PROJECT DESCRIPTION: Install LED lighting at the Oscar G. Johnson VA Medical Center, Iron Mountain, MI

PROJECT NUMBER: 585-17-109 SOLICITATION NUMBER: 36C25218B0328

Pre-Bid RFI / Questions and Answers

1. Is the site visit on Jan-31 mandatory? No, but highly recommended.

2. Although we will provide the majority of the products and services, we intend to team (or be a subcontractor to) with a SDVOSB, will you require a surety bond from each of us? The prime offeror is required to provide all bonds.

3. Pages 4-7 seems to be duplicated on 8-11. Can you confirm? Yes, they are in the solicitation, contracting can address as required.

4. Can you confirm that you will not accept any offers/responses by email? Yes this is correct.

5. Will storage space for the delivered materials be provided on the VAMC premises? if yes, how much area? Yes, there will be some space available inside the hospital “in quantities sufficient for not more than two work days”, refer to spec section 10-00-00 for details, including storage sheds, offices, etc…

6. Has the site been inspected or certified free of Asbestos (ACM)? Or are there items or areas with unknown or suspect status? Site has been inspected. We do not anticipate any ACM in this project.

7. If ACM exists will there be abatement prior to lighting retrofits? Don’t anticipate any ACM as stated in question #6, but if there is ACM present, we will address at that time.

8. How accurate is the survey of light fixtures? Is the contractor expected to verify these counts before placing orders for the materials? We are re-evaluating light fixture survey and will provide a more accurate survey in an upcoming addendum.

9. Sec. 1.9d of the General conditions states: " A National Pollutant Discharge Elimination System (NPDES) permit is required for this project". We expect no pollutant discharge in this work. Is this permit still required?

No, a permit is not applicable and required for this project.

10. There is no fifth floor on the survey spreadsheet. Is this correct? Yes, fifth floor is not included, is either completed or will be in another upcoming construction project.

11. The survey does not indicate the existing fixtures. In order to estimate the cost of disposal, can you please say typically how many fluorescent lamps exist per fixture? We are re-evaluating light fixture survey and will provide a more accurate survey in an upcoming addendum.

12. We intend to offer equals for items A, B, C, D, and E and dimmers. Will be reviewed during the submittal process, need to meet all the requirements in the specs.

13. Type A and B troffers – Are retrofit kits acceptable? NO

14. Type F - why are there 2 different products " LED CAN LIGHT FIXTURE - NEW CONST HOUSING and 4 " LED CAN LIGHT REMODEL HOUSING One model number shows an R. Do you mean to suggest different models numbers and how are we to determine the mix of each. There are/may be two different housings. Approximately 90% of the existing can light fixtures can be replaced using new construction housing, the other 10% may/will require the remodel type. New construction housing is preferred, won’t know until replacement is underway.

15. Type G same issue as question 14. Approximately 90% of the existing can light fixtures can be replaced using new construction housing, the other 10% may/will require the remodel type.

New construction housing is preferred, won’t know until replacement is underway.

16. Due to some of the fixture descriptions stating new construction, are all of the fixture upgrades a change out one for one to existing fixtures? Or, are there any “new” fixture installation locations that would require additional materials and labor for new wire/conduit etc.? If so, please cite on drawing plans as we would need the footage calculations. Project consists of replacements only.

17. Type H – Need specifications for medium or wide dist AND Flange color (silver white or blk) Wide and Matte White

18. Dimmer switches – are these new installs or replacing existing? Replacing existing switches, both toggles and dimmers.
