About this file

This is a Special Notice for a sole source task order under a GSA Multiple Award Schedule contract. The Department of Veterans Affairs, Great Lakes Acquisition Center intends to negotiate a firm fixed price contract with Creative Sign Services, Inc. (under GSA contract 47QSMA20D08NH) for wayfinding signage supplies, materials, inspection, maintenance, and installation services at the William S. Middleton VA Hospital in Madison, Wisconsin. The procurement is justified as a logical follow-on to a previous order and is conducted under FAR Part 8.404 and FAR Subpart 16.505(b)(2)(i)(C) due to the need for system continuity and standardization. The facility's existing signage system is composed entirely of Creative Sign Services, Inc. systems, and VA Design Manual requirements mandate commitment to a specific manufacturer's system once selected.

Interested firms must submit capability statements demonstrating their ability to meet the requirements, including product and service information and customer references, by May 14, 2026 at 2:00 PM Central Time via email to Contract Specialist Makena James (Makena.James@va.gov). Responses must be in MS Word or Adobe PDF format. The Product Service Code is N099, and the NAICS Code is 339950. No competitive solicitation documents are available, and this notice is not a request for quotes. The Government retains sole discretion to determine whether to compete the procurement based on responses received. If no responses are submitted, the contracting office will proceed with sole source negotiation with Creative Sign Services, Inc.

Special Notice

Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Creative Sign Services, Inc. under GSA contract 47QSMA20D08NH for Wayfinding supplies and installation. Due to construction and renovations, the William S. Middleton VA Hospital’s current signage/wayfinding system is approximately all Creative Sign Services, Inc. systems. Per VA Design Manual, implementation of a component system requires commitment to a specific manufacturer’s system. Furthermore, once a component system from a manufacturer is selected, it should become the standard for the facility. Under FAR Subpart 16.505(b)(2)(i)(C) order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow on to an order already issued. Creative Sign Services, Inc. will continue to use its systems and supplies to provide materials, inspection, maintenance, and installation services to keep the William S. Middleton VA Hospital, Madison, WI wayfinding signage functional and up to date.

This acquisition is conducted under the authority of FAR Part 8.404. This will be a firm fixed price contract. The NAICS Code is 339950.

This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and services to the Contracting Officer by 2:00 PM LOCAL on 5/14/2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with the Creative Sign Services, Inc.

Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Makena James at Makena.James@va.gov. TELEPHONIC INQUIRIES WILL NOT BE ACCEPTED.
