 70E, Standard for Electrical Safety in the Workplace, NFPA 70, National Electric Code and Institute of Electrical and Electronics Engineers (IEEE) Guide for the Specification of Scope and Deliverable Requirements for an Arc-Flash Hazard Calculation Study in Accordance with IEEE Std 1584. The study will conform to the editions for the above-referenced standards in effect as of the date of the solicitation.

The study shall include all significant locations in the electrical distribution system (switchboards, switchgear, motor control centers, panelboards, busways, etc.) from the incoming utility equipment or cabling down to 208V systems. Data collection and documentation shall include the 208V system. The study shall be performed using software programs specifically designed to standards governing short-circuit; protective coordination and arc flash hazard calculations. Final submittals shall include a formal reporting of findings, collect data and study calculations in a comprehensive report.

This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in RFO 12.102, only one responsible source and no other supplies or services will satisfy agency requirements. This will be a one-time firm fixed price contract modification. The North American Industry Classification System Code (NAICS) is 541350 with a business size standard of $11.5 Million.

The Government intends to proceed with SDV Services Inc. for the following reasons:

· Consistency and validity of results. SDV Services Inc. is already performing electrical distribution testing at this facility under the base contract. Using the same contractor keeps test methods, equipment calibration, documentation formats, and baseline data consistent. This allows results to be compared directly and reduces the risk of conflicting findings across the facility’s electrical system.

· Avoiding duplication and cost. A second contractor would need to mobilize, become familiar with the site, and coordinate with facility operations. This would duplicate costs the Government has already incurred and could cause scheduling conflicts with the work now underway.

· Original intent of the requirement. The added work was intended to be part of the base contract and was omitted in error. This modification corrects that omission and makes the testing scope complete. The work will be included in the new requirement to be competitively solicited and awarded in FY27. This action is a short-term measure that does not limit future competition.

· Limited scope. Any repairs identified by the survey are excluded from this modification and will be acquired separately. This modification covers testing and survey services only.

This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer by 8:00AM (CST) 11/02/2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with the SDV Services Inc.

Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to the point of contact listed above. TELEPHONIC INQUIRIES WILL NOT BE ACCEPTED.
