B.2 STATEMENT OF WORK (SOW)

1. Contract Title.

Basic Cable TV and Guest Internet Service – Tomah, WI.

2. Background.

Basic Cable TV is an essential service for Veterans admitted to or visiting Tomah VAMC for medical services. Basic Cable TV provides patients with the opportunity to relax and feel comfortable as they receive care. Similarly, Internet access is essential in the transitioning of Service members returning from assignment and is vital towards allowing patients to remain in contact with family, friends, and colleagues. Internet access also provides a means for managing finances and researching employment and/or educational opportunities online.

For these reasons, Tomah VAMC continuously offers Basic Cable TV and Guest Internet services and currently provides both Basic Cable TV and Guest Internet Wireless (wi-fi) Access System (GIWAS) services via two separate contracts. Basic Cable TV is set to expire on 6/30/2023 and the Guest Internet Wireless (wi-fi) Access System is set to expire on 9/24/2023. The VGIA network is considered a public network and is not subject to the same security policies and restrictions required by the Federal Government and VA official networks.

Tomah VAMC is seeking to provide a single contract for these services. The resulting contract will provide all the daily cable tv services and channels, all guest wi-fi internet connectivity services, any required hardware maintenance, updates and services, firmware and software updates and services, and all contract administration requirements under one contract to support efficiencies and improvements of all Contractor and COR administration, ancillary maintenance tasks and overall contract management execution.

Report of Installed, Tested and Programmed Items.

4.5 Guest Internet and Wireless (Wi-Fi) Access System (GIWAS) – Network Support The GIWAS network is not a VA IT system and user authentication is not required to access the GIWAS. The user accesses the GIWAS via wireless, accepts the landing page, and proceeds to access the internet via the GIWAS. Peak time for users of the GIWAS network is from 12:00 PM (noon) Central Standard Time (CST) to 10:00 PM CST.

Schedule Three in Appendix A provides a list of the current GIWAS network equipment for each location including, the manufacturer, model number, location of equipment and quantity for each piece of equipment.

4.5.1 GIWAS Network Capabilities. The Contractor shall make the GIWAS network available to users and manage the GIWAS network 24 hours per day, seven (7) days per week with a goal of 98% operational availability, except for scheduled routine maintenance, and for a maximum of 400 simultaneous users. The Contractor shall work within the environments characterized by co-existence of the GIWAS with other VA networks within the VAMC, specifically, there will be competing wireless access points from the VA National Network that use various channels and frequencies which may result in interference with GIWAS. If VA puts a network in place that conflicts with the GIWAS network, then the new VA network shall have priority over the GIWAS, and the Contractor shall remedy any instances of interference. The Contractor shall:

4.5.1.1 Collaborate with the Tomah medical center to prevent potential interference with medical center’s wireless access. If there is conflict for wireless spectrum or physical space, the needs of the VAMC shall take precedence over guest access.

4.5.1.2 Ensure GIWAS access points coverage does not interfere with VAMC wireless infrastructure. Due to the potential for interference of the GIWAS with the medical center wireless infrastructure installs and/or upgrade, the access power output is recommended not to exceed 25 mW (milliwatt) with a minimal number of access points in the coverage area.

4.5.1.3 Provide an alternative to 802.11ac access at VHA medical center facility service areas where wireless is determined not to be appropriate in consultation with the medical center staff.

4.5.1.4 Provide the ability for content filtering for internet access with its GIWAS solution.

4.5.1.5 Monitor the typical usage of access points. Where high usage areas are noted, the Contractor shall re-evaluate and upgrade the bandwidth. (If the link/usage averages in excess of 85% per month, the Contractor shall reevaluate and provide additional bandwidth.) The Contractor shall report these evaluations quarterly in the Monthly Utilization Report.

4.5.1.6 Provide a Monthly Utilization Report that includes the following items:

• Trouble Ticket Report (4.5.7).

• Internet Service Provider (ISP) (4.5.2) Report including network performance.

• GIWAS Landing Page (4.5.3) Report that includes all devices and users who have accessed the GIWAS network.

• Web Content Filtering (4.5.4) Report including application filtering (e.g.

applications filtered out and those allowed in).

• Network Utilization Report by access point (4.5.5) including number of clients, number of devices and types of devices that are logging into GIWAS, amount of data transferred, number of distinct clients, bandwidth summary (includes top 20 most active sites, most common blocked sites, most visited sites), number of emails, any antivirus issues detected such as malware, botnets, intrusions, or other issues, and reporting of any network security incidents.

• Compliance with VA Handbook 6500 Appendix F (4.5.8).

• List of all GIWAS network assets to include location, manufacturer number, part number, model number, serial number, and media access control address. The Contractor shall provide this list of GIWAS network assets in the first Monthly Utilization Report, and every six months include the updated list of GIWAS network assets in the Monthly Utilization Report. The final Monthly Utilization Report shall include an up-to-date GIWAS component list to include all network component model numbers at the end of the task order.

Deliverables: Monthly Utilization Reports.

4.5.2 Internet Service Provider (ISP) The Contractor shall provide an ISP for the GIWAS network, an upload speed of 10 Mbps, and a download speed of 60 Mbps during peak use, e.g., re-allocate higher level bandwidth in building of high usage to a building of lower usage if applicable. The Contractor shall:

• Setup the ISP and verify that users can access the internet via the GIWAS network.

• Load all network infrastructure components that replaced equipment listed in Schedule Three, in Appendix A into the network architecture.

• Setup all authorities (e.g., who has access to do what with GIWAS network) and provide VA a list of the Contractor staff who are managing the network in the Monthly Utilization Report.

• Make connection to the GIWAS network firewall and establish the GIWAS network on the Contractor’s system (e.g., inventory components).

4.5.3 GIWAS Landing Page The GIWAS network is open access (no username and password, nor PIV card required). The GIWAS Landing Page includes usage agreements, terms, and conditions to be acknowledged/agreed to at the time of login, and any legal language that of which the user needs to be aware. These agreements, terms and conditions, and legal language include rules and restrictions, information security warning, public network access risk information, and VA non-liability disclaimer. The GIWAS Landing Page requires guest acceptance of GIWAS terms and conditions before allowing the guest access to the system. VA will determine all landing page content and information to be displayed including that based on recommendations from the Contractor. The GIWAS Landing Page has remained the same for the last four (4) years.

The Contractor shall update the GIWAS Landing Page Software Code to keep the code current with VA security standards. The Contractor shall update the GIWAS Landing Page to reflect any VA approved or VA-authorized changes to it.

4.5.4 Web Content Filtering. The Contractor shall perform web content filtering so that VA can deny GIWAS network access to unacceptable and undesired Internet content based on VA guidance. Web content filtering shall include VA administrator-configurable options and a capability to review and modify filtering. The Contractor shall review and update the web content filtering database daily and include the web content filtering updates and activities in the Monthly Utilization Report. These web content filtering database updates shall be based on industry standards, VA-provided criteria for unacceptable and undesired web content, and VA-administrator-configurable options. Historically, Fortinet FortiGuard software has been used for GIWAS web content filtering.

4.5.5 GIWAS Routine Network Maintenance. The Contractor shall provide routine maintenance during 12:00PM CST to 8:00AM CST, which are off peak hours for users of the GIWAS network and shall notify VA of routine maintenance seven (7) days prior to the event.
