QUESTIONS WITH ANSWERS RFQ 36C25226Q0265
1. Post-Specific Staffing Levels: Can the Government provide a detailed "Post Table" or "Man-Hour Matrix" specifying the exact number of guards required per shift for each CBOC location (e.g., Chicago Heights, Crown Point, Auburn Gresham, and Lakeside)? RESPONSE: This is the contractor’s decision on how to staff.
2. Relief and Lunch Breaks: Does the Government require "Relief Guards" to ensure continuous coverage during mandatory 30-minute lunch breaks and two 15-minute rest periods, or is a "Cold Post" (temporary closure) acceptable for single-guard CBOC locations? RESPONSE: Breaks cannot be combined or taken during the first 15 or last 15 minutes of shift. Lunch cold post not to be taken in conjunction with breaks or during start or end of shift. This is the contractor’s decision on how to staff.
Shift Overlap: Does the PWS require a mandatory "Pass-Down" or shift overlap period (e.g., 15 minutes)? If so, is this time billable, or must it be absorbed into the hourly CLIN rate? RESPONSE: Must be absorbed.
3. Emergency Call-Outs: What is the required response time for "Emergency/Ad-Hoc" additional staffing requests? Is there a separate CLIN for short-notice surge requirements, or will they be billed at the standard hourly rate? RESPONSE: 2 hours notice and no separate CLIN, (will be billed at the standard rate) this is the contractor’s decision on how to staff.
4. Post Orders: Will the Government provide standardized Post Orders for each CBOC upon award, or is the contractor responsible for developing and submitting site-specific Post Orders for COR approval during the phase-in period? RESPONSE: There will be Post Orders.
5. Prior Experience: Does the Government require a specific minimum number of years of hospital or clinical security experience for the On-Site Supervisors? RESPONSE: See section E and supervisor requirements in the SOW.
6. Multi-State Licensing: Since Jesse Brown VAMC CBOCs include locations in both Illinois (Chicago Heights) and Indiana (Crown Point), can the Government confirm that the contractor must hold a valid Private Security Agency license in both states at the time of proposal submission? RESPONSE: Must hold license in both states.
7. PERC Cards: For Illinois-based posts, does the Government require all guards to possess a valid Permanent Employee Registration Card (PERC) and a 20-hour Basic Security Training certificate prior to their first day of performance? Yes.
8. Indiana Requirements: For the Crown Point location, will the Government accept Illinois-certified guards, or must they meet specific Indiana Private Investigator and Security Guard Board (PISG) requirements? Yes.
9. Communications Hardware: Will the Government provide P25-compliant radios or cellular "Push-to-Talk" (PTT) devices, or is the contractor responsible for providing a dedicated communication network between CBOCs and the Jesse Brown VAMC Dispatch? RESPONSE: This is the contractor’s responsibility; please read the SOW this information is in there.
10 Access Control and Monitoring: Will guards be required to monitor VA-owned CCTV or Lenel Access Control systems? If so, will the Government provide the necessary system-specific training and PIV-card access? RESPONSE: Yes, and yes.
11 Office Space and Furniture: At single-guard CBOCs, will the Government provide a dedicated desk, phone line, and computer for administrative reporting, or must the contractor provide mobile technology for daily activity reports (DARs)? RESPONSE: Contractor must provide own mobile technology for reporting.
12 Body-Worn Cameras (BWC): Does the VA require or permit the use of contractor-owned Body-Worn Cameras? If required, what are the specific data retention and FOIA compliance protocols? RESPONSE: Government does not require at this time.
13 HSPD-12 / PIV Processing: What is the Government's anticipated timeline for processing PIV credentials? Given the "New" nature of this requirement, will the Government allow guards to work on a "Temporary Badge" or "Escorted Status" while their SAC (Special Agreement Check) is pending? RESPONSE: No, you have to have the credentials before work can start.
14 Cost of Vetting: Who is responsible for the costs associated with fingerprints and background investigations (NACI/Tier 1)? RESPONSE: This is the contractor’s responsibility
15. Incumbent Continuity: Is there an incumbent contractor currently performing these services, and if so, is the Government encouraging the "Right of First Refusal" for existing qualified staff to ensure a seamless transition? RESPONSE: Yes, and yes if qualified persons are determined a good fit at the station.
