About this file
This is Amendment 0002 to a federal solicitation for heating system piping repairs at the Captain James A. Lovell Federal Health Care Center, Building 134, North Chicago, Illinois. The amendment, issued by the Department of Veterans Affairs Great Lakes Acquisition Center on August 20, 2026, provides clarifications to five Requests for Information submitted by potential offerors. The solicitation number is 36C25226Q0670, and the amendment confirms that offerors must acknowledge receipt of this amendment prior to the offer submission deadline or their offers may be rejected.
The amendment clarifies five key technical and operational requirements: (1) ICRA (Infection Control Risk Assessment) containment measures are limited to areas affecting patient care and do not apply to work in the penthouse mechanical space; (2) threaded fittings are acceptable for small-bore piping 2 inches and smaller, in lieu of socket-welded fittings; (3) no project drawings are required for the replacement-in-kind work; (4) the temperature controls contractor of record is Automated Logic Corporation, with whom the awardee must coordinate specification and installation of new control valve assemblies; and (5) FHCC staff will drain the system and prepare it before contractor arrival, then assist with filling the make-up glycol feeder and system startup after pressure testing is completed. The contractor is responsible for performing the actual repair work and will work alongside FHCC personnel during filling operations and Building Automation System access.

Requirement: Heating System Piping Repairs for the Captain James A. Lovell Federal Health Care Center, Building 134, North Chicago, Illinois.
1. ICRA Containment Requirements: All work under this solicitation appears to be located within mechanical spaces (the Building 134 penthouse air handler closed loop serving AHU 1, 2, 3, and 5), rather than within patient care areas. Section B.2.E.8 of the Performance Work Statement requires the Contractor to follow all Infection Control Risk Assessment (ICRA) requirements as set forth by infection control staff. Please confirm whether ICRA containment measures (e.g., barriers, negative air, dust containment) are expected to be enforced for work performed entirely within these mechanical spaces, or whether ICRA requirements are limited to areas affecting patient care.
ICRA requirements are limited to areas affecting patient care. ICRA requirements would not apply to work being completed in the penthouse mechanical space.
2. Threaded Fittings for Small-Bore Piping: Section B.2.B.1.e and Section B.2.B.2.d of the Performance Work Statement state that new piping and fittings shall be butt-welded or socket-welded, and that mechanical couplings are not permitted unless specifically approved in writing by the COR. Are threaded fittings acceptable for small-bore piping 2″ and smaller, in lieu of socket-welded fittings, consistent with standard industry practice for small-bore connections?
Threaded fittings are acceptable under 2”.
3. Drawings for Replacement-in-Kind Work: No project drawings were included with the solicitation, and the work is understood to be replacement-in-kind. Are drawings required to be provided prior to work commencing?
No drawings are required; replacement-in-kind is acceptable.
4. Temperature Controls Contractor: Amendment 0001 adds a requirement (item i) to provide and replace new control valve assemblies on the heating system heat exchangers. Please identify the temperature controls contractor of record for Building 134 so that the awardee can coordinate specification, procurement, and installation/integration of the new control valves with the existing Building Automation System (BAS).
The temperature controls contractor is Automated Logic Corporation.
5. FHCC Staff Assistance with Draining/Filling: Section B.2.B.1.l of the Performance Work Statement states that the Contractor shall refill, vent, and return the system to full operation “with FHCC Staff assistance.” Please confirm the scope of FHCC staff assistance anticipated for draining and refilling the system (e.g., operation of isolation valves, system make-up water, chemical treatment), as distinguished from tasks that remain the Contractor's responsibility.
Draining and filling with FHCC assistance means that FHCC personnel will drain the system and capture the glycol before work commences. The System will be ready for the contractor before their scheduled arrival to commence work. Once the Pressure Test has been completed and passed, FHCC personnel will assist in filling the make-up glycol feeder with captured glycol from the system. It would be expected that the contractor is present, while working together with FHCC personnel manipulating manual valves. FHCC controls personnel will also assist in start up of the system, as well as for access to the BAS as needed.
