Stacy Hoover Contracting Officer Asbestos Containing Materials Testing and Monitoring for Project 695-19-107 Renovate for 7AN GIGU and Procedure Clinic at the Clement J. Zablocki VA Medical Center Solicitation Number 36C25221Q0190 Solicitation Requests for Information

1. Please clarify how many days the air monitoring and oversight required on the site for CLIN 0001 for the onsite hours. Should it be assumed to be 15 days with 10-hour days or 20 days with 8-hour shifts?

Answer: T&M contract timeframe is estimated and is based on two things: (1) the yet-to-be-approved initial schedule from the contractor, and (2) the recently completed T&M contract for the neighboring Dialysis abatement. Both lead VA to the conclusion that abatement should take approximately 15 10-hour days.

2. Please clarify how many mobilizations/demobilizations have been scheduled for the project. Will the oversight contractor need to make multiple trips (> 2) or if all the abatement activities will take place at the same time in one mobilization?

Answer: We expect one mobilization. Abatement activities will begin and be consecutive for an estimated 15 calendar workdays.

3. Please confirm that all air sampling would be performed by phase contrast microscopy (PCM) samples.

Answer: Air sampling shall be performed per the SOW as PCM.

4. Please clarify Sample tests mentioned in CLIN 0002 – Daily ambient/containment, does it mean 15 sample collection events would be needed to be performed for daily ambient/containment during abatement or 15 samples to be collected for each sampling event.

Answer: Based on the size of the containment, T&M contractor is responsible for collection required amount of PCM samples. Total samples are consolidated into one sample report daily.

5. Please clarify Sample tests mentioned in CLIN 0002 – Daily ambient/containment, how many PCM samples need to be collected for each sampling event.

Answer: Based on the size of the containment, T&M contractor is responsible for collection required amount of PCM samples. Total samples are consolidated into one sample report daily.

6. Please clarify Sample tests mentioned in CLIN 0003 – Background, does it mean 1 background sample collection event? Should the hours/time needed for performing and analyzing background samples would be deducted from the hours mentioned in CLIN 0001 or the hours/time for performing and analyzing background samples should be included in the cost for CLIN 0003?

Answer: There will be one background sample event prior to abatement commencing. Do not deduct this sample event from the quantity in CLIN 0002. CLIN 0003 is for the background sample event only.

7. Please clarify Sample tests mentioned in CLIN 0004 – Final Clearance, - Should the hours/time needed for performing and analyzing final clearance would be deducted from the hours mentioned in CLIN 0001 or the hours/time for performing final clearance should be included in the cost for CLIN 0004?

Answer: There will be one final clearance sample event at the conclusion of abatement activities and prior to removal of containment and the opening of the construction site to contractor and owner. Do not deduct this sample event from the quantity in CLIN 0002. CLIN 0004 is for the final clearance sample event only.

8. Please clarify Sample tests mentioned in CLIN 0002AA, 0002AB, 0002AC and 0002AD – Additional sample tests – Daily Ambient/Containment, how many PCM samples need to be collected for each sampling event.

Answer: Based on the size of the containment, T&M contractor is responsible for collection required amount of PCM samples. The intent of these four CLINS are if abatement goes 1 to 4 days longer, these are the daily sample tests as required (like CLIN 0002).

9. Please clarify if the qualified Professional Industrial Hygienist (PIH) would be performing the role of VA PIH, known as VPIH in the abatement specifications issued with the solicitation. The VPIH has role requirements that require VPIH personnel to review plans, review certs and licenses, has authority to stop work and act as a representative of COR etc. whereas a PIH is free from these responsibilities.

ANSWER: PIH is not the same as VPIH. The T&M oversight contractor shall provide a PIH to alert the COR to any unsafe activity or failure of the containment. The PIH will also provide visual inspection of abatement activity and ensure the abatement contractor is meeting contract requirements. PIH reports to COR who reports to VPIH.

10. Please clarify if the final clearance air sampling would be conducted using PCM or TEM samples as the clearance sampling method affects the final cost.

ANSWER: This is clear in the SOW. PCM only after passing of visual inspection by PIH and COR.

11. The Statement of Work (SOW) does not clarify if the oversight contractor would need to prepare any work plan/safety plan. Please clarify.

