REQUEST FOR INFORMATION RESPONSES
The following questions and answers provide clarification on the contract documents:
Q1. General Note 3 on Sheet MP-101 indicates asbestos testing will be performed by VA and removal will be done by contractor. How much pipe insulation abatement should be included in bid? Will abatement need to be done off-hours?
Response: Refer to Specification Section 02 82 13.13 part 1.1.2.B for ACM pipe insulation estimate of 40 linear feet of <2” diameter pipe. Replace insulation according to the specifications. Per Sheet MP-101 General Note 1, abatement must be done between 8:00pm and 4:00am if the location of work is in the vicinity of kitchen or linen equipment, supplies, or areas.
Q2. Key Note 5 on Sheet MP-102 indicates Pipe Chase to Be Encased. However, key note is not marked on the plan and the detail referenced on Sheet M-601 doesn’t show encased pipe chase. Does this key note apply?
Response: Pipe chase shall be encased at roof penetration. See Drawing Revisions Sheet MP-102 Key Note 5.
Q3. General Note 1 on Sheet MP101 indicates demo work in the vicinity of the kitchen needs to be done between 8:00PM & 4:00AM. Can all other work that doesn’t impact the kitchen be done during normal work hours?
Response: Sheet MP-101 General Note 1 also indicates that work in linen areas to take place between 8:00PM and 4:00AM. All other work that does not impact the kitchen or linen areas may be done during normal work hours. Utility outage times and coordination are to comply with the specifications.
Q4. Section 02 82 13.13 part 1.1.2 specifies asbestos abatement of 40 linear feet of pipe insulation and replacement of an unknown quantity of dielectric unions. What is the location of the abatement? How many unions need to be replaced?
Response: Insulation to be abated is above ceilings and on penetrations through the roof. Assume 15 unions for replacement. Replace dielectric unions with ball valves and insulation according to the specifications.
Q5. Is the commissioning agent and all associated costs being supplied by the VA?
Response: Contractor is responsible for startup, manufacturer commissioning and training as per the specifications. The VA may hire an external commissioning agent for 3rd party services.
Q6. Key note 6 on plan sheet MP-101 is vague. How is the contractor to know if the existing branch valves are functional?
Response: Branch valves are assumed to be functional, comment has been edited. See Drawing Revisions Sheet MP-101 Key Note 6.
Q7. Key note 1 on plan sheet MP-102 is vague. The contractor should not decide if heat tracing is required. Please clarify the scope of work and if heat tracing is required provide a material specification.
Response: Heat tracing reference removed from drawings, heat tracing is not required. See Drawing Revisions Sheet MP-102 Key Note 1.
Q8. Key note 6 on plan sheet MP-102. Please clarify material type for bird screen (stainless steel or galvanized).
Response: Bird screens to be stainless steel. See Drawing Revisions Sheet MP-102 Key Note 6 and Sheet M-601 Detail 8 Note 6.
Q9. Plan sheet M-601, detail 6 & 7, please confirm all the existing hand valves are being reused for the hot water and chilled water coils. Are the valves located below the roof level near the pipe penetration to the roof?
Response: Existing hand valves will be reused. See Sheet MP-101 for location of existing branch shutoff valves located below roof. See Sheet MP-101 Key Note 3 for details on chilled water piping.
Q10. Plan sheet M-604, detail 5. Are roof rails acceptable to use for the support of the refrigeration piping?
Response: Roof rails are not acceptable. Plan sheet M-604 does not exist. See M-601 detail 10 for supporting piping on roof.
Q11. Are roof supports as manufactured by PHP (see attached) acceptable for the roof ductwork?
Response: Ductwork support detail added to drawings. See Drawing Revisions Sheet M-601 Detail 13. Specific manufacturer products will not be reviewed for approval at this time.
Q12. Please clarify the scope of work associated with duct testing as there is minimal supply air ductwork. Please be specific what the VA needs tested.
Response: Refer to Specification Sections 23 31 00 HVAC Ducts and Casings, and Section 23 05 93 Testing, Adjusting, and Balancing for HVAC.
Q13. As York is listed as the brand name for the HVAC we assume if there are items in specification section 23 74 13, 23 81 00 and 23 82 16 that are non-standard with their manufacturing process for the HVAC equipment that the York will be waived of these requirements. Please advise.
Response: See Specification Revisions, removing inconsistencies between the specifications and the brand name or equal product identified. The AHU will not be waived of contract requirements outlined in the project Specifications.
Q14. Key Note 4 on Sheet MH-103 says, “Provide unit lightning protection to existing rooftop ground system”. What are the requirements of the unit lightning protection? The Facility Lightning Protection specification section is not included in the bid documents and the plans do not provide information on the existing rooftop ground system.
Response: See Specification Revisions, Specification Section 26 41 00 Facility Lightning Protection added to contract.
Q15. Section 23 05 11, Plan sheet M-601, detail 6 & 7. Is it acceptable to use pipe supports/equipment rails in lieu of pipe stands? Please advise.
Response: Equipment rails are not acceptable. See M-601 detail 10 for supporting piping on roof.
Q16. What are the working hours for the work inside the building and outside the building?
Response: Per Sheet MP-101 General Note 1, work must be done between 8:00pm and 4:00am if the location of work is in the vicinity of kitchen or linen equipment, supplies, or areas. Utility outage times and coordination are to comply with the specifications.
Q17. Specification section 02 82 13.13 subsection 1.1.2 B indicates “Removal, clean-up and disposal of ACM piping and fittings and asbestos contaminated elements in an appropriate regulated area in the following approximate quantities: 40 linear feet of <2" diameter pipe insulation” Are these pipes located in the ceiling inside the building? Drawings do not indicate such work. Please clarify.
Response: Insulation to be abated is above ceilings and on penetrations through the roof. Replace insulation according to the specifications.
Q18. Specification section 02 82 13.13 subsection 1.1.2 B indicates” Replace dielectric unions during abatement process. Allow for 15% of the dielectric unions to be replaced to be changed after demo and after full abatement of the area.” Please quantify the number of dielectric unions needed to be replaced.
Response: Assume 15 dielectric unions.
Q19. Project manual specification have included the specification section 09 91 00 and 22 05 33. We did not find any work concerning these specification section. Please clarify the scope of work concerning these specification sections.
Response: Specification 09 91 00 details pipe identification standards as noted on Sheet MP-102 Key Note 1. Specification 22 05 33 is not required, and reference to it has been removed, see Drawing Revisions Sheet MP-102 Key Note 1 and Specifications Revisions.
Q20. Specification Section 07 22 00-6 subsection 2.5 D & E, can ASTM C1177 be added to section E and could section D be cleared up by removing C1396 (drywall) board?
Response: The above changes are acceptable, see Specification Revisions for modifications to Specification Section 07 22 00 Paragraphs D and E.
