Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)
Acquisition Plan Action ID: VA69D-17-AP-8867 Replace Three Boilers, Building 112 Project #695-15-116
1. Contracting Activity: Great Lakes Acquisition Center, Network Contracting Office 12 and Clement
J. Zablocki VA Medical Center, Milwaukee, WI. PR # 695-18-2-6920-0001.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
HILTI Firestop Systems, is an integration of materials, assemblies and components to provide firestopping to prevent fire from spreading through penetrations in walls, ceiling and floors throughout the Medical Center campus. The estimated value of the firestopping need for this project is $2,450.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Firestopping is achieved through assemblies, not just materials, and it is imperative that approved assemblies are used and that the assemblies are equivalent throughout the hospital. A single system allows for efficient inspections and ensures Joint Commission compliance, meets accreditation requirements, and provides for the safety of patients, visitors and staff. It is necessary to match existing systems to ensure there are no interface problems and that all systems are UL approved.
4. Description of market research conducted and results or statement why it was not conducted:
The Milwaukee VAMC has established HILTI as the Medical Center’s standard. Other firestop systems currently available on the market are not compatible with HILTI. The products cannot be mixed together in a penetration because this voids the UL rating required. If the Medical Center switched systems, we would not be able to maintain the existing firestopping in the hospital and would be forced to remove and replace entire assemblies/systems.
