QUESTIONS & ANSWERS

1. Question: Are there Digital O&M files available for the boilers?

Answer: Yes, see Attachments 6-9, attached to this Amendment 0002 and incorporated by reference into Solicitation 36C25220Q0702 and the subsequent contract. Hines VA Hospital has additional O&M manuals, which will be made available to the awardee.

2. Question: The hospital staff will be with us through the testing as per the walk-through. Are they going to be assisting or just for verification purpose during testing?

Answer: VA staff will be present to observe and verify.

3. Question: It is mentioned that they require an exterior Inspection of the boiler. This is just the very exterior of the unit or are they expecting removal of the steel fabrication in Hines?

Answer: The Contractor will not be required to take apart the boiler during the external inspections.

4. Question: Are there critical load times that we can’t work on the boilers other than peak heating season?

Answer: Loads throughout the year are typically 1 boiler in the Summer and 3 boilers during peak heating. The plant must be able to maintain steam at all times of the year. This means that, during Winter months, the only maintenance that may be performed is to the redundant boiler (the one not in use), and must be of a nature that this maintenance can be immediately stopped so that the boiler can be placed into service if needed. The Hines inspection cycles usually occur during the Spring and Fall when only one boiler is in use, so service will not be interrupted.

5. Question: How do they want calibrations handled if devices have to be sent out to the manufacturer? This could cause a significant down time for that boiler.

Answer: Prior to any device being sent out, the Contractor shall comply with Section B.3 – Performance Work Statement, Paragraphs C.1. and D.1.:

“In the event that equipment, parts, and/or software need to be purchased to accomplish the adjustment/repair, the Contractor shall notify the COR and provide a quote for the necessary equipment, parts, and/or software. The Contractor shall not procure any equipment, parts, and/or software until authorized by the Government.”

These Paragraphs shall be construed to include any replacement devices necessary for continued boiler operation, which shall be acquired and ready for rotation prior to any devices being sent out.

6. Question: Other facilities they have spare relief valves that are cycled in while others are sent out to be tested and certified. Are the reliefs our responsibility or the hospitals?

Answer: Hines will procure these items.

7. Question: Is there a schematic for the Emergency shut down circuits so we know how to set up for testing?

Answer: The schematic will be provided at a later date to the awardee.

8. Question: We did not see any “Confined Space” signage so are we to assume that OSHA Confined Space protocol is not needed?

Answer: Confined Spaces in the Boiler Plant are: Boiler Steam Drums, Boiler Water Drums, Boiler Furnace, Deaerator Trayed Section, Deaerator Water Storage Section and Condensate Receiver. Hines is in the process of updating its Confined Space policy.

9. Question: Need to request the info on the DA tanks. They want them inspected every 6 years, so when is it due since the tanks are 3 years old now?

Answer: Per Section B.3 – Performance Work Statement, Paragraph D.4., Number 3: July 2025.

10. Question: Is the Boiler annual inspection, by an inspector our responsibility to set up or the hospital?

Answer: Unless specifically stated otherwise, the Contractor is responsible for coordinating and scheduling every aspect of the Performance Work Statement, including the inspector for the Boiler annual inspection.
