24. Under the section of the SOW titled “Service Technicians” verbiage details the technicians servicing the system shall be equipment certified. With the Hines campus being a Simplex (Johnson Controls) network will the VA accept Autocall Certifications? For reference Autocall is the private branding of the Simplex product and panels. The two share the same part numbers, UL listing and programming logic.

With written and signed approval from an authorized JCI/Simplex official verifying Autocall certifications are acceptable to allow technicians the ability to work on Simplex/JCI proprietary equipment, then yes. Without expressed written and signed approval from JCI/Simplex, No.

25. Pertaining to the NICET requirements, it does not state what field or level is required. Is the correct assumption that these certifications shall adhere to: Fire Alarm Level II and Fire Sprinkler ITM Level II?

NICET Level II for both Fire & Sprinkler. NICET II is listed in the SOW.

26. Will NICET certifications be required to be included within the proposal at the time of submission for the proposed personnel to be utilized for these services?

Proposals should include certifications.

27. Under the section of the SOW titled “On-Site Technicians for Deficiencies & Maintenance”; we read this as Day Porter service for the fire protection systems. Is this the intent?

a. Is the intent to have two technicians or one technician with a competent/equal replacement for days missed/unavailable?

The intent is to have at least 1 technician available to be onsite M-F if there are issues with the Fire Alarm system (which will include troubleshooting and repairs to deficiencies found during scheduled testing). If there are no issues or deficiencies, the VA will not require the technician to be onsite. However, it is not common to have days or weeks without issues or deficiencies with the Fire Alarm system.

b. When dealing with day to day issues, troubles etc is the intent for the on site technicians to respond and correct the deficiencies within a set period of time or is the intent to have this team to be on site Monday - Friday, less holidays?

M-F is acceptable, Nights and Weekends can be listed as premium hours for rates.

c. Is it the intent of the VA to have this team on site to curtail all costs associated with labor as it pertains to trouble, supervisory and alarm response as well as repairs?

Minor issues or deficiencies will fall Smoke detector replacements will fall under the cost for the contractor, for example: Replacing Smoke Detectors, Batteries, Fire Alarm Pulls. Major repairs will be quoted and sent to VA COR, for example: Tamper Switch, Waterflows, etc.

d. Will an office space be provided by the VA for this team to work out of? If so, will internet access be provided as well?

Currently, a small room where the True-Site Workstation can be utilized by the technicians and internet is available.

28. Within the SOW under section, “Parts / Software” it references preventive maintenance and repairs however it does not state how these will be handled.

a. Will this requirement have the awarded vendor provide a repair quote for the materials required for correction and utilize the personnel dedicated to the site to perform said repairs?

Yes, the technicians onsite can be utilized for repairs. However, this would be decided on a case-by-case basis dependent on the type of repair and if the quote is fair and reasonable.

b. If a major repair is warranted and additional personnel, or specific specialists are required will the vendor have the ability to account for that additional cost within the repair quotation?

Due to the proprietary connection with the Simplex devices, this would be a case-by-case basis. The purpose of this contract is to ensure the Fire Alarm system is functioning properly and reports.

29. Annual inspection of Fire Extinguishers are included however the SOW does not include any verbiage regarding replacements, 6 year tear downs or 12 year hydrostatic testing. Will these additional testing requirements be priced as needed?

Annual inspection of Fire Extinguishers is all that is required under this particular contract.

30. The SOW states the dampers were inspected in 2024; per Joint Commission these are required every 6 years. Will this requirement need to be assigned to the Option 4 period, CLIN 5001?

The VA has decided to have this test performed every 5 years.

31. The SOW states that 5-year internal obstruction testing shall be performed during this contract, however the SOW does not detail a date or CLIN to attach this to. Based on previous inspections the 5-year internal obstruction testing was started in 2023 and completed in 2024; with that information available shall we assume to include 5 year internal obstruction testing as well as 5 year hydrostatic testing of standpipes in 2028-2029 period highlighted by CLIN 4001?

If it is listed in the SOW, include it in the bid.

If it is not listed on the SOW, do not include it in the bid.

32. In regard to the instructions to Offerors, is it the intent of the VA for each vendor to provide 4 individual submissions: (Price, Experience, Technical Capability and Past Performance)? Or can we provide Price as a stand-alone volume and the other 3 items combined in a singular volume?

GLAC - Price will used the Section B and all other information can be supplied together.

33. We are requesting copies of the inspection reports from last year for the fire alarm systems to assess the number of devices on each system.

GLAC - These are property of the VA and the incumbent and they will be released to the awardee.

