About this file

This document is an Amendment (Amendment 0005) to a Solicitation for Behavioral Health Services for VA Healthcare Personnel in the Great Lakes Health Care System (VISN 12). The solicitation (36C25226Q0080) seeks a contractor to provide behavioral healthcare services for clinicians, with a base period and four option years. Key details include:

The amendment distributes 15 detailed Q&A responses clarifying solicitation requirements, including evaluation methodology, technical proposal expectations, staffing models, and performance standards. Significant clarifications include removing previous prohibitions on subcontracting, confirming that workshop presenters do not need clinical licenses, and establishing that performance standards will be monitored as compliance requirements rather than formal Service Level Agreements (SLAs). The solicitation remains open for quote submissions until January 16, 2026, at 17:00 Central Time, with no anticipated extension to the due date. The contract will be administered by the Department of Veterans Affairs Great Lakes Acquisition Center, focusing on providing behavioral health support services for VA healthcare personnel.

Focus Area
Clarification Question
1
Evaluation Methodology
The solicitation does not clearly state whether award will be made using best value or lowest price technically acceptable. Can the Government confirm which evaluation approach will be used?

Please see 52.212-3 (c) for evaluation approach.

2
Technical Evaluation
Several technical requirements are written broadly. Will technical proposals be evaluated only for acceptability, or will the Government compare strengths and risks across proposals?

Please see Section E.2, subsection 1 on page 34 of the solicitation for a listing of how the Government will evaluate submissions.

3
Scalability Assumptions
Since no utilization or staffing ratios are provided, will the Government review whether an offeror’s assumptions are reasonable, or only whether the proposed model works based on those assumptions?

Please see Section E.2, subsection 1 on page 34 of the solicitation for a listing of how the Government will evaluate submissions.

4
Staffing Model Preference
The RFQ allows different staffing and pricing models. Does the Government have a preferred approach, or will each model be evaluated based on its internal consistency and ability to meet performance standards?

There is no preferred approach. For information on how the Government will evaluate offers please see Section E.2, subsection 1 on page 34 of the solicitation.

5
Credentials Documentation
The SOW says “credentials and experience for all staff assigned,” but Q&A says full rosters are not required. Can the Government confirm that sample resumes and a description of credentialing processes are sufficient for evaluation?

The Government will only use the criteria stated in the addendum to 52.212-1, specifically the criteria listed in subsection 2)Experience a. – f. for evaluation purposes.

6
Direct Employees vs. Subcontractors
One section says subcontracted clinicians are allowed, while another says quotes relying on staffing or subcontracting firms will not be compliant. Can the Government clearly explain what types of subcontracting are allowed and what are not?

All references to a prohibition on subcontracting and/or use of a staffing agency have been removed from the solicitation via amendments posted to the GPE.

7
Training Requirements
The SOW references APA or equivalent training but does not define length or format. Can the Government confirm that offerors may propose their own training programs as long as they meet the intent of the requirement?

Please see section 2.2.1. Scope of Work, Bullet 9 on page 9 for the behavioral health workshop requirement.

8
Workshop Staffing
The SOW says each person assigned must be trained in therapy services, but also allows separate trainers for workshops. Can the Government confirm that workshop presenters do not need to be licensed therapists?

The Government confirms that the SOW does not require workshop presenters to hold a clinical license. The contractor may select the most qualified subject matter expert (SME) to deliver educational sessions based on the topic and audience needs. The contractor is responsible for ensuring presenters are competent in the subject matter and for addressing any quality concerns identified through participant feedback or post‑workshop evaluations.

9
“Full Service” at 30 Days
The SOW requires full service within 30 days but also allows internal ramp-up. Can the Government confirm that staffing may scale after launch as long as access and response standards are met?

Please see bullet 13 under section 2.2.1. Scope of Work, where it states the following, “internal ramp‑up is acceptable so long as these performance standards are met”.

10
Crisis Support Counting
The SOW states that crisis contacts may or may not count as sessions depending on length. Can the Government confirm whether brief crisis calls require formal documentation even if they do not count as sessions?

Yes. Brief crisis/triage/stabilization contacts must be documented in the contractor’s clinical record consistent with standard clinical practice and HIPAA, but they do not count as billable sessions under this contract and do not require submission of any individual-level documentation to the Government. Only de‑identified, aggregated metrics are reported to the VA per the SOW’s reporting requirements. If a crisis interaction extends to approximately sixty (60) minutes and rises to the level of a full session, it should be documented as a session and counted toward the employee’s three-session cap for the applicable period of performance.

11
Reporting Timing
Quarterly reports are due on fixed calendar dates. Can the Government confirm whether the first quarterly report is due the first listed date after award, even if the contract has not been active for a full quarter?

As there will be no data to report on, the Government does not expect a quarterly report until after the first quarter of contract performance.

12
Marketing Materials
The SOW says the Government will distribute approved materials, but also requires the contractor to provide user registration instructions. Can the Government clarify whether contractors will have any direct interaction with employees during program launch?

The contractor will create all marketing materials and define a standardized registration process, including a clear registration link. The Government will distribute the approved materials through internal VA channels.

Employee questions about marketing content or general program information will come to the Government point of contact (COR). The COR will review and consolidate these questions, then forward them to the contractor for comment or clarification. The COR will provide responses back to employees.

Questions or issues related to registration or account setup will go directly to the contractor for resolution through the support options included in their registration process. The contractor must ensure these support options are clearly communicated and accessible.

13
Licensing Coverage
Clinicians may be located outside the U.S. but must comply with state laws. Can the Government confirm that licensure in any U.S. state is acceptable? Please see section 6.6.1 Licensed Clinician Therapist Staff, bullet 8 for a list of acceptable licensure locations.
14
Performance Standards
The SOW lists access and response requirements but no service level credits or remedies. Can the Government confirm whether these requirements are monitored as compliance standards rather than formal SLAs with penalties?

Yes. The access and response requirements in the SOW are performance/compliance standards monitored by the COR, not formal SLAs with financial credits/penalties. Contractor performance against these standards will be monitored and managed under the SOW’s Performance Monitoring and Problem Resolution under 5.4 provisions (All issues identified by the COR shall be acknowledged verbally by Contractor on same business day and via writing within one (1) business day. Contractor shall create corrective action for each problem identified within two (2) business days, unless issue is deemed urgent by Government, in which case corrective action shall be addressed within one (1) business day of issue identified by Government.

15
SOW Changes and Due Date
Amendment 0004 made several changes to the SOW and evaluation factors. Would the Government consider additional time and extension to the due date to allow offerors time to fully align with the revised requirements?

The Government does not anticipate extending the due date for offers at this time. Should the Government choose to extend the due date, it shall be done via an amendment to the solicitation posted to the GPE.
