33. QUESTION: The PFB DIV 01 specs provides a base bid, Item #01 with the inclusion of two deductive bid alternates. The solicitation and the bid schedule behind the 1442 states one lump sum with no alternates. There will be several questions if alternates are required for the structure. Please advise.
ANSWER: There are no Deduct Alternates for this project. The solicitation contains the correct information.
34. QUESTION: A-2 Contractor Qualifications if the VOL 1 spec book seems to show that there is a past performance and relevant experience requirement for construction of 15,000sf or larger in and for patient care areas in acute care hospitals similar to this project over the past five years. Please state if there is a technical proposal component of this project that is not described in the solicitation documents. The solicitation current reads as a LPTA 'sealed bid' project with GLAC.
ANSWER: There are no past performance or relevant experience requirements for this project. The solicitation contains the correct information.
35. QUESTION: A-2 states that the bidders must attend the site visit meeting to bid this project. The solicitation also states that we can arrange a private site visit with the COR/CO. We formally request a separate site visit per 01 00 00 B. "Visits to the site by bidders may be made only by appointment with the COTR". The GLAC solicitation differs greatly from the PFB DIV 01 documents for contract language. Please confirm if A-10 "Time for Completion" or the SF1442 is correct. One is 180 days and the other is 365 days. Please advise.
ANSWER: Bidders are encouraged to attend the scheduled site visits, but not required; there are no private site visits. Time for completion is 345 days. The solicitation contains the correct information.
36. QUESTION: Please provide an existing utilities map for the working area. We have a campus utilities map, typically provided with all Hines VAMC projects, but a dwg or schematic showing current underground conditions will be important for concrete foundation footing details as well as concrete and asphalt demolition.
ANSWER: The campus utility map provided is the most current drawings available and bids should be based off what is shown. Any conditions encountered not shown in the drawings will be considered unforeseen, requiring a modification.
37. QUESTION: PFB spec Vol 1 provides a listing of dwgs for the project. We are not sure if dwgs have been consolidated, but in the meantime we do not see drawings: AS304, AS305, AS306, SS303. Please advise if we need these drawings to bid.
ANSWER: The listed drawings were either combined with existing drawings or removed for work no longer in scope. The solicitation provided all drawings necessary to bid.
38. QUESTION: Please show where the sprinkler main point of connection is located for the new sprinkler heads. We see that it might be at the ACI-G entrance corridor. Please confirm if this sprinkler system is open ceiling or if there is some architectural ceiling component for the new pendants.
ANSWER: Connection to the dry system will be in EMS closet A105. See Attachment for details. Sprinkler system in not open ceiling. Refer to Reflected Ceiling Plan for ceiling finishes.
39. QUESTION: There was a separate drawing provide as #Ambulance Entrance Details. This sheet provided min. outside turning radius, lane width and platform length. As this is design-bid-build, please confirm that the VA/AE have incorporated these VA code requirements into the drawings and specs for us to bid. We are uncertain as to the purpose of this drawings unless it is to help with asphalt and pavement parking markings or if it is door activator and back wall depth details. Please provide a quick narrative to understand.
ANSWER: Ambulance Entrance Details are included for information purpose only. Design has incorporated these requirements.
40. QUESTION: Please confirm if we should utilize the newer GLAC/VA spec DIV 01 as the DIV 01 provided in VOL 01 of PFB seem to be older in nature. Project No. is 578-315 vs. the SF 1442 project number of 578-17-025. Progress charts are typically given with 10 days of NTP vs. 10 days of the Preconstruction Meeting. We assume that GLAC can delete pages 1-21 of 335 of volume 1 of the PFB spec book and replace them with the typical VA/GLAC DIV 01 specs also provided in the solicitation.
ANSWER: Confirmed. Attachment 19) Hines Supplemental Specifications take precedent over the PFB Specifications. Updated Specs attached.
41. QUESTION: Please state the required submittal software for this project. The spec states the older EDMS software. Please state if Hines would like to utilize Submittal Exchange for this project or if email transfer is preferred.
ANSWER: Email transfer is preferred. EDMS will not be used on this project. Contractor may provide a submittal software.
42. QUESTION: 1.12 Physical Data states that subsurface conditions have not been developed. The foundation design assumes 1500 PSF bearing capacity at the footing. Please confirm that the Prime Contractor is responsible for the foundation stamped design of the project or if the A/E will provide design for the job. Does the VA want the Prime to include the cost of a geotechnical report for this project or is there something recent that can show the soil stratification per this area of the facility?
ANSWER: See attached soil boring test results for reference. Prime contractor is responsible for the foundation stamped design of this project.
