Amendment A00002
1. A third and final pre-bid site walk-through is scheduled for Tuesday, March 6, 2018 at 1:00pm. Participants should meet at the Boiler House, Building 112. Steel Toe shoes and safety glasses are required. Please note that the Boiler Plant is considered a Homeland Security Restricted Secured area and therefore no photos or videos are permitted.
2. Pre-Bid Site Visit Sign-in Sheet from 02/27/2018 (Attachment).
3. Questions & Responses:
Q1. What is the reason for 5 years of experience for the manufactured metal casework installer?
Q1 Response: See revised Specifications section 12 31 00, paragraph 1.3.
Q2. The specifications table of contents (000110) lists sections 08 11 13 and 08 33 00, but they are missing from the spec book. Was it intended these be included?
Q2 Response: Yes, but they were inadvertently omitted from the specification set. See specifications sections 08 11 13 and 08 33 00, now amended to the specifications set.
Q3. What are the VA Approved Equal manufactures for the equipment scheduled on drawing M-700?
Q3 Response: There is no list of VA-approved equal manufacturers. The phrase, “VA-approved equal” means the burden to prove equality is upon the awardee, and subject to VA approval. There is no requirement to submit “VA-approved equal” information before award. However, the government is not obligated to accept other than design basis manufacturer’s products unless government agrees salient features of products are met. See the specifications for salient characteristics of the equipment and materials.
Q4: I see that in Amendment No. 1 a 2nd site walk-through has been scheduled for Tuesday (2/27) @ 1 PM. Will this site walk-through be organized in the same format as the original where contractors are guided through the boiler plant? Given the size of the group(s) and security requirements, it’s understandable the need for structure and keeping the walk-through moving. Unfortunately, with this format, we were not able to spend the time required exploring the existing conditions. As you know, there is a significant amount of work involved with this project. We’d like to be allowed more time to review the project conditions so we can put together an accurate estimate.
Q4 Response: The format for walk-through remains same. It is not the intent to allow contractors to explore existing conditions during the walk-through. Bid to contract documents. Note: a third and final walk-through is scheduled for Tuesday, March 6, 2018 at 1:00pm.
Q5: Specification Section 23 21 11 (Paragraph 3.2 H. - Non-Destructive Examination of Piping Welds) indicates the COR may require up to ten percent of the welded piping joints to be examined using radiographic testing. Please confirm that the firm performing the radiographic testing will be contracted and payed for by the owner (VA).
Q5 Response: The question regarding Specification Section 23 21 11 (Paragraph 3.2 H) is answered in the same section, 3.2 Welding, A. No, VA will not procure testing services, as that is the responsibility of the contractor as indicated. Please refer to attached excerpts.
Q6: Drawing M-700 (Mechanical Equipment Schedules) indicates specific Manufacturers for equipment. The notes section for each piece of equipment indicate “Other Acceptable Manufacturers: VA Approved Equal”. Please confirm that any “VA Approved Equal” manufacturers will be issued via Amendment prior to the March 14, 2018 bid date.
Q6 Response: No. See response to Q3.
Q7: Division 2 Specification Sections 02 82 11, 02 82 13.13, and 02 82 13.21 are all listed on the Section 00 01 10 (Table of Contents) but not included in the bid documents. Please issue these specification sections via amendment.

Q8: Division 23 Specification Section 23 05 12 is listed on the Section 00 01 10 (Table of Contents) but not included in the bid documents. Please issue this specification section via amendment.

Q9: Are there any areas which have been designated for contractor staging of office trailers, storage trailers, construction materials, etc. during construction?
Q9 Response: See revised drawing G-004 indicating contractor staging area.
Q10: Specification Section 01 00 00 (Paragraph 1.6 I. – Construction Fence) indicates the Contractor shall provide a chain link construction fence around the construction area as indicated on the drawings. The drawings do not indicate any construction fence. Please clarify if a fence will be required. If so, please provide a drawing indicating the area(s) to be fenced in.
Q10 Response: Yes, a fence is required. See revised drawing G-004. The contractor shall fence all active laydown area.
Q11: Please confirm that while the three (3) boilers are being replaced in the West Boiler Room, the two (2) boilers in the East Boiler Room will be able to handle any VA needs/requirements and that the contractor is not responsible for providing temporary boiler(s) during the Phase 4: Construction Period indicated on Page 4 of the Bid Solicitation.
Q11 Response: Specifications section 010000, paragraph 1.6.K outlines the requirements for existing and temporary utilities. The contractor must adhere to the project phasing requirements to ensure VA capacity requirements are met.
Q12: What is the approval process for boilers other than Cleaver-Brooks? Do I need to request prior approval from the engineers or just ask in the general question format for approval. I could not find a clear description for VA approved products in the spec anywhere.
Q12 Response: Specifications and drawings include salient features of boilers, including components, subsystems, type, grade, materials, arrangement, functional features, and implied fabrication times. The burden to prove equality is upon the awardee, and subject to VA approval. There is no requirement to submit “VA-approved equal” information before award. However, the government is not obligated to accept other than design basis manufacturer’s products unless government agrees salient features of products are met. See also notes on Drawing M-001 highlighting requirement to prove equipment other than design basis meets all requirements.
Q13: Addendum 1 eliminated the reverse osmosis system; however, on M-104 keynotes 10 & 12 are still shown along with 3” RO piping on the drawing. Is this piping still in the scope of work? Also keynote 9 has a shutoff valve being cut into the existing RO water piping, is this still in the scope of work as well?
Q13 a Response: See revised Drawing M-104, attached. The 3” piping is not in the scope of work.
Q13b Response: See revised Drawing M-104, attached. Keynote 9 is deleted.
Q14: We are requesting specific approval of Simoneau Boilers.
Q14 Response: refer to response to Q14 (above).
