About this file

This is a Special Notice of Intent for Sole Source Award issued by the Department of Veterans Affairs, VHA Regional Procurement Office Central, Great Lakes Acquisition Center, Network Contracting Office 12 (Milwaukee, WI). The VA intends to award a sole source, single award commodities contract to scDataCom LLC (Savannah, GA) for an Avigilon Camera/Video Management System upgrade and license renewals for police services at the Illiana VA Health Care System in Danville, Illinois. The justification for sole source procurement under 10 USC 2304(c)(1) and FAR 6.302-1 is based on scDataCom's current maintenance contract with Illiana for the existing video management system; the upgrade requires integration with the current system to ensure continuity, and utilizing another vendor would necessitate the VA paying a separate contractor for maintenance work during installation. The applicable NAICS code is 334290 with a size standard of 750 employees.

Interested parties may submit written notice of capability and interest by the response deadline of March 4, 2026 at 5:00 PM Central Time to Contracting Officer Erica Grimslid (Erica.Grimslid@va.gov). Supporting evidence must demonstrate the ability to meet the requirement and be submitted at no cost or obligation to the Government. The notice explicitly states this is not a request for quotations or competitive proposals, and no solicitation documents are currently available. Any response must provide clear and convincing evidence that competition would be advantageous to the Government. The Government reserves the right to not compete the procurement based on responses received.
