About this file

This amendment modifies a solicitation for boiler inspection and maintenance services at two Department of Veterans Affairs medical facilities. The contractor shall provide all labor, materials, tools, equipment, travel, and management necessary to perform scheduled maintenance and testing on boilers and related equipment at the Edward Hines Jr. VA Medical Center in Hines, Illinois and the Joliet VA Clinic in Joliet, Illinois. The solicitation deadline has been extended to August 24, 2021 at 9:00 AM local time for offerors to respond. The amendment provides answers to questions submitted, including clarifying that the equipment list specifies assets at each location and defining factory trained personnel. The contractor must also submit maintenance checklists and plans with their quote.

Questions and Answers:

· On page 21 of the Solicitation there is an Equipment List, but it is not specified if this is for one location or a combination of both locations. Would it be possible to get the list broken down to specify which equipment is at each location to ensure accuracy when bidding? If this list was just for Hines, could we get a similar list for Joliet?

-The equipment listed is at Hines with the exception of the last two lines which is for the 3 Joliet Boilers and 3 Joliet Burners. A list of gauges for calibration is not available. Joliet plant is much smaller than the Hines plant.

· Contractor wants to know the % condensate return and make up water for the boiler plant.

-During summer months it’s about 50%. During winter about 30%.

· What specific tasks are the “Factory trained” Cleaver-Brooks, Hays Cleveland, and Natcom Technicians in regards to?

The specific tasks are in Section 3.5 This amendment will add language to Section 3.5.

Insert the following bullet points into section 3.5

· Contractor shall provide a checklist of all the maintenance required by the manufacturer for each piece of equipment.

· Contractor shall provide documents on what needs to be done during scheduled maintenance weeks and any potential future maintenance or repairs that should arise.

Factory trained is defined as someone with certification of training from the manufacturer or individuals with extensive experience in working with these specific types of boilers. Experience must be documented and submitted with quote and will be used in the technical review process to determine the best value decision for the government.
