About this file
This is Amendment 0002 to Solicitation 36C25226Q0580, issued by the Department of Veterans Affairs Great Lakes Acquisition Center for pest mitigation services. The amendment was issued on July 17, 2026, with a quote deadline of Thursday, July 30, 2026, by 12:00 PM Local Time. The solicitation is for Pest Mitigation Services for Bed Bugs and Ticks, and other Non-Preventive Pests at the Jesse Brown VA Medical Center (JBVAMC) Comprehensive Behavioral Health Center (CBOC) locations and remote sites located in Chicago, Chicago Heights, and Auburn Gresham, Illinois.
The amendment clarifies critical requirements and evaluation factors. Prime Contractors must have direct pest industry experience and maintain specific pesticide General Liability insurance coverage that includes pesticide pollution coverage per National Pest Management Association standards and Illinois requirements. Services must be provided within 4 hours of notification in areas where patients are not being seen, with affected areas immediately closed off; response time may be extended based on the Contracting Officer Representative's sole discretion. The solicitation specifies ticks as the only other targeted pest beyond bed bugs, with emphasis on bed bug treatment. Evaluation factors include: (1) Price (firm-fixed pricing required for Base Period and four Option Periods); (2) Technical Capability (requiring valid Illinois pest control licenses, certifications, and proof of pesticide liability insurance); (3) Relevant Experience (including healthcare environment experience and direct industry experience documentation); (4) Past Performance; and (5) SDVOSB/VOSB Evaluation Factors if applicable. Currently, no additional remote sites exist beyond the three CBOCs listed, though future sites may be added via bilateral modification under standard contract terms.

Amendment 0002
ATTACHMENT
The following changes will be made to the Solicitation, with the original in black and the update in red:
1. During evaluation and technical review due to public safety concerns regarding pesticide applications and managing public health pests while applying pesticides during IPM Pest Management services as outlined in the Statement of Work, will the government require Prime Contractors to have direct pest industry experience and maintain specific pesticide General Liability insurance coverage that includes pesticide pollution coverage as per the National Pest Management Association Standard of Care and
Best Practices guidelines as well as state requirements? This requirement aligns with VHA Directive
1850.02 (Pest Management Operations) and VAAM Appendix M815-A (Department of Veterans
Affairs Source Selection Guide), which prohibit subcontractors from qualifying Prime Contractors that lack pest industry experience and/or pesticide-related insurance.
Response: YES… The government will require Prime Contractors to have direct pest industry experience and maintain specific pesticide General Liability insurance coverage that includes pesticide pollution coverage as per the National Pest Management Association Standard of Care and
Best Practices guidelines, as well as Illinois requirements.
2. Section C.4 restricts work to after patient care hours, but Section C.2 requires on-site response within
4 hours of notification. If a sighting is reported during patient care hours, can the Government clarify how these two requirements are meant to work together?
Response: Service must be provided within 4 hours, where patients are not being seen. The area where the insects are sighted will immediately be closed off. This response time may be extended depending on the facility’s patient care requirements, in the COR’s/POC’s sole judgment and discretion.
3. The PWS references “any additional remote patient care sites under JBVAMC” as places of performance, with the Contractor to be notified of these sites as applicable. Can the Government provide a current list of these additional remote sites, including street addresses, or confirm whether none exist at this time?
Response: No other sites exist at this time. In the event that any additional remote patient care sites are added and require pest control coverage, the Government and Contractor will enter into a bilateral modification under RFO 52.212-4(d) for such additional coverage at the current rates in line with the
Contract’s Price Schedule.
The CBOC locations named in the PWS are located as follows:
a. Lakeside CBOC, 211 E. Ontario, Chicago, IL 60611
b. Chicago Heights CBOC, 211 Dixie Hwy, Chicago, IL 60411
c. Auburn Gresham CBOC, 7731 S. Halsted, Chicago, IL 60620
Solicitation 36C25226Q0580
Amendment 0002
4. The solicitation CLIN descriptions state services are “primarily for bed bugs,” while the title references “ticks and other non-preventive pests”. Can the Government confirm which specific pest other than bed bugs, are included target pests?
Response: Ticks are the only other targeted pest, although emphasis remains on bed bug treatment.
5. The Section B.3 Performance Work Statement title has been amended as follows:
Pest Mitigation Services for Bed Bugs and Ticks, and other Non-Preventive Pests for the
Jesse Brown VA Medical Center (JBVAMC) CBOCs and Remote Sites
6. Solicitation provision 52.212-1 Addendum, Paragraph B, is amended as follows with amendments in red:
B. Contents of Quote: The Government, in its sole discretion, will award a contract to the responsible contractor whose quotation, conforming to the solicitation, is most advantageous to the Government, considering all of the following factors (Note: The order of the factors listed does not imply the relative importance of each factor.): (1) Price; (2) Technical Capability; and (3) Relevant Experience
(4) Past Performance; and (5) SDVOSB/VOSB Evaluation Factors (only applicable if the Contract is not set aside for veteran-owned small businesses).
Factor 1 – Price: The Contractor must provide firm-fixed pricing for all line items listed in the Price
Schedule for the Base Period and all four (4) Option Periods. If the Price Schedule is not completed entirely, or the offeror indicates additional/variable pricing fees, the entire quote may be considered unacceptable and the offeror could be ineligible for award.
Factor 2 – Technical Capability: The quotation should specifically detail how the Contractor will provide the services required in the Performance Work Statement, specifically including:
o Licensing and Certification: The Contractor and its technicians must hold valid, current pest control licenses and certifications, as applicable, for the State of Illinois.
o Provide a copy of specific pesticide General Liability insurance coverage that includes pesticide pollution coverage as per the National Pest Management Association Standard of Care and Best
Practices guidelines, as well as Illinois requirements.
Factors 3: Relevant Experience: Submit information, if any, of contracts providing services similar to the requirements of this Contract, particularly if that experience is at a VA facility. Information shall include the contract number, size/scope of each contract, the total number years of experience providing such services, and when those services were provided:
o Healthcare Environment: The Contractor and its technicians must be able to safely provide the services under the proposed Contract in a healthcare environment, being fully cognizant of the applicable health and safety standards that are designed to protect both patients and personnel.
o Provide evidence of direct industry experience, to include type and number of years of experience.
