About this file
This is a Justification for Single Source Award under FAR 13.106-1 for a procurement under the Simplified Acquisition Threshold ($250,000). The U.S. Department of Veterans Affairs, Great Lakes Acquisition Center (GLAC) VISN 12 in Milwaukee, Wisconsin is pursuing a single-source award to TrillaMed, LLC for the procurement of a GE 6VT-D Electronic 4D Multiplane Transesophageal TEE Probe with an estimated value of $28,370.00. This represents the second acquisition of this specific probe for the Oscar G. Johnson VA Medical Center's GE Vivid E95 ultrasound system (System Identification Number: VE95003945). The contract includes delivery, installation, application setup, and comprehensive training for the probe, which is used to perform transesophageal echocardiograms. The facility requires a secondary probe to maintain continuous ultrasound imaging capabilities during maintenance or sterilization of the primary probe, support increased procedural volume, and improve workflow efficiency.
The justification supports the single-source award based on unique characteristics limiting availability to one source. Market research included searches of SBA.gov under NAICS code 339112 (which identified 986 SDVOSBs/VOSBs and 5,646 small businesses) combined with keywords "transesophageal echocardiogram," yielding zero results. A GSA Advantage search for "6VT-D TEE Probes" also produced zero results. The contracting officer received a Letter of Authorization from OEM GE Medical Systems confirming that TrillaMed, LLC is the authorized distributor of all GE Medical Systems products for federal healthcare entities, including the Department of Defense and Department of Veterans Affairs. All GE Healthcare products sold to the government through TrillaMed are guaranteed to be new and covered by full OEM warranty. Contracting Officer Vernise L. Newton certified approval of the purchase in accordance with FAR 13.106-1(b) effective November 15, 2024.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Oscar G. Johnson VA Medical Center requires a GE 6VT-D Electronic 4D Multiplane Transesophageal TEE Probe for use exclusively with the facility's GE Vivid E95 ultrasound unit (System Identification Number: VE95003945). This will be the second procurement of this specific GE probe for the designated ultrasound system. TrillaMed is responsible for providing application setup and training for the 6VT-D probe.
Estimated Amount: $28,370.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The purpose of this contract is to facilitate the delivery, installation, and comprehensive training for the GE 6VT-D Electronic 4D Multiplane Transesophageal TEE Probe. This procurement represents the second acquisition of this specific probe for use with the designated GE ultrasound system. The contract also includes the provision of application setup and training to ensure proper integration and utilization of the 6VT-D probe.
The Oscar G. Johnson VA Medical Center is pursuing this procurement to ensure continuity of clinical operations and delivery of patient care without interruption. Having a secondary GE 6VT-D Electronic 4D Multiplane Transesophageal TEE Probe allows the facility to maintain continuous ultrasound imaging capabilities if the primary probe requires maintenance, servicing, or sterilization. Additionally, a second probe can support increased procedural volume and improve workflow efficiency by reducing potential downtime between cases. This redundancy ensures consistent, high-quality patient care and optimal functionality of the GE Vivid E95 ultrasound system. The probe is utilized to perform https://www.acquisition.gov/?q=/browse/far/13
Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID#: 36C252-26-AP-3594 transesophageal echocardiograms. Having two probes is necessary to efficiently conduct these procedures and accommodate multiple patient appointments each day. After each use, the probes are cleaned and reprocessed by Sterile Processing Service (SPS) in preparation for subsequent procedures.
The GE 6VT-D is an advanced electronic 4D multiplane transesophageal echocardiography (TEE) probe designed to acquire real-time, high-resolution 3D and 4D dynamic images of the heart via the patient's esophagus. It connects to compatible GE Vivid ultrasound platforms— such as the E95, S70, or Vivid iq—enabling detailed assessment of intracardiac structures during cardiac procedures. Installation, calibration, and on-site training will be provided by Trillamed.
4. Description of market research conducted and results or statement why it was not conducted:
An SBA.gov search under NAICS code 339112 identified 986 SDVOSBs and VOSBs and 5,646 small businesses. Two additional searches were conducted on sba.gov by combining NAICS code 339112 with the keywords “transesophageal echocardiogram” and applying specific filters for SDVOSBs and VOSBs. Both searches yielded zero (0) results. Lastly, a search using NAICS code 339112 along with the keyword “transesophageal echocardiogram” also produced zero (0) results.CO performed a search on GSA Advantage using the keywords “6VT-D TEE Probes” yielded zero (0) results.
CO received a Letter of Authorization from the OEM GE Medical Systems states that TrillaMed, LLC is an authorized distributor of all GE Medical Systems Information Technologies and Datex Ohmeda (both GE Healthcare companies) products for federal healthcare, including the Department of Defense (DoD), Department of Veterans Affairs (VA) and all other federally funded entities. All GE Healthcare products sold to the government through TrillaMed, LLC are guaranteed to be new (not grey market) and are covered by the full Original Equipment Manufacturer (OEM) warranty.
