Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($150K)
Acquisition Plan Action ID: VA69D‐17‐AP‐8867 Replace Three Boilers, Building 112, Proj #695‐15‐116
1. Contracting Activity: Great Lakes Acquisition Center, Network Contracting Office 12 and Clement J.
Zablocki VA Medical Center, Milwaukee, WI. PR # 695‐18‐2‐6920‐0001.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Johnson Controls Metasys Building Automation and HVAC Control System is the only product that allows for a single HVAC control system for the Milwaukee facility. This campus‐wide system will be modified in building 111 for the Boiler Plant with the signal returning to the monitoring “front‐end” equipment in building 113. Estimated sole‐source cost of $114,554.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Use of the Johnson Controls Metasys Building Automation and HVAC Control System that is already in use campus wide ensures full interface control interoperability for HVAC and other critical systems throughout the medical center. Introducing another system would result in increased operational costs, automation cross‐communication errors, and potential system failures.
4. Description of market research conducted and results or statement why it was not conducted:
Other equipment manufacturers or sources not researched as this request is for sole source equipment that has full interface and compatibility with existing campus‐wide HVAC Control System.
The VA needs to be able to do the following: full interface and compatibility with the existing campus‐wide HVAC control system in Building 112. The only reasonable and practicable way that the VA can accomplish the things identified is by using a product that has the features or capabilities identified in Item #4 above.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