43. QUESTION: Should the contractor assume suitable soil conditions to remain for backfill activities or are we to assume for the project that the soils are contaminated or 'unsuitable' and must be removed off-site?
ANSWER: Assume unsuitable soil conditions. Replace with suitable soils.
44. QUESTION: Is the contractor required to design the erosion and soil control plan for this project to include the required SWPPP plan through the proper municipalities? Please state if Hines must abide by local municipality storm water run-off laws on this federal facility. This adds significant added cost to the project and want to understand the expectations.
ANSWER: No SWPPP plan.
45. QUESTION: 1.17 COTR's field office is required for this project. Please advise of the PFB DIV 01 should be removed in their entirety and replaced by the GLAC/VA DIV 01s as many of these requirements are old in nature. There are many requirements for the VA CORs field office that seem incorrect. Earlier a prime SDVOSB field office was not allowed due to site limitations.
ANSWER: Confirmed, field office not required. Revised Spec attached.
46. QUESTION: Please illustrate where the contractor has laydown space for this project. We see the adjacent areas for future project, but please advise where we have contractor laydown.
ANSWER: The future project shown in the design will not begin until after completion of this project. Therefore, this space may be used for project laydown space.
47. QUESTION: 1.32 final elevation digital images seems out of date for standards. Please advise if these DIV 01's are correct.
ANSWER: 1.32 not applicable. Revised Spec attached.
48. QUESTION: Note number one says to remove boulders. There are existing jersey barriers both concrete and plastic. Are these to be removed under this contract or under the adjacent curtain wall contractor contract?
ANSWER: Jersey barriers to be removed and returned to Hines as part of this contract. There are no boulders in the project area.
49. QUESTION: Drawings shows a deductive alternate. This alternate is note shown in the solicitation bid schedule. We have several RFIs that we want to hold until we understand the nature of the alternates or if we are assume these as all base bid. If alternates are required please let us know what we bid for walls in place of the block walls.
ANSWER: There are no Deduct Alternates for this project. The solicitation contains the correct information.
50. QUESTION: Please confirm the construction aspects on AS101A for the 'DECON Schematic'. Please explain the dashed lines showing receiving strip bag, wash shower head, rinse shower head…receive dress dry. What is contractor furnished and installed vs. government furnished and installed.
ANSWER: The dashed lines represent separate decontamination zones, which coincide with the ceiling mounted curtains shown on AS102. All equipment is contractor furnished and installed. See Plumbing drawings.
51. QUESTION: Please confirm that the entire ambulance bay ceiling is drywall. Please confirm the reflective ceiling or architectural details for the reflected ceiling notes on the drawing.
ANSWER: The entire ambulance bay ceiling is drywall. Exterior Gypsum Wallboard is used in the canopy and storage areas. Interior Gypsum Wallboard is for the vestibule area only.
52. QUESTION: For site coordination, please provide the approximate start date for the canopy addition under separate contract. This affects lifts, scaffolding, cranes and other apperati for setting this contract's structure.
ANSWER: The canopy addition will not begin until after the ambulance bay project has been completed. However, the façade project will be ongoing for the duration of the ambulance bay project.
53. QUESTION: Could you please provide a signage basis of design as well as the metal wall panel so we can incorporate the proper architectural aesthetic for the project. Spec 07410 says to match the existing. Can you provide the product submittal for what is existing on the building in order to match?
ANSWER: Letters will be Helvetica Bold per VA building sign standard. Existing wall panel shall be Viracon Glass Product or COR approved equivalent. Color to match existing B200 lobby exterior. See spec attached.
54. QUESTION: Please confirm the backfill material requirements under the concrete foundation slab. What is the slab thickness? The curb detail calls for new 4" crushed stone under
ANSWER: Scarify and recompact top 300 mm (12 inches) of existing subgrade and each layer of backfill in accordance with ASTM D698 95 percent. Foundation slab is 6” thick with 6” crushed stone underneath. See bottom of SS201.
55. QUESTION: Please confirm that there are no floor drain requirements with the open bay showers. We do see the drain holes on P200. Please confirm no tie-in to sanitary storm or other underground utilities.
ANSWER: There are floor drain requirements that tie into existing utilities. Refer to P101 for location and P300 for the spec. Sloping is shown on the site grading and architecture drawings.
56. QUESTION: Please confirm if the electrical work performed inside the existing building is to be scheduled on second shift or generally off hours as it appears to be patient areas. Confirm work hours.
ANSWER: With the exception of Fire Protection, all work will be conducted during normal business hours. Any affected areas will be vacated during the construction period. Per the SOW, Section I: “1) Work hours for EHVAH staff are from 7:30 am until 4:00 pm, Monday through Friday.”
