About this file

This document is an Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs, Great Lakes Acquisition Center – HC.

Solicitation Details: The amendment pertains to solicitation 36C25226Q0697, issued by the Department of Veterans Affairs (36C252) located at 115 South 84th Street, Suite 101, Milwaukee, WI 53214-1476. The amendment extends the deadline for receipt of quotes to September 3, 2026, at 3:00 PM CDT. The requisition/purchase request number is 578-26-2-6969-0256. The contracting officer is Jennifer Mead (VA-VHA-RPOC-2023-2030).

Amendment Content: The amendment addresses two questions submitted by offerors regarding the solicitation terms. First, regarding award structure, the VA clarified that the requirement consists of two line items (0001 and 0002) that must be awarded to a single vendor; splitting requirements is not permitted per policy. Second, concerning line item 0002's 18-gallon tank specification, an offeror inquired whether a domestically manufactured 16-gallon commercial wet/dry unit meeting all other salient characteristics would be technically acceptable given Buy American Act requirements at 52.225-2. The VA responded that market research confirms 18-gallon cleaners are available domestically and will not amend specifications at this time, though this decision may be reconsidered based on solicitation outcomes. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

CONTINUATION PAGE

1. Q: Will award be made in the aggregate for both line items to a single vendor, or can line items 0001 and 0002 be awarded separately?

A: This requirement was determined to be one, and splitting requirements would therefore not be allowed (against policy).

2. Q: On line 0002, salient characteristic 1 requires at least an 18 gallon tank. Our market research indicates the products meeting that floor, including the referenced Shovelnose unit, are foreign manufactured, while the closest domestically manufactured equivalent is a 16 gallon commercial wet/dry unit that meets every other listed characteristic including the front nozzle, drain, filtration, and UL listing. Given the Buy American certificate at

52.225-2, would the VA consider a domestic 16 gallon unit technically acceptable, or consider amending the capacity requirement? We hold strong pricing on American made equipment for both lines and want to offer it if the specification allows.

A: Our market research shows 18 gal cleaners made in the USA available on the open market. A change in specifications will not be considered at this time but may be reconsidered depending on the outcome of the solicitation.

All other terms and conditions remain in effect. END OF AMENDMENT.