16. SCA Wage Determinations: Since the contract covers multiple counties (Cook/Will in IL and Lake in IN), should the contractor apply the highest applicable Wage Determination (WD) across all sites, or will the Government provide location-specific CLINs for each county's WD? RESPONSE: Please review the specific wage determinations for each county. All are listed for review on sam.gov. 2015-4783 and 2015-5017 latest revisions
17. Transportation (if applicable): Although this is for security guards, if guards are required to rotate between clinics, will the Government provide a "Travel/Mileage" CLIN, or should mobilization costs be burdened into the hourly rate? RESPONSE: This is the contractor’s responsibility and we don’t pay milage.
18. Shift Differentials: Does the Government recognize shift differentials for night or weekend work in the evaluation of the total price, or should a flat "Fully Burdened" hourly rate be used for all hours regardless of the time of day? RESPONSE: This is the contractor’s responsibility to decide how they want to proceed.
19. Is there a current contract in place? RESPONSE: Yes, please see FPDS for information 36C25221P0868.
20. Can you clarify the total number of CBOC locations included under this requirement, and whether guard posts vary by location in terms of hours, post orders, or staffing levels? Understanding site-level variation allows us to design a coverage model that accounts for each location's unique operational tempo and avoids a one-size-fits-all deployment. RESPONSE: Please see the SOW for all requirements.
21. Are there any posts requiring 24/7 continuous coverage, or are all sites limited to core business hours? Understanding post continuity requirements allows us to build relief scheduling, supervisor routing, and overtime contingency planning into our staffing model from the outset.
RESPONSE: Please see sow, there is no ot pay.
22. What are the primary security challenges or incidents the facility has experienced that the incoming contractor should be prepared to address — such as patient elopement, unauthorized access, behavioral health situations, or contraband interdiction? This will allow us to tailor our training curriculum, post orders, and escalation protocols to real operational conditions before Day 1.
RESPONSE: See QC section of SOW for contractor requirements.
23. Is there an incumbent contractor currently performing this work? Yes If so, is there a concern about continuity of staffing during the transition period? No Would the Government consider a formal phase-in plan that prioritizes qualification review and retention of currently performing personnel where appropriate? Yes, if they have been exceptional at their position.
RESPONSE: Phase-in plan not authorized, as current contract will be ending.
24. Has a Wage Determination under the Service Contract Act been incorporated or will one be issued with the solicitation? Given the Chicago metro labor market, we want to ensure our pricing reflects competitive, sustainable wages that reduce turnover risk and ensure a stable, qualified workforce throughout the contract period.
RESPONSE: All are listed for review on sam.gov. 2015-4783 and 2015-5017
25. Will the Government require guards to hold specific Illinois state security licenses, VA-issued credentials (e.g., PIV cards), or complete any facility-specific training prior to deployment to posts? Knowing pre-award credential requirements allows us to begin compliance processing immediately upon award.
RESPONSE: PIV cards are required.
26. How does the VA currently measure and document guard performance — incident reports, COR evaluations, electronic access logs, or a combination? Understanding the existing accountability framework allows us to design our internal Quality Control Plan to align with and exceed Government expectations rather than duplicate or conflict with existing systems.
RESPONSE: See SOW for needs.
27. Have there been any recurring performance deficiencies or corrective action requests under the current contract vehicle that the new awardee should be specifically prepared to address? Identifying known gaps in advance allows us to build targeted solutions into our proposal rather than discovering them post-award.
RESPONSE: See SOW for needs, if call ins occur, they must have a replacement.
28. Can the VA confirm whether there are any specific performance metrics or key performance indicators (KPIs) that will be used to evaluate contract success?
RESPONSE: Please see the SOW for all requirements.
29. Regarding licensing requirements for the Indiana location, if a contractor holds a GSA Schedule but is not currently licensed in Indiana, will that be acceptable for contract performance, or is an Indiana state security license required prior to award or commencement of services? RESPONSE: License required.
30. The solicitation states that if a Service Contract Labor Standards Wage Determination is not attached, the offeror should notify the Contracting Officer. We did not see a Wage Determination included. Can the VA please confirm the applicable Wage Determination(s) for each performance location (Illinois and Indiana) to ensure accurate and compliant pricing?
RESPONSE: Please see section D for the listed WD 2015-5017 and 2015-4783.
31. Can the Government provide historical staffing levels by location, including post coverage, hours, and vacancy rates? RESPONSE: Please go to Sam.gov for current contract information 36C25221P0868, see SOW for guidance,(it is the contractor’s decision how they want to staff).
