The purpose of this amendment is to publish RFI's received in reference to solicitation 36C25219B0040.

Jason Hardy Contracting Officer

1. QUESTION: Who should we contact if we would like to make a return visit to the site location?

ANSWER: At this time, no additional site visits will be authorized.

2. QUESTION: Can we get a list of the pre-bid attendees?

ANSWER: The pre-bid attendees list was posted to FBO on July 8, 2019.

3. QUESTION: Are there any proprietary control contractor for this project? If so, please provide contact information.

ANSWER: The subcontractor for the project should be Automated Logic Corp.

4. QUESTION: Are we ok with supplying a 7-31-19 expired document bid bond?

ANSWER: The Bid Bond form has been updated and the expiration date is 08/31/2019. This form can be accessed at https://www.gsa.gov/forms-library/bid-bond.

5. QUESTION: Drawing No. S-501 section 1: #spec dwg/sect.1 s-501; What is the specification for the required coating of the concrete infill. The drawing states to obtain information from owner.

ANSWER: The infill coating shall match the existing coating. Bidder to contact the Chicago Cooling Tower for the type of existing coating on the cooling tower.

6. QUESTION: Are there any shutdown constraints per the contract requirements?

ANSWER: This depends on what time of year. In winter the chiller plant can be isolated and drained the system briefly.

7. QUESTION: Bid Specification Section 01 00 00 state items i, ii, iii under 1.3 statement of bid item(s) the solicitation shows one lump sum proposal. Please clarify which is to be followed?

ANSWER: The contractor shall propose one lump sum on the provided Bid Schedule which covers Items I, II, III in the specification. A price breakdown is not necessary.

8. QUESTION: Bid Specification Section 01 35 26: Is the contractor to designate one SSHO and one Superintendent for the project, or can the person share both responsibilities?

ANSWER: No, one SSHO and one CP (Superintendent are required per the Bid Specification.

9. QUESTION: Bid Specification Section 01 91 00: Who is responsible for contracting the third party commissioning agent? the va or gc

ANSWER: As stated on the Bid Specification the VA will engage the CxA under a separate contract.

10. QUESTION: mechanical: There is a control point for refrigerant leak detection. Is there a new refrigerant leak detection system called for or are we to utilize existing?

ANSWER: Use the existing system.

11. QUESTION: 23 09 23: Is the ddc contractor to be contracted by the gc directly?

ANSWER: The GC need to contract a DDC subcontractor directly.

12. QUESTION: Will water balancing be required in the scope for the new chiller, the new chilled water pump and the new condenser water pump?

ANSWER: Yes, flow meter for chilled water needs to be verified and circuit setters for pumps need to be set up by the balancer.

13. QUESTION: New valves are being installed just off the main piping for the chilled water and condenser water. Will the chilled water and condenser water mains be completely drained down during the Chiller 5 replacement project?

ANSWER: Yes, but it depends on what time of the year. In winter the plant can be isolated and drained briefly.

14. QUESTION: The RFP states "Rework the existing cooling tower to accommodate flow requirements of the new chiller and verify that the new flow adequately covers the cooling tower fill." The existing chiller condenser flow is 3,000 gpm and the new chiller condenser flow is 3,037 gpm. Please verify if any alternations are required as the flow change is minimal.

ANSWER: No, but contractor need to work with Chicago Cooling Tower to verify tower piping and nozzle configuration work with the new chiller.

15. QUESTION: Drawing No. M-101 "Keynote 16" discusses interconnecting piping and a gearbox for the adjacent cooling towers. Please provide a sketch or elevation view to help clarify the overall scope requirements.

ANSWER: The valve handle is a custom fabrication to be provided by the contractor as described in note 16. We have included a photograph of the existing valve the VA would like to duplicate. Also attached is a catalog depicting right angle gear operators that could be provided to attach to the valve.

16. QUESTION: Drawing No. M-301, Section 3, Keynote 8 states "Condenser water piping to oil cooler.” The specified chiller has a magnetic centrifugal drive. Is this piping required?

ANSWER: Installation of the chiller and associated piping should be done according to the vendor’s installation instruction.
