2. Questions & Responses:

1. What are the salient characteristics of the Cleaver-Brooks boiler and where are they found? Do the DA Tank and Surge Tank also have the Brand Name or Equal requirement?

0. Response: see Brand Name or Equal Revisions - Attachment – Brand Name or Equal Salient Characteristics for D-Type Water Tube Boiler.

0. Response: No. See Drawing Revisions for M-700.

1. Will Johnson Controls need to monitor the boilers through the campus wide Metasys system or if the boiler house will be closed off from the rest of the system and monitored directly at the boiler house only through WHESCO’s controls?

Q2 Response: No. There is no requirement to tie the boiler controls into Metasys.

1. M-101 & M-102 show the boiler feedwater piping as being 3”; however, M-505 show the boiler feedwater piping as 2-1/2”. Which is correct?

Q3 Response: See Drawing Revisions for M-505.

1. It appears that the other changes to the drawings were addressed in the narrative. Please confirm if additional drawings are going to be provided?

Q4 Response: No, the changes were described in narrative form only, for all but one of the questions, for which a drawing was furnished in Amendment 004.

1. Is a new RO Piping Spec going to be provided?

Q5 Response: Yes. See Specification Revisions.

1. MD-101 note 1: Will the existing B1, B2, B3 fit from their present location to existing overhead door and through overhead door without dismantling the boilers? If they do not fit, we would assume that it is the VA’s financial responsibility to reimburse contractor for extra labor and materials to demo boilers to a point which would allow them to fit through said area and openings.

Q6 Response: Existing boiler removal may require dismantling, destructive demolition, rigging and millwright work, the techniques, methods, and tools for which are considered contractors’ means and methods.

1. Will AC-1&2 fit down existing stair way? We were unable to measure existing conditions during the walkthrough.

Q7 Response: See construction drawings that show stairs to scale. Minimum width per Drawing MD-107 is 34”.

1. Amendment A00004, Question 13, asked, “Please provide WHESCO’s detailed scope of what it includes and doesn’t include.” The VA response was, “WHESCO’s sole source work is to provide boiler system controls required by plans and specifications, cabinet removal, transportation to their facility, complete interior gutting (demolition) and replacement with new including terminations and electronics testing, transportation back, installation contracts, programming, training, functional testing, and commissioning support. Ancillary site preparation work may be done by other trades (electrical, carpentry, and others) as required on plans and specifications.”

Q8 Response: MODIFY the VA’s response to replace the word, “installation” with “controls installation”.

1. Question 16 from Amendment A00004 said “M-603 ST-2 calls out to have a makeup water valve and meter set up from the RO system. Who provides the meter and control valve as there is no TC drawing representing ST-2?” The answer was, “WHESCO”, but we wonder if WHESCO knows these requirements, and does the GC still need to get their bid or would the VA contract directly with WHESCO?

Q9 Response: WHESCO knows these requirements and all WHESCO work shall be bid only through the GC, as there are no separate contracts for WHESCO.

1. Question 20 from Amendment A00004 said “M-502 detail 3 calls out a flow meters on 2 separate CPD lines, confirm who supplies these.” The answer was, “WHESCO”, but we wonder if WHESCO knows these requirements, and does the GC still need to get their bid or would the VA contract directly with WHESCO?

Q10 Response: WHESCO knows these requirements and all WHESCO work shall be bid only through the GC, as there are no separate contracts for WHESCO.

1. Question 21 from Amendment A00004 said “M-502 detail 3 shows a level transmitter, please confirm who supplies this.” The answer was, “WHESCO”, but we wonder if WHESCO knows these requirements, and does the GC still need to get their bid or would the VA contract directly with WHESCO?

Q11 Response: WHESCO knows these requirements and all WHESCO work shall be bid only through the GC, as there are no separate contracts for WHESCO.

1. Question 23 from Amendment A00004 said “Specification Section 23 21 11-page 28 paragraph C: Examination of welders – Will it be acceptable to submit welder continuity logs in lieu of qualifying welders in the presence of the COR?” The answer was “Bid to contract requirements.”, but we wonder what the contract requirements are.

Q12 Response: Specification Section 23 21 11-page 28 paragraph C states that requirements are to “Examine each welder at job site, in the presence of the COR, to determine the ability of the welder to meet the qualifications required.” No change to this requirement.

1. Phasing details located in the Scope of Work conflict with the contract completion date and phasing notes on Sheet G-004. What are the correct phasing dates?

