This amendment is issued to amend language to Block 10 of the SF 1442, Section
3.1 Minimum Guarantee, Maximum Contract
Value, & Task Order Value, and Section 10 Federal, State, & Local Taxes, answer RFIs, update the Wage Rate Requirement, and issue Fisher House As-Is Drawings.
The closing date and time is extended to 12:00 pm August 21, 2018.

1. The closing date is hereby extended until 12:00 pm August 21st, 2018
2. Attached is the current Wage Rate Requirement (formerly Davis-Bacon Act) as of August 3, 2018.
3. Block 10, SF 1442 is hereby changed to read:
The contract ceiling amount is $120,000,000.
4. Section 3.1 of Section 3 Minimum Guarantee, Maximum Contract Value, & Task Order Value located on page 8 is hereby changed to read:
The guaranteed minimum award amount for this contract is $2,000. The contract ceiling amount is $120 million. The Government does not guarantee that it will place any orders under this contract in excess of the guaranteed minimum award amount.
5. Section 10, Federal, State, and Local Taxes located on page 9 is hereby changed to read:
*Illinois State Sales Tax Exemption:
The Illinois Administrative Code, 130.2075 allows construction contractors to be exempt from Retailers Occupation Tax and Use Tax within the State of Illinois when the materials are for Incorporation into real estate owned by Governmental bodies. For purposes of this authority, a Construction Contractor is defined as a General Contractor or a Subcontractor 86 Ill. Adm. Code 130.1940(a)(1). Materials, are defined as all of the tangible personal property, including fixtures, which enter into a structure or otherwise become incorporated into real estate 86 Ill. Adm. Code 130.1940(a)(5), but do not include tools, fuel, lumber for forms and other end use or consumption items which are not incorporated into the real property 86 Ill. Adm. Code 130.2075(d)(3).
Prospective offerors are notified that under 86 Ill. Adm. Code 130.2075, purchase of applicable materials within the State of Illinois to be incorporated into the real property of [identify Illinois location of the VA property] may be exempt from Illinois Retailers’ Occupation Tax and Use Tax. VA will furnish a Certificate to the successful awardee under this solicitation that contains appropriate information that will allow the awardee to take advantage of this tax exemption within the State of Illinois for the project identified in this solicitation. Prime contractors may furnish the certificate to its subcontractors for use on this project. All bids received in response to this solicitation are presumed to reflect any tax benefit that may be realized upon receipt of this certificate.
RFIs Q: How many contracts do you hope to award?
A: There is not a set number of contracts we plan to award. It is dependent on how many proposals that are received that are found acceptable by the Source Selection Board.
Q: Will the contracts be awarded by the end of FY18?
A: No. The plan is to award in FY19.
Q: Is a Past Performance Questionnaire required if you have a CPARS?
A: Yes. Have your clients complete past performance questionnaires, regardless if there is a CPARS or not.
Q. Solicitation Page 53 of 105 | 5.2.4 Company Experience should include detailed information about the company’s experience in providing construction services, which are of similar nature to the work to be performed under the requirement described in the solicitation. The company’s relevant experience will be assessed on the basis of its breadth and depth. Offeror shall have a minimum of 3 years’ experience performing construction in a health care environment.
We are used to providing company experience in the form of specific past project examples but we do not see mention of this anywhere in the solicitation. Please confirm if we are to provide past project examples under 5.2.4 Company Experience and, if so, how many and what the specific elements are that each past project example should feature.
A: Yes, you many provide specific examples. There is not requirement for how many examples, but please be mindful of the minimum of 3 years’ experience. The specific elements should show how it is relevant to the project.
Q: Solicitation Page 55 of 105 | 5.3.10. Any Teaming Partner must complete an Attachment 5 form, “Sub-contractor Information and Consent Form” to be considered for relevant past performance. Written references for sub-contractors may be included and are encouraged to do so, however, sub-contractors do NOT need to provide Past Performance Client Questionnaires.
We are chasing this opportunity as a Joint Venture. Please confirm if each firm that makes up the Joint Venture needs to complete the Attachment 5 Form, or if this is a form that should be completed by subcontractors. If we are not featuring subcontractor past performance in our proposal, please confirm if this form can then be considered “Not Applicable”.
A: If proposing as a Joint Venture, ensure a copy of the executed joint venture agreement is included. Only subcontractors are required to complete the Sub-contractor Information and Consent Form.
Q. The issued drawings for this project are 11x17 size. When will full size drawings be issued?
Answer: The drawings were scaled to be printed on 11x17 paper. Full scale drawings will not be issued.
