About this file

This is an Amendment to Solicitation document (Standard Form 30) containing Questions and Answers for Solicitation 36C25227Q0019, a Boiler Water Treatment Program for the VA Illiana Health Care System.

The solicitation is issued by the Department of Veterans Affairs, Great Lakes Acquisition Center – HC, located at 115 South 84th Street, Suite 101, Milwaukee, WI 53214-1476. The amendment posts 43 questions submitted by offerors along with Government responses to clarify contract requirements. Key facility details include 16 boilers across six buildings (4 x 150hp, 4 x 125hp, 3 x 100hp, 3 x 100hp, 1 x 40hp, and 1 x 20hp) all located at the VA Illiana campus at 1900 East Main Street, plus a cooling tower (1500-2000 gallons) serving kitchen refrigeration equipment. All boilers are Cleaver Brooks models. The contractor must provide chemical storage tanks for treatment chemicals, while Government-owned pumps and controllers are available onsite. The cooling tower requires twice-yearly physical cleaning (draining, debris/sludge removal, basin and fill cleaning, descaling, and pressure washing) plus monthly monitoring and treatment, both priced under CLIN 0002. Critical experience requirements mandate that the prime contractor, not a subcontractor, must independently demonstrate a minimum of three consecutive years of boiler water treatment experience. A site visit was scheduled for October 2, 2026, at 1:00 PM Local Time with no additional site visits to be scheduled. The Government could not provide operational data including annual steam production, makeup water volume, condensate return percentage, or specific boiler operational schedules; however, boilers operate year-round with a minimum of two per plant, the 20hp boiler runs continuously, and the 40hp boiler operates only in winter.

RFQ Q&A

Solicitation 36C25227Q0019

Boiler Water Treatment Program VA Illiana Health Care System

1. May an Offeror rely upon the documented experience and past performance of its proposed first-tier subcontractor when that subcontractor will be performing the specialized boiler water treatment services under the contract?

A: Subcontractor experience will not satisfy the Governments’ requirement of demonstrating at a minimum, three (3) consecutive years’ experience.

2. For the 16 boilers, typical annual operating hours or seasonal schedule, average load, and makeup-water or steam usage, if available.

A: Information is not available.

3. For the emergency-generator cooling tower in Building 104, expected frequency and duration of operation, including whether any periodic testing requires treatment between uses.

A: The emergency generator and the cooling tower for it have been removed. The cooling tower we have on site is for the refrigerators and freezers in our main kitchen. They are running 24hrs/day as needed to maintain temperature.

4. Could you clarify whether the sixteen boilers in six locations are all on the 1900 East Main Street campus, and provide the building/location address or designation and boiler allocation for each? Could you also confirm how many hot-water and chilled-water loops, if any, are within the treatment scope, with system details for each?

A: All boilers are at the 1900 East Main Street location. This is a 200-acre campus. 4 – 150hp boilers in bldg. 211. 4 – 125hp boilers in bldg. 212. 3 – 100hp boilers in bldg. 214. 3 – 100hp boilers in bldg. 216. 1 – 40hp boiler in bldg. 22/69. 1 – 20hp boiler in bldg. 19.

5. Could you please clarify what work is required for each of the twice-yearly cleanings of the Marley Aqua Tower Model 4851 at VA Illiana? The Statement of Work provides the treatment parameters and tower details but does not define the physical cleaning tasks.

Please advise whether there is a required cleaning procedure or minimum scope, such as draining, debris or sludge removal, basin and fill cleaning, descaling, disinfection or biocide treatment, pressure washing, and waste disposal.

A: Coordination is required prior; Tower requires fully drained, debris and sludge removal, basin and fill cleaning, descaling and pressure washing along with waste disposal.

6. How many lbs/hr of steam are produced by the boilers?

A: Information is not available. This is not known as we do not have meters to show this information. Please be aware that usage does change seasonally due to heating.

7. What is the makeup water source for the boiler systems?

A: Makeup water comes from Aqua Illinois/city water. That is softened on site.

8. What water pretreatment system/equipment is currently in place?

A: The makeup water runs through a softener and DE alkalizer before going to the feedwater tank.

9. What percentage of condensate return does the facility typically receive?

A: Information is not available. This is not known as we do not have meters to show this information.

10. What are the manufacturer and model numbers of the boilers?

A: This includes 4 cleaver Brooks 4WG-200-150-15ST fire tube boilers. 4 Cleaver Brooks 4WG- 200-125-15ST fire tube boilers. 6 Cleaver Brooks 4WG-200-100-15ST fire tube boilers. 1 Cleaver Brooks CFH-700-20hp-15ST. 1 Cleaver Brooks CFH-700-40hp-15ST

11. Are there currently chemical feed/controllers or monitoring controllers installed for the boiler systems and cooling tower? If so, is this equipment Government-owned?

A: Yes, there are chemical feed pumps for the boilers and the cooling tower. They are government owned.

12. What is the approximate system volume of the cooling tower?

A: 1500-2000 gallons.

13. Is the cooling tower makeup water softened?

A: Yes, the cooling tower is water softened.

14. Is historical or estimated water usage/makeup water consumption available for the boiler systems and cooling tower?

A: There is no data for the water usage for the boiler system.

15. Are chemical storage/feed tanks, pumps, controllers, and related treatment equipment currently available onsite for contractor use, or is the contractor expected to provide this equipment?

