Questions and Responses
1. Can the government please clarify if the contractor will be required to provide equipment for their employees.
The government shall supply standard consumable supplies and cleaning tools, disinfectants and cleaners, as well as brooms, mops, and dusters.
2. Is ample parking available onsite for contractor employees?
“Ample” is a subjective term. There is parking on campus available to contractor employees in accordance with patient/VA parking regulations.
3. Can the government confirm where services will be provided?
Services shall be provided, in accordance with the PWS, Building Listing and Approximate Square Footage. The list includes twelve (12) buildings. Contractor employees may occasionally be detailed to another building on campus not specifically outlined while performing duties during their assigned shift.
4. Will the executive housekeeper count toward the required staffing outlined in the Solicitation?
The Executive Housekeeper does not count toward the overall cleaning staff outlined, unless, in addition to their Executive Housekeeper responsibilities, they are utilized as cleaning staff during the entirety of a designated shift.
5. Will the government be providing transportation to the employees between the buildings or do contractors need to account for moving employees from building to building?
No, there shall be no transportation provided. Buildings are accessible through tramways or from outside sidewalks. All are within walking distance of one another.
6. Under what circumstances would contract employees be expected from the COVID-19 vaccine requirement? i.e. religious grounds, medical reasons? If employees are not vaccinated what actions are required so that contractor employees can still provide service on campus.
COVID-19 vaccines, exemptions and policies are in accordance with VHA Directive 1193.
7. Will the government please provide a detailed inventory to offerors so that we can assess the magnitude of work required and if the minimum staffing outlined in the solicitation will allow contractors to provide the required services? The requirement does not contemplate a “minimum staffing.” The stated requirement outlines the exact number of contractor employees to be provided each shift to meet the Government’s needs. No staffing determination is required to be made by contractors submitting quotes.
8. Is the staffing required by the solicitation a minimum number of employees the contractor is required to provide or is it a maximum?
The stated requirement is the exact number of contractor employees to be provided.
9. Regarding 4.3 Period Cleaning Services, strip, scrub seal and wax floors – is this service being conducted by the janitorial / housekeeping personnel?
Services outlined in the PWS, including those in Section 4.3, shall be conducted by contractor employees.
10. If an outside contractor is currently providing this service could you provide the name of the company?
No outside contractor is currently providing this service.
11. Is the expectation under this contract is for the awardee to pay for or conduct the period cleaning services (strip/wax & carpet shampooing)?
Services outlined in the PWS, including those in Section 4.3, shall be conducted by contractor employees.
12. Can you be more specific with the regards to supply list required under this contract? Janitorial / Housekeeping Carts, stripping / waxing / buffing machines, mops / brooms cloths, wet floor signage.
Will the cleaning supply budget for the permanent janitorial / housekeeping employees, support the employees under this contract?
The budget for year around materials and supplies should be incorporated into the bid proposal?
The government shall supply standard consumable supplies and cleaning tools, disinfectants and cleaners, as well as brooms, mops, and dusters.
13. Who is the current incumbent company that is currently in place?
Could you please provide the previous award amount or award contract number?
There is no current incumbent contractor. For transparency, some short-term janitorial services were previously provided at FHCC in response to COVID-19. However, the PWS for this effort is substantially different in scope and size and, as such, it is considered a new requirement.
14. What is the average hourly wage for those current employees?
Are the employees being paid night differential on the 2nd and 3rd shift?
Holiday pay, weekends and overtime. If possible, please provide the current hourly wage of the current permanent / housekeeping staff employee to be augmented in way of this solicitation contract.