Answer: If it is not in the SOW, it is not the responsibility of the T&M contractor.

12. Please clarify if the oversight contractor would be responsible for review/approval of abatement plans, work plans etc. of the abatement contractor. Please clarify who would be responsible for the review of the plans.

ANSWER: VA requires the T&M oversight contractor to review and recommend APPROVAL or REJECTION on all contractor workplans, safety plans or other abatement-related submittals. VA has final/formal APPROVAL/REJECTION responsibility. The T&M oversight contractor DOES NOT need to prepare any abatement workplans, safety plans or other abatement-related submittals.

13. Please clarify if the oversight contractor needs to attend any pre-construction meetings, either in-person or online.

ANSWER: Yes, the T&M oversight contractor should plan to attend pre-construction meetings. The formal pre-con kickoff meeting is tentatively scheduled for 3/26/2021 at 8am. This meeting can be attended virtually by conference call (details will be provided upon award). There may be other meetings during document review period up to the mobilization and abatement period. Those meetings can be virtual (via conference call) if the T&M oversight contractor is not local.

14. Please confirm that the oversight contractor with NIOSH 582 certification would be able to analyze the PCM air samples on site and the samples are not required to be analyzed by an independent laboratory.

ANSWER: Samples are required to be analyzed by an independent and accredited laboratory per the solicitation.

15. Please clarify that the results from testing activities for sample analysis air for asbestos in less than 12 hours means that the results should be provided within 12 hours of sampling stopping for asbestos samples. Usually a 24-hour period is used for the result submission.

ANSWER: 12 hours means 12 hours. Milwaukee has multiple local labs that can support this timeline.

16. Please clarify if a form to complete Employee/Vendor Service Report (ESR) will be provided to the oversight contractor or does the oversight contractor needs to prepare one.

ANSWER: No template for the ESR will be provided by the Government. The vendor may submit on a form of their choosing ensuring it addresses the information required under 5.c. in the statement of work.

17. Please clarify what is the criteria for the award, lowest price or technically acceptable or something else.

ANSWER: The contract will be awarded using lowest price technically acceptable as indicated in FAR 52.212-2 on page 37 of the solicitation.

18. The solicitation mentions on page 6 and page 10 that the proposal shall include “Laboratory testing shall be completed by an AIHA (American Industrial Hygiene Association) accredited laboratory. Bulk sampling shall be completed by a NVLAP (National Voluntary Laboratory Accreditation Program) approved laboratory. Accreditation documentation to be provided with proposal.” Please clarify if any bulk sampling is needed as the proposal is for air sampling and oversight and not for collection of bulk samples. If the bulk sampling and testing is needed, that would change the cost for the proposal.

ANSWER: Bulk sampling will NOT be needed in your proposal. VA will take care of any bulk sampling needs.

19. Please clarify if the date of submission will be extended due to submission of questions.

ANSWER: Receipt of proposals is extended to 10:00am (local time) March 23, 2021.

20. I received notice that you are looking for asbestos abatement services on the Clement J. Zablocki VA Medical Center and I wanted to check if there is a pre-bid meeting scheduled as of yet and if so if I would be able to sign up to attend. If you have any questions or concerns please feel free to email or call me at your convenience, otherwise I look forward to hearing from you.

ANSWER: There is a solicitation (36C25221Q0190) posted on beta.SAM.gov under Contract Opportunities which is for Asbestos Containing Materials Testing and Monitoring. All communications regarding this solicitation will be in writing. As far as the asbestos abatement portion of the project, that was included in the construction solicitation/contract and the Prime Contractor who was awarded the contract is responsible for handling/subcontracting that portion of the project. The award information for the construction contract can also be found on beta.SAM.gov under Contracting Opportunities (36C25221C0020). There is no pre-bid meeting scheduled.

21. I am following up about the pre-bid meeting for this project. Am I still able to sign up for this?

ANSWER: There is no pre-bid meeting scheduled.

22. I have a question about the Presolicitation posted under solicitation number 36C25221Q0190.

I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number? Thank you for your assistance!

ANSWER: This is a new requirement.

23. We are preparing to bid this one with one of our top Abatement Subcontractors. My question is: is the considered service or construction? Just want to make sure we prepare for the 15% or 50% participation requirement.

ANSWER: This is a service.