34. Could you please advise if these reports are available and how I might obtain them? Your assistance would be greatly appreciated as it will help facilitate the quoting process.

GLAC - These are property of the VA and the incumbent and they will be released to the awardee.

GLAC - These are property of the VA and the incumbent and they will be released to the awardee.

44. Section 8 discusses security& privacy control, the 2nd sentence states “No A&A or MOU/ISA is required.” A few paragraphs below, it mentions “National MOU/ISA is in place and applies to this contract.” Can you please clarify this requirement?

GLAC - It is not required.

45. Please clarify the scope of work is limited to only the EP’s listed in the table provided on page 9 and 10 of the solicitation and no other periodic inspections will be required (i.e., 3-year dry system tests, 5-year sprinkler internal, etc).

a. If other periodic testing is required, please identify the option year of the contract each of the services need to be performed, or the date of last inspection and we can determine when it’s required next.

If it is listed in the SOW, include it in the bid.

If it is not listed on the SOW, do not include it in the bid.

46. Under “On-Site Technicians for Deficiencies & Maintenance”, the 3rd paragraph defines the Primary Technician shall be on-site to perform weekly maintenance and resolve any deficiencies found during scheduled testing. Can you clarify the weekly maintenance requirement and how many hours per week the Primary Technician is expected to be on-site? None of the elements of performance from the Joint Commission standards referenced in the solicitation identifies weekly inspections.

a. Also related to this, it mentions the Primary Technician must resolve deficiencies. There is no CLIN for repair parts and labor, does this mean we are to try and predict expected parts and labor for repairs over the next 5 years? Or will repairs be handled through a separate contract or modification to this contract?

During the current contract, the on-site technician performs weekly maintenance to ensure the Fire Alarm system is running as intended. Examples:

Minor Deficiencies (handled by the on-site technician at no additional cost to the VA):

· Replacing Smoke Detectors

59. For the attachments listing Fire Alarm Devices included in the solicitation, please provide the bid quantity for devices with quantity “All” in the inventory.

See question 23 & document named “FA Inventory – Hines VA Point List”

60. Based upon responses to RFQs to further clarify the scope of the necessary repair work, existing defects, and unknown quantity of devices, a second pre-bid site walk is requested to observe and clarify complex or ambiguous site conditions. There are concerns regarding potential risks or unknowns that can only be adequately assessed through a second visit.

Refer to document named “FA Inventory – Hines VA Point List” for more detailed info on device quantities. For a 2nd pre-bid site walk, this must be requested through the CO.

61. Should the contractor take steps to address defects and execute minor repairs (taking less than 15 minutes) while onsite with the device rather than documenting the defect to avoid creating additional administrative costs in tracking the repair activity, not to exceed $500 per repair item.

Yes, this is preferred. The less deficiencies on reports, the better for the VA.

62. Will items over $500 per repair be eligible for separate billing against a repair cost line item?

No, see question 27c and 46. Also see breakdown on CLINs provided.

63. Will the contract have a not to exceed repair cost line item to include parts and labor to repair defects per year?

The CLINs for Parts & Repairs have been requested to be included; however, this decision falls on the CO.

64. Is the contractor allowed to refuse repairing certain items if the VA and contractor cannot agree on the scope or cost of the repair, or if the repair activity itself is complicated, unknown, or scoping repair work proposals is beyond the scope of inspection and maintenance contract?

See question 27c, 46, & 62. Repairs that fall under minor maintenance shall be included in this contract. Major repairs will require a Proposal and scope of work and will either be a stand-alone separate contract or included as a MOD on this contract. Again, this all depends on the type of repair in question.

65. How will equipment that is deemed beyond economical repair be handled for repair?

The VA will need to confirm If equipment is beyond repair. Then a quote can be created for replacement equipment. The replacement work will either go as a set aside separate contract, or a modification to this contract. This is dependent on the specific equipment deemed beyond repair.

66. Does this contract require programming of control panels for new equipment or defect correction? Programming of the proprietary devices needs to be coordinated with Simplex/JCI.

67. What software does the incumbent firm use to manage inventory and work tracking?

GLAC - This information is property of the VA and the incumbent and they will be released to the awardee.

68. Will the inventory from current software populated by the current testing firm be provided for all buildings and devices?

Refer to document named “FA Inventory – Hines VA Point List” downloaded in Nov 2024.

69. Can the list of current defects in the system be provided?

Can be provided to awarded contractor.

70. When did the facility last complete Joint Commission and Long-Term Care Inspection Life Safety Visits?