Q: The statement of work lists the removal of landscape lighting bollards and repairing concrete bases for new lighting. This work has no associated drawings or plan for the location of the 51 bollards/new light fixtures. Will a drawing or plan be provided including for work planning and bidding purposes?
Answer. Yes. The Fisher House As-Builts drawings are attached.
The specifications list drywall and painting as part of this project. Drywall and painting work is not shown or indicated on the issued drawings. Is scope of work patching only? Will you issue a drawing to show work locations and amounts for both drywall and painting work, including paint color selections?
Answer: The scope of work is patching only.
Q: Please issue the Attachment 7 Pricing Schedule. This document was not issued with the original solicitation per FedBizOpps.com.
Answer: Attachment 7 Pricing Schedule is located on page 104 of the solicitation.
Q: Will site electrical drawings be issued.
Answer: Yes. The Fisher House As-Built drawings are attached.
Q: Will floor plans be available?
Answer: Yes. They are included in the As-Build drawings.
Q. Discrepancy between drawings and statement of work, scope of work H.1.b .4 – clarify if three of four AHUs will require actuated dampers and air flow monitoring and a global outside air temperature sensor.
Answer: Only three of the four AHUs need the flow stations and actuated dampers. The foyer/dining room AHU is a single zone unit feeding the area directly.
Q: Statemen of work, scope of work H.1.b.4 – do you need a global outside air temperature sensor?
Answer: Unless the contractor wants to put an outside temperature sensor on each unit to allow for autonomous operation under failure of the communication system, there should be at least a global outside air temperature for economizer operation capabilities and to enable/disable the local boiler system.
Q: Statemen of work, scope of work H.1.b.4 – drawings did not indicate there were bypass dampers on the AHU’s. Clarify if we need to provide actuators and controls for bypass dampers.
Answer: The initial design for the remake of this system was to increase the efficiency of the system, not maintain the status quo. The air handlers currently have bypass dampers. The redesign uses VFDs on the three air handlers and flow stations to maintain the required flow for the DX cooling stages. The intent was to eliminate the bypass damper. Allow the unit to provide just the amount of air flow required for the staged cooling and a minimum position for ventilation.
Q: Statemen of work, scope of work H.1.b.4 – please verify if there are existing flow sensors.
Answer: No, there are no existing flow sensors.
Q: Statemen of work, scope of work H.1.b.4 – discharge air temperature sensor required for VAV boxes?
Answer: Not required. The terminal boxes do not have reheat. They are VVT dampers.
Q: Statemen of work, scope of work H.1.b.4 – Need clarification of the maintenance connection software? Is this required?
Answer: The maintenance software connection should be a FX80 JCI JACE, Niagara N4 platform. There is no connection to the maintenance facility network at this time. There needs to be this connectivity for maintenance monitoring of the system.
Q: Drawings for the VAV box field controllers indicate to provide JCI VMA1610. Can we substitute the JCI Facility Explorer Product line FX-PCV?
Answer: Yes. The JCI Facility Explorer Product line is the preferred device line.
Q: Please state the working hours for this project? Are there any 2nd or 3rd shift scopes of work mandated into the SOW? We view on pg. 7 of the SOW that EHVAH staff hours are from 7am to 3:30pm, but want to ensure that the construction hours are the same.
Answer: The work hours for the Hines Project Planning staff are 7:00 am to 3:30 pm. However, the Fisher House staff hours are 7:30 am to 4:00 pm, which will be the work hours for this project. No second or third shift work is mandated into the SOW. Per Paragraph G) 7), the contractor may request permission to perform work outside of normal duty hours.
Q: Please confirm that Johnson Controls, FX is sole source as "smarts and parts" for this project. SOW says to use Johnson PCT Controls as a basis of design. Please advise.
Answer: Johnson Controls is used as the basis of design, and to ensure compatibility with all components, existing or proposed. Controller must be a Johnson Controls Model FX80.
Q: Part 2 Remove and Replace Existing Landscape Light Fixtures, #3 states to remove 51 existing landscape bollards and dispose of properly. Please advise if we are demoing the entire fixture and replacing with a new light fixture and light. The site walk discussion centered around just replacing the bulb with an upgraded LED bulb and not touching the fixture. Please advise.
Answer: Paragraph H) 2) a. 3. calls for the removal of 51 existing bollards. Paragraph H) 2) b. 3. calls for the installation of 51 new bollards with LED fixtures.
Q: Statemen of work, scope of work H.1.b.4 – can you provide motor data and voltage for the 3 AHUs?
Answer: See attached picture of the motor data.
