| Project # 695-23-103 Replace Building 5 Roof Solicitation # 36C252-23-B-0031 |
| Pre-Bid RFIs |
| RFI # | RFI From | Date | Question/Comment | Response (AE Initial Response) | Response Posted in Amendment # | RESPONSIBILITY | ACTION ITEMS | |
| 1 | ONeill Contractors Inc. | 1/25/24 | Will photos and core samples be provided of the upper roof due to being unable to access the roof top during the preconstruction meeting? | The core sample is not available. Photos are available and attached to this amendment. | AE | |||
| 2 | Systec LTD of Wisconsin Inc. | 1/31/21 | The specification calls for water based bonding adhesives to be used to bond the membrane, in areas of high humidity / near water the water based bonding adhesives take longer times to properly set up. This would be problematic when installing vertical flashings. Would either solvent based or lvoc bonding adhesives be acceptable at the vertical flashings? | A substituion request will have to be made with the product that's intended to be used during the submittal process. If approved it will be allowed as long as the adhesive is comparable to the water based and all necessary precautions are used on installation. | AE | |||
| 3 | Van Ert Electric Company Inc. | 2/22/24 | There is ongoing construction on an adjacent building that impacts access around building #5 – will they have fencing / ground equipment still restricting access around the building when building #5 construction begins? | It is estimated there will be fencing installed around that job site. It could change depending on the amount of progress made from now until construction begins. Coordination will occur between both contractors if work is taking place at the same time to ensure both project proceed without delays. | FM | |||
| 4 | Van Ert Electric Company Inc. | 2/22/24 | Will we need to maintain access to the road between the staging point and building #5 or will we be able to close off this street between buildings 3&4 if we were to maintain pedestrian access to the adjacent buildings? | The road will need to remain open. It could be temporairly closed for a short duration of time, with proper authorization, for deliveries etc . | FM | |||
| 5 | Van Ert Electric Company Inc. | 2/22/24 | Is there a SF of the deck that is deteriorated and must be replaced? | See Drawing Number A101, General Note 13, " THE EXTENT OF THE DAMAGE TO WOOD T&G ROOF DECKING IS NOT FULLY KNOWN, CONTRACTOR TO INCLUDE THE FOLLOWING QTY OF ITEMS FOR DEMO AND INSTALLATION: EIGHT HUNDRED (800) SQUARE FEET OF T&G ROOF DECKING REPLACEMENT (ABOVE AND BEYOND THAT SPECIFICALLY SHOWN/NOTED ON DRAWINGS)." | AE | |||
| 6 | Progressive Construction Services LLC | 2/16/24 | Is there a hazardous material survey available? | Yes, Hazard Survey Results are available. It's in the Volume 5 Appendices, Appendix F and are attached as part of this amendment. | AE | |||
| 7 | Progressive Construction Services LLC | 2/19/24 | In our experience, some VA projects have tax exemptions for buying materials while others do not. Will you guys be providing the winning contractor a Wisconsin Sales Tax Exemption Certificate? | The state of Wisconsin doesn’t allow for this exemption. While the federal government is under no obligation to abide by Wisconsin’s tax guidance, at this time it still does. If this project were in IL, we would provide the tax exemption form. | GLAC | |||
| 8 | Progressive Construction Services LLC | 2/19/24 | The quantity of deteriorated wood/decking won.t be completely understood until the deck and structural are completely exposed, should the contractors provide unit cost per board foot or square foot when submitting the bids? | There is an 800 SF rotted deck allowance (RFI 5). This should permit us to determine a unit cost in the event that more than this SF quantity is required. VA contracting will determine if unit pricing is allowed to be sought. | AE | |||
| 9 | Armstrong elevator Company | 2/16/24 | Regarding the masonry section of the specification, was it included in this project manual due to the wood work and windows on this project? If so, should the contractor include a per linear ft. cost for brick replacement and tuck pointing? | Masonry section is included for brick removal poecketing/patching for beams as detailed structurally. Tuckpointing is not in the scope of this project. | AE | |||
| 10 | Progressive Construction Services LLC | 2/15/24 | A101 Note 7 directs installation of New adhered TPO roof system over mechanically fastened ½” coverboard and 1” rigid insulation. | |||||
| 3.1 TPO roofing is not recommended by the manufacturer for this application. We recommend using a self-adhered SBS product that will closely match or compliment the shingles. (Or use shingles, the pitch is low but manufacturer will still warranty). Would self-adhered SBS or shingles be acceptable in-lieu of TPO roofing? | Several products were considered during design. The choice, as ulitimatly determined by the VA, is a gray TPO membrane. The manufacture's rep we worked with helped guide the installation and detailing needed to achieve warrenty. For perspective, we are not only providing a weathertight roof but also replicating historical aspects of the building in a manner acceptable to SHPO. We aren't going back to shingles--bids should be based on drawings and specs. | AE | ||||||
| 11 | Progressive Construction Services LLC | 2/15/24 | What is the purpose for the 1” insulation and 1/2" coverboard? See A500 Detail 3. Can this be omitted? | The cover board and insulation serve to provide an even base layer, substrate, and protection for the membrane roofing system. No, it cannot be omitted at this time. | AE | |||
| 12 | Progressive Construction Services LLC | 2/15/24 | Is Autodesk Construction Cloud an acceptable submittal management system if it meets all requirements in spec 01 33 23? | VA will use OpCenter and will provide access to the awarded contactor. No other submital management system will be used. | FM | |||