A: There are government owned pumps and controllers for the boilers. The current tanks that are in use are not Government owned. Contractors will need to provide tanks for the chemicals.

16. Can you provide the current water usage for the boilers and cooling towers?

A: There is no data for the water usage for the boiler system.

17. Can you provide the current condition and operational status of the boilers and cooling towers?

A: The boilers and cooling towers are used year-round. A minimum of two boilers are always used in each of the four plants. This could increase in the winter due to temperature. The 20hp boiler is used year-round. The 40 hp boiler is only used in the winter for heating.

18. Can you provide the equipment currently installed at the facility, including any existing water treatment equipment and relevant specifications?

A: Information is not available at this time.

19. Experience and past performance through a subcontractor. The Addendum to 52.212-1, Technical Capability items (b) and (c), requires the offeror to demonstrate a minimum of three (3) consecutive years of boiler water treatment experience and three (3) examples of previous contracts of similar size and scope. May the offeror satisfy these requirements through the documented experience and contracts of its identified performing subcontractor, who will perform the field service, chemical supply and laboratory analysis under the contract?

A: A: Subcontractor experience will not satisfy the Governments’ requirement of demonstrating at a minimum, three (3) consecutive years’ experience.

20. Can the Government provide historical data for the boiler plant, such as annual steam production or fuel usage, make-up water volume, percentage of condensate returned, and which of the 16 boilers run year-round versus seasonally or on standby?

21. CLIN x002 is described as "cleaning one (1) cooling tower twice per year," while SOW paragraph 2.E describes monthly monitoring and treatment of the tower. Please confirm whether monthly cooling tower monitoring is to be priced under the boiler CLIN (x001) or under the twice-yearly cooling tower CLIN (x002) A: The monthly monitoring and treatment for the cooling tower should be priced under Line-Item 0002.

22. For Technical Capability item (d), will Safety Data Sheets and product data sheets for the proposed chemicals satisfy the requirement to show that the required chemicals are available?

A: It is ultimately up to the Contractor to demonstrate the availability of required chemicals to properly maintain the boilers to the specifications required.

23. Are the Boilers that do not operate year round, drained during the cooling season?

A: No, the boilers are put into wet lay-up.

24. How many treatment chemicals are fed to each boiler system?

A: Three treatment chemicals are fed to each boiler system.

25. Do you have makeup water meters on each boiler system?

A: Information is not available. There are make-up water meters on each plant. These are not proper reading for water usage for the boilers. As they meter all water for the boilers handwashing sink inside and outside hose bib.

26. If so, are they electrical contacting head water meters?

A: No, it is an inline flow meter for the BLDG.

27. What is the annual makeup water volume for each boiler system?

28. How often is the tower filled and drained to test the generator?

29. How many days does the tower run when testing the generator?

30. What is the system volume of the condenser water system?

31. Is there a makeup water meter installed on the cooling tower?

32. What is the annual makeup water volume in gallons?

33. How often are you running "in house" testing?

A: The boilers are tested daily.

34. What is the frequency of operation for the boilers and cooling tower?

A: The boilers and cooling towers are used year-round. A minimum of two boilers are always used in each of the four plants. This could increase in the winter due to temperature. The 20hp boiler is used year-round. The 40 hp boiler is only used in the winter for heating. The cooling tower we have on site is for the refrigerators and freezers in our main kitchen. They are running 24hrs/day as needed to maintain temperature.

35. What is the annual makeup water volume for the boilers?

A: Information is not available

36. What is the condensate return percentage for the boiler systems?

37. What is the annual makeup water volume for the cooling tower?

38. Are there refillable chemical tanks onsite for each chemical? If so, what are their volumes and who is responsible for putting the chemical into the tanks?

A: The current tanks that are in use are not Government owned. Contractors will need to provide tanks for the chemicals.

39. If chemical feed equipment is needed (such as controllers or chemical feed pumps), is that the responsibility of the facility or the contractor?

A: There are government owned pumps and controllers for the boilers. The current tanks that are in use are not Government owned. Contractors will need to provide tanks for the chemicals

40. In item B.3 Price/Cost Schedule, it lists "Monitoring and treatment program for cleaning one cooling tower twice per year as stated in the statement of work." Is this referring to the statement of work items 2E through 2H? Item 2F states monthly service visits are required which contradicts the twice per year statement. Or, is this twice per year work for a physical offline cleaning of the cooling tower? Would there then need to be a separate line in B.3 for the monthly service/maintenance of the cooling tower?

A: The cooling tower shall be cleaned twice per year.

41. Will there be an opportunity for a site visit, or if not a formal site visit, will the Government accommodate a site visit? An onsite visit is very important because the solicitation says the winner will supply necessary equipment; the necessary equipment is unknown without a site visit to see what condition the current feed equipment is in.

A: See Page 3 of the Solicitation. A site visit was scheduled for Friday, October 2nd, 2026 at 1:00PM Local Time. A second site visit will not be scheduled.

42. Experience requirements — Section E.2, page 36: May the required three consecutive years of boiler water treatment experience and three previous contracts that collectively demonstrate similar size and scope be satisfied through the documented experience and contracts of our proposed subcontractor performing these services, or must the prime independently satisfy both requirements?

43. Page 36 asks for three consecutive years of experience and three similar contracts. May we meet this requirement using the experience and contracts of the subcontractor that would perform the work, or must these belong to the Prime Contractor?
