About this file
This document is an amendment to a solicitation for linen transportation services. The amendment answers seven questions from potential offerors. Services required include weekly transportation of soiled and clean linen carts between the Middleton VA Medical Center in Madison, WI, the VA facility in Green Bay, WI, and the Iron Mountain VA Medical Center. The incumbent contractors are those who held contracts 36C25222P0809 and 36C25223P0016. Insurance limits cannot be lowered from the supplemental requirements in clause C.5. Shrink wrap for clean linens must be provided by the contractor. A tractor-trailer is not necessary but the selected vehicle(s) must accommodate the required number of carts. Soiled linens can be delivered at the time clean linens are picked up. The trip plan involves dropping off partial loads in Green Bay first before continuing to Iron Mountain to minimize unused cart capacity.

Question 1:
The solicitation for RFQ: 36C25223Q0630 Linen Transportation Services requires the awardee to hold insurance limits that are double FMCSA standards. Since most companies do not hold these insurance limits unless specifically required for a particular customer, request to submit a proof of insurance with lower limits and raise the limits to the required amount from the bid documents once the contract has been awarded.
The limits within the Clause C.5 SUPPLEMENTAL INSURANCE REQUIREMENTS are set by the FAR and can not be lowered. This clause is required due to the total value of the contract.
Question 2:
Can you provide the contract number for both current contracts? Who are the incumbents? Are the services or requirements the same or similar as they were during the last contract?
The two previous contract numbers are 36C25222P0809 and 36C25223P0016. FPDS will have all relevant information regarding these previous contracts. These were once separate contracts but are now being combined to ease administration efforts. All services have remained the same.
Question 3:
Can you add a fuel surcharge clause for this Solicitation?
There will not be a fuel surcharge clause added to this contract. This is a Firm fixed price contract.
Question 4:
Do we have to have the shrink wrap? Is the shrink wrap going to be provided to us?
See section 11 of the solicitation regarding shrink wrap.
Question 5:
Is tractor trailer required or would a smaller truck work? Also, can the soiled linens be delivered at the time of Pickup or do they have to be returned right away?
A tractor trailer is not required, it is on the vendor to select the appropriate vehicle(s) to transport the number of carts specified within the Statement of work.
Question 6:
Can the soiled linens be delivered at the time of Pickup or do they have to be returned right away?
Soiled Linens can be delivered at the time of picking up clean linens.
Question 7:
Are we instead dropping of less carts to Green Bay (6 or 7 carts), then the remaining ones to Iron Mountain VAMC? Otherwise, if we drop off all 13 carts of clean linens to Green Bay we won’t have any clean linens to immediately drop off to Iron Mountain. Please advise Yes, the trip to Green Bay and Iron Mountain will not exceed a total of the full load of carts. Green Bay typically only takes a couple of carts. After stopping in Green Bay, the driver should drop off clean in Green Bay and pick up soiled at the same time. They will take the soiled from GB and clean for Iron Mtn all the way to Iron Mountain. They will then drop off the remaining clean linen in Iron Mountain and pick up the soiled in Iron Mtn at the same time. They will then depart Iron Mtn. with the soiled linen from both Iron Mtn and Green Bay all the way back to Madison.
