Cleveland, WI CBOC New Replacing Lease
RLP #36C25225R0056
1 Is a new building a certain event or will it depend on cost or availability of a new building or building site?
Answer
New or Existing buildings will be accepted. A strikethrough was completed to the word "new" in Section 4.07 (B) to read as follows: B. Evaluation Factor 2 - Drawings/photos/maps showing new building location in relation to nearby amenities.
Narrative describing the accessibility to shopping, banking, food places, parking, childcare, access to major traffic routes, ADA compliance and traffic flow.
2 Is the proposal deadline firm or is there some flexibility as it seems very short?
Answer The RLP due date has been extended to 01/12/2026 by 3:00PM CST.
3 Is updating or expanding the current clinic and option?
Answer Updating/expanding is not an option at current location.
The Program For Design calls for a Mobile Technology Area. What are the intended mobile services? Is there an expectation for a mobile imaging trailer hookup? Or is the intent for something less impactful, such as a mobile audiology unit?
Answer
There is no seperate mobile trailer services at this location. The area in question is tied into the waiting area and would be the standup computer stations. These are standalone work stations that just need power/data connections. It wouldn’t need to be a specific walled off space but would be an area that would include power and data connections for the equipment when needed.
Please provide dimensions and other requirements on the Tech Pad. Does it have to be a dedicated location on the site?
Answer
There is no seperate mobile trailer services or exterior tech pad area at this location. The area in question is tied into the waiting area and would be the standup computer stations. These are standalone work stations that just need power/data connections. It wouldn’t need to be a specific walled off space but would be an area that would include power and data connections for the equipment when needed.
Even though Exhibit I, Security Unit Price List says “to be filled out post award”, in previous VA pursuits this has changed. Can you please confirm if this form needs to be provided at this stage?
Answer The BSAC (security pricing) is to be included on GSA Form 1364 as instructed per RLP Section 3.03 Pricing Terms.
Would you accept responses via Sharefile? Due to the size of the response volumes, we have sometimes been asked to split them up as well. Is there a specific format/volume structure the response should be submitted?
For example, do the 5 factors in Section 4 of the RLP each need to be submitted as a separate PDFs?
Answer
The government will accept proposals via email per RLP Section 3.02 in PDF, WORD, or Excel format. Format is offeror's discretion but suggested to use separate PDF's for each factor. It is suggested to identify emails as 1 of xx if more than one email is required due to size limitations. Also suggest using an email delivery receipt. All emails must be received by due date and time.
In the past we have submitted previously completed PPQ’s for the Past Performance factor. Are new PPQ’s required to be submitted by our references for this RLP?
Answer Yes, Past Performance Questionnaire's (PPQ) are required for this Request for Lease Proposal, 36C25225R0056.
Will the VA require the Tenant Improvement total be amortized or will the allowiance amoount be paid lump sum? TIA L100 1.07 A
Answer To be amortized with lump sum at government discretion.
11 With the expansion of the delineated area will any preference be given to locations closer to the existing clinic?
Answer The evaluation and rating will be conducted per the requirements in RLP Section 1.04, 1.05, 4.03, 4.04(B), 4.05(B), and 4.07(B)
When is award expected? Based on experience with a TIA solicitation and this size facility, we would expect
12 months total required for TI design/pricing/construction. To maintain that schedule, award would need to be no later than March 2026. Could you advise?
Answer Award is estimated to be 4 months after the due date for Final Proposal Revisions.
Would you please confirm the NUSF/ABOA/RSF. We are concerned the listed program requirements (Based on the PFD document - exhibit B.2) will not fit in the ABOA/RSF sqft noted below (and in the exhibit). The
GSF of 18,974 however, does appear to be a reasonable assumption based on our initial draft floorplan.
Answer Exhibit B.1 was a conceptual plan for reference to room adjacency and not to be used as a final design plan for room square footages. Exhibit B.3 identifies the ABOA square footage for rooms required.
14 Lease template 3.30 A. mentions carpet which contradicts the SOW.
Answer Lease Template Section 3.30 (A) LVT will be add LVT and remove carpet. Carpet is not to be used on this project. Reference statement of work for material requirements. Final lease document will be revised upon award.
15 Data submission post award.
