About this file

This is Amendment 0001 to Solicitation 36C25226Q0675, issued by the Department of Veterans Affairs Great Lakes Acquisition Center on August 28, 2026, extending the quote submission deadline to September 2, 2026, at 1:00 PM CDT. The amendment provides clarifications to the original solicitation through Questions and Answers and an updated Statement of Work.

The solicitation seeks a vendor to provide virtual town hall services for Jesse Brown Veterans Affairs Medical Center in Chicago, Illinois, under a firm-fixed-price contract. The base performance period runs from October 1, 2026, through September 30, 2027, with four option years extending through September 30, 2031. The vendor must provide a platform capable of hosting up to 50,000 participants via telephone autodial, with no software installation required on attendee equipment. During the base period, the vendor shall conduct four town halls total: two events with approximately 50,000 participants each and two events with approximately 10,000 participants each. Key deliverables include providing two professional screeners per event to collect participant questions, hosting and moderating the town halls, and providing voicemail transcription services with an estimated volume equal to the number of participants per event. Item 0001 covers the 50,000-participant events, Item 0002 covers the 10,000-participant events, and Item 0006 addresses voicemail transcription. The town halls are required by the Comprehensive Addiction and Recovery Act to serve the Jesse Brown VAMC patient population and special interest groups such as women veterans, with specific dates and times to be communicated at least ten days prior to each event.

Questions and Answers:

In B.3 PRICE/COST SCHEDULE. For clarification. The RFP indicates 2 town halls for Item Number 0001 and 2 town halls for 0002. However, under Task 1 the request is 4 town halls and in Task 2, there are what appears to be a request of 2 more additional town halls (total=6 town halls). Please clarify if the pricing should be for 4 or 6 townhalls (2 town halls with a list of approximately 50,000 phone numbers and 2 town halls with a list of approximately 10,000 phone numbers).

The pricing should be for 4 townhalls (2 town halls with approximately 50,000 participants and 2 town halls with approximately 10,000 participants.

Item 0001 is described as 50K Dials for 60 Minutes and the Statement of Work describes town halls capable of hosting between 40,000 and 50,000 participants. Please confirm that the figure refers to the size of the outbound dial list furnished by the Government (number of phone numbers).

The figure refers to the number of participants expected to be supported by this size town hall.

Item 0006, Voicemail Transcription Service, is priced as a quantity of 4.00 EA, which we read as one unit per event. If possible, please provide the Government's estimated number of voice mails per event.

The total number of estimated voicemails per event is equal to the estimated number of participants per event.

In Item 0003 you require “Two Additional Screeners.” Can you verify that you would like a total of 2 professional screeners per event?

Yes, we would like the vendor to provide two (2) professional screeners per event.
