About this file

This document contains a justification for a single source award and information on a related federal contract opportunity. The justification is for the Department of Veterans Affairs to procure Axis Mini PTX Dome Security cameras, an Axis Network Video Recorder, and a TD Sourcing UNIFI Switch from Axis AB for $9,000 to integrate into their existing Axis security system at the Tomah VA Medical Center. The procurement is justified as these products are necessary to ensure the system operates properly and maintains patient and worker safety.

The related federal contract opportunity is a pre-solicitation notice for project 676-328 to renovate a donated home in LaCrosse, Wisconsin for $250,000 to $500,000. The work includes two phases to allow construction without interrupting veterans. The solicitation will be posted to beta.sam.gov on April 9, 2021 with a bid opening on May 10, 2021. A pre-bid conference is scheduled for April 14, 2021. The procurement is set aside for a verified Service-Disabled Veteran-Owned Small Business and will be conducted by the Department of Veterans Affairs Veterans Health Administration VISN 12.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1

For Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C252‐21‐AP‐4545

1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South 84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Tomah VA Medical Center, 500 E. Veterans Ave, Tomah WI 54660. Purchase Request (2237) number: 695‐21‐2‐3328‐0009

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

These products; Axis Mini PTX Dome Security cameras, Axis Network Video Recorder, and TD Sourcing UNIFI Switch are a part of an integrated system to be used throughout the Tomah connectivity network. Tomah VA currently has the Axis System as the campus‐wide security system. The equipment to be installed will be monitored the existing campus‐wide security system. The estimated cost for Axis System hardware is $9,000.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The security system will monitor the building to alert VA Security that assistance may be required. Installation of a system that interfaces properly with the existing system will ensure patient safety is maintained at the highest level. Additionally, installation of components that match the existing security system minimizes maintenance costs and bench stock requirements. No other system will integrate with our existing security system.

It is necessary to match the existing system to ensure there are no interface problems and that system operation and maintenance is maintained to ensure patient and worker safety.

4. Description of market research conducted and results or statement why it was not conducted:

We have not been able to identify any other system that offers a seamless integration with our existing system.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Justus Klink Contracting Officer
