1. BASIS FOR AWARD

1.1 This is a competitive procurement using the best value tradeoff source selection process identified in FAR Part 15.101-1. For this procurement, the government will award a contract resulting from the solicitation to the responsible offerors whose offers conforming to the solicitation are evaluated as being the most advantageous to the government, price and other factors considered. A contract will only be awarded to an offeror who is deemed responsible in accordance with FAR Part 9 and whose proposal conforms to the RFP’s requirements (to include all stated terms, conditions, representations, and certifications).

1.2 the Government estimates awarding a minimum of one IDIQ award to Offeror that conform to the proposal requirements set forth in the RFP and represent the best value to the Government.

1.3 BASIS FOR AWARD (Simulation Project): The award will be based on the lowest priced proposal for the Simulation Project from the successful IDIQ contractor.

1.4 The Contracting Officer will conduct proposal compliance review for determination of basic proposal adequacy prior to providing the proposals to the board. Non-compliance with the RFP requirements may be grounds to eliminate the proposal from consideration for contract award.

1.5 Although the assessment of Past Performance as a specific evaluation factor is separate and distinct from the Determination of Responsibility required by FAR Part 9, Past Performance information obtained herein will be used during the Government’s responsibility determination. The Government also reserves the right to obtain additional information solely for the purpose of making a responsibility determination, and obtaining additional information does not constitute discussions.

1.6 ENFORCEABILITY OF PROPOSAL: The proposal must set forth full, accurate and complete information as required by this solicitation. The Government will rely on such information in the award of a contract. By submission of the offer, the Offeror agrees that all items proposed will be utilized for the duration of the contract and any substitutions (e.g., key personnel, subcontractors, plans, etc.) shall require Contracting Officer’s approval.

1.7 The Offeror shall be held responsible for the validity of all information supplied in his/her proposal, including that provided by potential subcontractors. Should subsequent investigation disclose that the fact and conditions were not as stated the proposal may be rejected and removed from consideration for award.

1.8 The Government reserves the right to reject any or all proposals at any time prior to award if such action is in the Government’s best interest.

2. 2. EVALUATION FACTORS

2.1 The following factors will be included in the solicitation and will be used to evaluate proposals:

1. Company Experience
2. Project Management
3. Safety Plan
4. Past Performance
5. Price

2.2 All non-price factors are of equal importance and, when combined, are significantly more important than price.

3. FACTOR 1 – COMPANY EXPERIENCE

This factor will be used to assess an offeror’s experience in performing construction work in a health care environment. The government will evaluate each offeror’s company experience in providing construction services, which are similar in nature of work which could appropriately be awarded as an order under this IDIQ as defined for this requirement. The company’s relevant experience will be assessed on the basis of its breadth and depth. Offeror shall have a minimum of 1 year experience performing hazardous materials abatement Testing & Monitoring (T&M) services in a health care environment.

4. FACTOR 2 – PROJECT MANAGEMENT

The offeror will be evaluated based on the resumes for the Project Manager, Site Superintendent, Quality Control Manager, and Safety Officer. Resumes will be evaluated on the level and type of experience and education.

Evaluation of the Project Manager and Site Superintendent will include types of projects managed, types of subcontractors supervised, and the ability to coordinate multiple control tasks. Resume shall demonstrate at least 1 year experience on hazardous materials abatement Testing & Monitoring (T&M) services projects similar in nature of work which could appropriately be awarded as an order under this IDIQ as defined for this requirement.

OR

OR

A graduate of a 4-year accredited college program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Environmental Health, Building Science or Project Management Professional (Project Management Professional (PMP) is a credential offered by the Project Management Institute (PMI)), AND a minimum of 2 years’ experience as a quality control manager and/or safety officer on projects similar in nature of work which could appropriately be awarded as an order under this IDIQ as defined for this requirement.

(5) How it is to be monitored and enforced under any task order awarded.

6 FACTOR 4 – PAST PERFORMANCE

The Contracting Officer will evaluate past performance to assess the risk associated with an offeror’s likelihood of success in performing the solicitation’s requirements as indicated by an offeror’s record of past performance under other contracts. The Contracting Officer will consider references from either inside or outside the federal government, so long as the performance is recent (within the last three years) and relevant (for the same or similar work). The Contracting Officer may also consider past performance information from sources other than those provided by the offerors.

In the case of an offeror without a record of recent/relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror will not be evaluated favorably or unfavorably on past performance.

7 FACTOR 5 – PRICE

A reasonable price represents an amount that a prudent person would pay in a competitive business environment.

8. EVALUATION

8.1 COMPETITIVE RANGE

8.1.1 The Government reserves the right to limit for purposes of efficiency pursuant to FAR 15.306(c)(2), the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated. If the Contracting Officer, decides that an Offeror’s proposal should no longer be included in the competitive range, the proposal shall be eliminated from consideration for award and written notice of the decision shall be provided to the unsuccessful Offeror in accordance with FAR 15.503.

8.2 DISCUSSIONS

8.2.1 To maximize the Government’s ability to obtain best value, based on the requirements and the evaluation factors set forth in this RFP, it may be necessary to conduct discussions. If discussions are necessary due to perceived weaknesses or other issues, which must be addressed before award, they will be conducted with only those Offerors determined to be within the competitive range. Discussions may be conducted either orally or in writing. The scope and extent of discussions are a matter of contracting officer judgment. Accordingly, Offerors are advised to submit initial proposals which are fully and clearly acceptable and without the need for additional information. Offerors may be restricted to a short turnaround (i.e., less than 48 hours) in responding to the contracting officer during any discussion period.

8.3 FINAL PROPOSAL REVISIONS

8.3.1 If discussions are conducted, final proposal revisions will be required in determining the award of a contract resulting from this RFP. Offerors may be required to respond with their final proposal revision within 24 to 48 hours. However, the Government reserves the right to award a contract without discussions or opportunity for proposal revisions, in which case, final proposal revisions will not be required.
