QUESTION RESPONSES

1. How much operator classroom training will be required for the Police Department, the Fire Department, and the Electronics Maintenance Department? Please quantify in terms of discrete training session hours and advise if these can all be conducted during a single contiguous week’s visit, or if a second week’s contiguous visit should be planned for to accommodate a complete rotation of the aforementioned staff. Make available 2 sessions for each of the following trainings: Configuration, service and Operator. If all staff complete in the first session of the class, the second session could be canceled. Training days should be coordinated with the supervisors of each department (Police, Fire Department, and Electronics) to ensure staff are able to attend.

2. What is the anticipated time to award this contract and what is the expected completion time frame for the contract? Award time is expected sometime in May. See Price/Cost Schedule for completion dates.

3. Regarding Training in SOW Paragraph 5.2.6, It is mentioned that training shall include System configuration and training services. Besides the travel costs and expenses to provide these services and system configuration training, what specific other “training services” is the Government looking to receive as part of the training deliverable? We presume “Operator Training” would be one, but if you can describe or quantify any other necessary training criteria, that would be helpful to ensure we have your needs covered. See answer to Question #1

4. Of the 27 buildings with installed and monitored fire alarm panels on the existing system, can you give us an approximate (+/- 10 devices) quantity of the total number of alarm initiating and auxiliary control devices in each of your three (3) largest fire alarm systems which will need to be tested and include the building number location from the map, the name of the building, the number of stories and the type of occupancy? 278 devices in Building 400 with 4 remote panels, 173 devices in Building 401 with 2 remote panels, and 196 devices in Building 403 with 2 remote panels.

5. With regard to testing of these fire alarm signals, if we are still under any Federal CDC, State, Local or VA Administration COVID-19 guidelines during the performance of this contract, what will the required PPE be for any fire alarm inspector technicians be while working onsite at these facilities? As of 04/23/2020: You must be able to answer no to the following questions: In the last two weeks - 1) Do you have a fever? 2) Do you have a cough? 3) or shortness of breath 4) have you traveled outside of the country? Face masks will be required if entering any patient living area.

6. Is the specified Server and Client Software upgrade to be the Model Alarm Center® for Windows® by Security Information Systems, Inc.? We are not specifying and specific software. As long as any system meets the requirements, this system would be allowed.

7. Will the Tomah VA make available the most current NFPA 72 Annual Test and Inspection Reports for each building for use in confirming the devices to be tested for a work plan and proposed schedule to the successful Offeror? Yes, we can make the inspection reports available.

8. What Contractor background checks and credentials will the successful offeror have to have performed on all contract personnel for access to the site for performance of the SOW as described, including the follow up annual support agreements and how long can they be expected to take in terms of weeks? Because these computers will be Username / Password Login No credentials or background will be required. A staff from the Electronics Shop (or appointee) will need to monitor for the duration of the programming.

9. SOW Paragraph 5.2.1. Has the VA installed and configured the physical or virtual server hardware on which the software is to be installed? If not, what is the anticipated date this will be completed and ready for the Contractor? Once the contract is awarded and the software is determined, we would anticipate that the vendor would inform us if the software can be installed on a virtual server. Within 30 working days from that notification we should be able to have the server ready.

10. SOW Paragraph 5.2.7. Is there a power supply and programmed alarm output available in B36 for an audible alarm to be installed by the contractor? Has the wiring already been installed, or would that be the contractor’s responsibility? Can you provide wiring diagrams and/or details for this alarm and from where the power and control signal output is originating from?

Contractor provide and install new wiring and alarm devices and necessary power supplies. There is a 110VAC outlet available for connection if needed. The existing signal was generated off a USB cable plugged into the monitoring station and an X-10 module used to provide power to the horn.