12. Response: See Scope of Work Revisions and Drawing Revisions notes.

1. Sheet G-004 Note 10 states that contractor will defer the start of work one additional year if foreseeable delays are anticipated. What do you mean by “foreseeable delays”?

1. Specification Sections 23 52 33 and 23 50 11 do not look current in regard to the boiler manufacturers; are there any updates to these specifications?

14. Response: See Specification Revision notes.

3. BRAND NAME OR EQUAL REVISIONS:

4. SCOPE OF WORK – PHASING PLAN REVISION:

Phase 4: Construction Period: MODIFY to read “Construction is to begin no earlier than May 1st, 2019 and be completed no later than November 1st, 2019”

5. SPECIFICATIONS:

1. Specification Section 22 67 19.16 Reverse-Osmosis Water Equipment. ADD this specification section in response to Amendment A00004 Q5. ATTACHMENT.

2. DELETE specification excerpt 22 67 19.16 Paragraph 2.1 from Amendment A00004 Q47 Response.

3. DELETE specification 23 211 1 Paragraph 2.15.B RO piping systems Manual Valves section from Amendment A00004 Q27 Response.

4. Specification Section 23 50 11 Boiler Plant Mechanical Equipment: MODIFY 2.1.A to read, “Pressurized 2 to 5 psi unit designed to heat and deaerate boiler feedwater by direct contact with low pressure steam. Spray type deaerating section. Horizontal feedwater storage tank. Provide recycle spray water pumps on spray-type units if necessary to obtain required performance. Provide accessories including vacuum breaker, safety valve, water inlet and overflow controls and control valves, water level indicators and alarms and other devices as specified and shown.”

5. Specification Section 23 52 33 Water-Tube Boilers:

a) MODIFY 1.6.D.11 to read, “SPL emission guarantee of 85 dBA at 3 ft applies for each individual system component. SPL emission guaranteed is based on free field sound, hemispherical radiation at the stated distance and does not include combination of sound effect radiated from other sources.”

b) MODIFY 2.1.B to read, “Service: Designed to continuously receive feedwater at a minimum of 212 °F and generate steam at pressures and quantities shown.”

c) DELETE 2.1.F.1 “, II, VII, IX”

d) MODIFY 2.1.F.10.b to read, “Arrange convection tubes in alternate narrow and wide rows or in-line arrangement to permit tube removal without removing adjacent tubes. Align tubes to prevent impingement of soot blower steam jet directly on tube surface.”

e) MODIFY 2.1.F.12.d to read, “Provide three 1.5 inch (minimum) diameter observation ports in rear wall of furnace located to permit observation of each sidewall of furnace and full area of burner throat and bullring. Furnish each port with clear and tinted interchangeable glass; gas tight sliding metal closure between glass and furnace, forced air-cooling.”

f) MODIFY 2.4.C.4.a to read, “Minimum turndown 10/1 on main fuel system and 7/1 on firing #2 oil.”

6. DRAWINGS:

1. Drawing M-700 Note 1: MODIFY Boiler Feed Deaerator Schedule Note 1 and Boiler Surge Tank Schedule Note 1, to read “NOT USED”.

2. Drawing M-700: MODIFY Water Tube Steam Boiler Schedule, Relief Valve Settings (PSIG) for B-1, B-2, and B-3 from 1@160 to 1@130 psi, and 1@165 to 1@135 psi.

3. Drawing M-505: MODIFY boiler feed water piping to show as 3”

4. Drawing G-004 Note 10: MODIFY to read “IF THERE ARE DELAYS IN BOILER MANUFACTURING WHICH PREVENT THE CONTRACTOR FROM MEETING THE PHASING DEADLINES AS SHOWN, THE CONTRACTOR SHALL NOT COMMENCE DEMOLITION AND MUST DEFER THE START OF WORK ONE (1) ADDITIONAL YEAR TO THE FOLLOWING HEATING SEASON. MANUFACTURING DELAYS THAT ARE NOT BEYOND THE CONTROL OF THE CONTRACTOR WILL NOT BE COMPENSATED.”

5. Drawing G-004 Note 11: MODIFY to read “THE THREE (3) EXISTING 30,000 LBS/HR BOILERS TO BE REPLACED SHALL REMAIN IN OPERATION UNTIL THE SUMMER SEASON STARTING MAY 1ST. THE THREE (3) NEW REPLACEMENT BOILERS SHALL BE INSTALLED AND SHALL BE FULLY OPERATIONAL BY THE FOLLOWING HEATING SEASON PER SPECIFICATIONS SECTION 010000, PARAGRAPH 1.6.G.”
