This amendment is issued to answer RFIs.

The closing date and time remains the same at 12:00 pm on August 21, 2018.

RFIs Q: Section 13.D provides a period of 9 months or 210 days for the VA to make a formal award. Please provide the expected start date/NTP for the SEED Task Order in order for the prime contractor to determine whether to include labor and management escalation into 2019 for a proper bid.

Answer: The start date/NTP will be issued within 30 days of award. Award is planned for the first quarter of FY9.

Q: Please confirm for Volume 1, Part 2 - Past Performance, that the Prime SDVOSB GC can mark TAB 2 "Subcontractor Information Consent Form" not applicable if the Prime Contractor (SDVOSB offeror) does not wish to utilize the experience of subcontractor or prime contractor teaming partners for the MATOC. Further confirm if this tab is N/A if the Prime wishes to utilize its own 'prime contract' past performance and relevant experience as offeror in this MATOC. Or is the intent for the VA to understand the subcontractors that the Prime Contractor wishes to utilize throughout the MATOC 5-year period outside of the SEED Task Order? We assume that the Contracting Officer is utilizing page 55 of 105, 5.3.10 to utilize this tab for JV partners or Mentors of the SDVOSB Prime, or if the SDVOSB Prime needs to utilize a subcontractors' past performance or relevant experience to help qualify them for this MATOC. Please advise so we can confirm if we need to add these additional forms. We do not feel that we need to use subcontractor experience.

Answer: Yes. The intent is of section 5.3.10 for JV partners/Mentors. Tab 2 can be marked N/A if you do not plan to use a teaming agreement. If any subcontractors have been identified for the SEED project, it is required.

Q: Please advise due to the AMD 0002 question issued. Please confirm if the PPQ's Attachment 6 that are turned in directly to the contracting officer are counted in addition to the existing Volume 1, Part 2 - Past Performance page limit of 25 pages when inserted after receipt of email from existing customer. For example, if TAB 1, TAB 2, and TAB 3 combined are 10 pages when submitted at the time of offer and three PPQs are received by the CO for a total of 15 pages, then 10 pages at turn in plus 15 pages of PPQs directly to the CO via email are counted as the 25-page limit? Answer: No, the PPQs turned directly in are not counted in the page limit.

Q: "Responsibility Index" appears to only be around 5 pages total. We are given a max of 25 pages for this section. Please advise if there is other information that you would like placed in this section.

Answer: No. Please adhere to the specified requirements.

Q: Is the Prime A/E firm TL Services precluded from executing the construction phase of the contract either as a prime or a subcontractor or providing any construction element of work as a 3rd tier? Answer:

The A/E is precluded from bidding on solicitation at any tier due to the organizational conflict of designing and developing the plans for the SEED project.

Q: Per drawing pgs. 4, 7, 10, 13 – Note 1, some items existing to remain and some items are new. What items are to remain? Please clarify.

Answer: The items on the 4 drawing sheets labeled as DTS-1, DTS-2, DPS-1, DTS-3, and DPT-1 are new components. In addition, the assembly labeled as the Outside Air Pitot Tube Pressure Sensor is also new. The living room and dining room space sensors are also new.

Q: Will any further engineering be required by the General Contractor?

Answer: It is anticipated that there will not be any further engineering required by the General Contractor.

Q: Please provide site plans for the exterior lighting.

Answer: The plans were released with Amendment 0004.

Q: Drawing pg. 5, SF1VFD detail – text is overlapping and unreadable. Drawing list on pg. 1 list drawings to have labels, however, no drawings show any labels.

Answer: Revised drawings are attached.

Q: Is the Prime A/E firm TL Services precluded from executing the construction phase of the contract either as a prime or a subcontractor or providing any construction element of work as a 3rd tier?

A: In accordance with FAR 9.505-2(a), TL Services is precluded from executing the construction phase at any tier.
