About this file
This is a Pre-Bid Requests for Information (RFI) and Response document for Project #556-24-113 Oil Transformer Switch Enclosure Upgrades under Solicitation #36C252-26-B-0029 issued by the Department of Veterans Affairs (VA).
The document addresses nine contractor inquiries regarding project specifications and requirements. Key clarifications include: (1) existing concrete transformer pad thickness and vault conditions are contractor-verified field conditions; (2) piers are required below new concrete transformer pads to mitigate frost heave; (3) ICRA Level I Infection Control Risk Assessment measures apply to all work, with final determination by VA Infection Preventionist; (4) contractors must pull additional earthing ground conductors (EGC) within existing conduits where feasible, or replace existing feeders of the same size if necessary; (5) manufacturers must comply with specifications and equipment requirements rather than being preapproved; (6) temporary power solutions using relocated transformers from other buildings are acceptable; (7) contractors should budget for MV cable retermination within their bid; (8) digital metering in MDP 3 and MDP 137 requires only local monitoring with no remote data cabling. The response to RFI 11 provides detailed outage availability windows for seven buildings: Buildings 1, 3, 9, and 187 permit outages 4 pm to 6 am Monday-Thursday and 4 pm Friday to 6 am Monday; Buildings 11 and 66 require outages during normal working hours (7 am to 3:30 pm Monday-Friday) to minimize clinical operations impact; Building 137 permits Friday 4 pm to Monday 6 am with at least two weeks' advance coordination with NAVFAC Utility Management.

RFI # Question/Comment Response
1 What is the thickness of the existing concrete transformer pads that are to be removed? Any existing conditions not specified in the design documents are required to be field verified by the contractor.
2 Are any of the existing transformer pads located on top of existing vaults?
Any existing conditions not specified in the design documents are required to be field verified by the contractor. From DOR: Not to the knowledge of the design team. All exterior transformers are on concrete pads.
The detail on Sheet E-600 for the new concrete transformer pads shows four (4) piers installed below each pad. Note 10 on this detail indicates the piers may not be required.
Piers are not a typical method of construction for concrete transformer pads in this region.
Will these piers be required for this project, or may the pads be constructed without them?
Yes, piers will be required to mitigate frost heave where existing pad construction has failed with uneven pads.
4 Will Infection Control Risk Assessment (ICRA) measures be required for the work at Building 9 and Building 187, per Specification Section 01 35 33, Infection Control Requirements?
Yes, ICRA measures will be required for all work on this project. The level of controls required will depend on the type of work performed, the duration and the patient risk category of patients in the area. Anticipate all work will be ICRA Level II but final determination will be made by VA Infection Preventionist.
The transformer and panel layout detail on Sheet E-500 for Building 9 and Building 187 indicates an additional conductor is to be pulled in existing conduit — one 1/0 AWG conductor at one building and one 2/0 AWG conductor at the other. Please clarify: is the intent to pull this additional cable into the same existing conduit that already contains the existing feeder cable, or is a separate, spare conduit available for this purpose? Given the conduit run length between the transformers and the panels at these two buildings, it is not feasible to pull an additional conductor into a conduit that already contains an existing feeder cable.
The intent was to pull an additional EGC within the existing conduit. The conduit has sufficient area to serve these size of conductors. If this is not possible as noted, in the base bid, the contractor shall replace existing feeders of the same size to install the new EGC within the existing conduits. Existing feeders sizes are noted on the drawings.
6 Please provide a list of acceptable manufacturers for all distribution equipment.
Listing acceptable manufacturers is not permitted for federal construction projects. Contractor shall provide equipment manufactures that comply with the specifications and requirements of each particular piece of equipment.
7 What, if any, generator power for any buildings is required if we cannot make change outs of distribution for the outage windows?
The VA will not dictate means and methods to the prime contractor. The VA does note, however, that the drawings direct the contractor to use transformers removed from other buildings to provide temporary power to buildings under construction.
8 Do we need to include an allowance for extending and/or re-terming MV cables?
The contractor should have reterminating the MV cables within bid as it is necessary to replace the transformer. The contractor shall coordinate with the transformer manufacturer to avoid the MV cables being too short. Any concerns with these being too short will be discussed per occurance during construction.
E500 – What is the contingency if the added grounds cannot be installed in the existing conduits for Building 9 and Building 187? There may be difficulty pulling the ground cable past the existing cables.
Refer to response to RFI 5. In base bid, the contractor shall replace existing feeders of the same size to install the new EGC within the existing conduits. Existing feeders sizes are noted on the drawings.

RFI # Question/Comment Response
10 E500 – Please verify the digital metering in MDP 3 and MDP 137 does not require remote monitoring with data cabling. The digital metering is local only. No connection to a larger network is required.
Please provide acceptable outage durations for each of the buildings. Include which days of the week and times of day work best for each building.
Building 1 Outage Availability: Building is currently unoccupied but under construction with Troop Contracting for 556-24-102 Building 1 Demo and Abatement. If outage is outside their normal working hours (6 am to 3 pm Monday through Friday) then no restrictions apply. If outage is required during Troop’s working hours it will need to be coordinated with the COR and Troop project manager No restrictions: 4 pm to 6 am Mon-Thurs 4 pm Friday to 6am Monday
Building 3 Outage Availability: Building is currently occupied.
No restrictions: 4 pm to 6 am Mon-Thurs 4 pm Friday to 6am Monday
Building 9 Outage Availability: Building is currently occupied.
No restrictions: 4 pm to 6 am Mon-Thurs 4 pm Friday to 6am Monday
Building 11 Outage Availability: Building is currently occupied and has residential in patients 24/7. Thus, any outage will impact clinical operations. Will need to minimize duration of outage and conduct during normal working hours (7 am to 3:30 pm Monday through Friday) so that building is fully staffed and staff and patients can be relocated to another building in a controlled manner during outage.
Building 66 Outage Availability: Building is currently occupied and has residential in patients 24/7. Thus, any outage will impact clinical operations. Will need to minimize duration of outage and conduct during normal working hours (7 am to 3:30 pm Monday through Friday) so that building is fully staffed and staff and patients can be relocated to another building in a controlled manner during outage.
Building 137 Outage Availability: Building is normally unoccupied but requires power for site wide potable water distribution. Outdoor switchboard powers buildings 137, 138 and 139.
•Any power outage at B137 will need to be coordinated at least 2 weeks in advance with
NAVFAC Utility Management.
•Power will need to be available at buildings 138 and 139 during normal working hours (7 am to 3:30 pm Monday through Friday) Recommended Outage (with appropriate coordination) Friday 4 pm to Monday 6 am.
Building 187 Outage Availability: Building is sometimes occupied by VA police.
No restrictions: 4 pm to 6 am Mon-Thurs 4 pm Friday to 6am Monday
