Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)
Acquisition Plan Action ID: VA69D-17-AP-8867 Replace Three Boilers, Building 112 at Milw Proj #695-15-116
1. Contracting Activity: Great Lakes Acquisition Center, Network Contracting Office 12 and Clement
J. Zablocki VA Medical Center, Milwaukee, WI. PR # 695-18-2-6920-0001.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Sargent 11 Series T-zone cylindrical lockset and Sargent 8200 series Mortise Locksets with Medeco 7-pin interchangeable cylindrical cores, LCN Closers (Mechanical, Electronic Hold-Open, Electromagnetic), Von Duprin Exit Devices and Hager Hinges - these products are facility standards.
It would be extremely cumbersome and expensive to maintain a separate locking systems. Estimated value is $8,125.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Zablocki VA Medical Center requires all construction incorporate the Sargent Locksets and Medeco keying system, LCN Closers (Mechanical, Electronic Hold-Open, Electromagnetic), Von Duprin exit devices and Hager hinges because experience has found out that “approved equals” are not at all equal in quality. It is also important to note that maintaining bench stock for the parts and keying components of an entirely different locking system and hardware sets is expensive and time-consuming. Use of another brand would require duplicating efforts in training and double the stock on hand for replacement parts. These items are competitively priced and are widely available.
4. Description of market research conducted and results or statement why it was not conducted:
The hardware selected is compatible and will completely interface with the existing campus-wide door locking security system. Standardization reduces costs for service and maintenance and ensures safety of patients and employees.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
