2. The following Provisions and Clauses are hereby incorporated into the solicitation:
FAR 52.211-6 Brand Name or Equal (AUG 1999)
(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.
(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by—
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.
(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.
VAAR 852.211-73 Brand Name or Equal (JAN 2008)
(Note: as used in this clause, the term "brand name" includes identification of products by make and model.)
(a) If items called for by this invitation for bids have been identified in the schedule by a "brand name or equal" description, such identification is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. Bids offering "equal" products (including products of the brand name manufacturer other than the one described by brand name) will be considered for award if such products are clearly identified in the bids and are determined by the Government to meet fully the salient characteristics requirements listed in the invitation.
(b) Unless the bidder clearly indicates in the bid that the bidder is offering an "equal" product, the bid shall be considered as offering a brand name product referenced in the invitation for bids.
(c)(1) If the bidder proposes to furnish an "equal" product, the brand name, if any, of the product to be furnished shall be inserted in the space provided in the invitation for bids, or such product shall be otherwise clearly identified in the bid. The evaluation of bids and the determination as to equality of the product offered shall be the responsibility of the Government and will be based on information furnished by the bidder or identified in his/her bid as well as other information reasonably available to the purchasing activity. CAUTION TO BIDDERS. The purchasing activity is not responsible for locating or securing any information that is not identified in the bid and reasonably available to the purchasing activity. Accordingly, to insure that sufficient information is available, the bidder must furnish as a part of his/her bid all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to:
(i) Determine whether the product offered meets the salient characteristics requirement of the Invitation for Bids, and
(ii) Establish exactly what the bidder proposes to furnish and what the Government would be binding itself to purchase by making an award. The information furnished may include specific references to information previously furnished or to information otherwise available to the purchasing activity.
(2) If the bidder proposes to modify a product so as to make it conform to the requirements of the Invitation for Bids, he/she shall:
(i) Include in his/her bid a clear description of such proposed modifications, and
(ii) Clearly mark any descriptive material to show the proposed modifications.
(3) Modifications proposed after bid opening to make a product conform to a brand name product referenced in the Invitation for Bids will not be considered.

1. Can there be an exception to use studding nozzle for steam drum connections in order to decrease shipping weight of the boilers. See page 12, paragraph 8.b. in spec section 23 52 33?
Q1 Response: No exceptions are allowed.
1. MD-101 note 1: Will the existing B1, B2, B3 fit from their present location to existing overhead door and through overhead door without dismantling the boilers? If they do not fit, we would assume that it is the VA’s financial responsibility to reimburse contractor for extra labor and materials to demo boilers to a point which would allow them to fit through said area and openings.
Q2 Response: Boilers in the basis of design will fit as specified on drawings.
1. Amendment 1 on MD 102 key note 12 would indicate that the RO is to remain while this pipe is not X’d out in the plan view. Will the boilers fit under this pipe? We would assume that the VA has assumed responsibility that the boilers will fit under this pipe without removal.

1. After addendum 1 and 2 there is no indication of RO pipe/valve spec anywhere in the documents. If the RO is to be SCH 80 PVC how will we handle the tie ins to ST-2, DA-2, and the cross connect to the CTPS and PCR systems as these systems will be extremely hot? Most SCH 80 PVC valves etc. have a 140-degree service temperature and we would assume that the RO piping needs to be stainless steel at some point. Because of the speedy walkthrough we were not able to confirm the existing conditions material type for the RO system. Please provide RO pipe and valve specifications for this work.
Q4 Response: RO pipe and valve specifications are attached. How to handle the tie- ins to ST-2, DA-2 etc. are means and methods.
1. Please indicate RO tie point for the RO system now that the tie point and valving has been removed in Amendment 1 and 2 on M-104 and that we are told this piping on M-104 is existing.

1. Is PCV 700 from TC-103 the scheduled out PRV from M-700?
Q6 Response: Yes.
1. On M-700 PRV 102 is called out as a 2-stage steam pressure regulator while on M-603 the schematic is drawn out as a single stage PRV. A note on M-107 calls out detail 7 on M-504 which is a single stage PRV. Please confirm if PRV is single stage or dual stage.

1. M-603 calls out a 1 ½” LPS steam line from PRV 102 to DA-2, while M-107 and M-108 call out a 3" LPS line to DA -2. What is the line size to DA-2?

1. M-601 and M-603 call out a 4" HPS tie point and piping to PRV 102 while M-501 Photo 10 tie point is obviously a 2" or smaller tap. What is the tie point location and size for PRV 102?

1. M-603 and M-602 both call out ¾" CF piping while on M-103 notes 2 & 3 call out to install ½" PEX to match existing, and on M-502 1" CFP is indicated on detail #4. While in the spec under Chemical feed its called out to run everything in SS welded tubing. What is the pipe size, material spec, and valve spec?

1. On M-603 ST-2 has the gage glass and high/low level alarm blow down piping running into the drain on the 1st floor, while ST-2 has the valves capped with hose connection, should these be piped the same?
Q11 Response: The systems should be installed as shown on the drawings.
1. Who does instrument air for pneumatic air valves and tie point locations, mechanical or control contractor?
Q12 Response: It is up to the prime contractor’s discretion if they want to sub this out to the control contractor.
1. Please provide WHESCO’s detailed scope of what it includes and doesn’t include.
Q13 Response: WHESCO’s sole source work is to provide boiler system controls required by plans and specifications, cabinet removal, transportation to their facility, complete interior gutting (demolition) and replacement with new including terminations and electronics testing, transportation back, installation, programming, training, functional testing, and commissioning support. Ancillary site preparation work may be done by other trades (electrical, carpentry, and others) as required on plans and specifications.
1. M-105 note 8 calls to replace the existing boiler sampling station, while on M-102 note 3 also calls to replace the existing boiler sampling station, while on M-504 detail 10 calls for both the BWS from the boilers and the FWS from the deaerator to be piped to the sample cooler. Does DA-2 go from M-105 sample cooler or to M-102 sample cooler?

1. Will AC-1&2 fit down existing stair way? We were unable to measure existing conditions during the walkthrough.

1. M-603 ST-2 calls out to have a makeup water valve and meter set up from the RO system. Who provides the meter and control valve as there is no TC drawing representing ST-2?

1. M-603 calls out to have one makeup water valve and meter set up from the RO system, while on M-502 Detail ST-2 calls out to have two makeup water valves and two meters. One set fed from the City water supply and one set from the soft water supply, what are we to follow?

1. Drawing M-102 issued in Amendment 1. Note 13 has been revised to demo and then provide new piping for the 6” Sterilization HPS Main. Will the 6” line that connects to the 8” line shown on M-104 and then ties into the 6” Sterilization HPS Main still be needed or are we just re-locating the 6” line that comes off the 10” header and then connect to the existing 6” Sterilization HPS piping that drops thru the floor to the tunnel as shown on drawing M-102?

1. Will the main level floor be able to support the weight of moving the old and new boilers in and out of the facility or will shoring be required?

1. Specification Section 23 21 11 is missing Ball Valves in paragraph 2.15. What are the Valve Type Designations?

1. Specification Section 23 21 11 does not address valve requirements for Chemical Feed, Compressed Air, or Reverse Osmosis piping systems. What are valve requirements for these systems and add to the specification?

1. Specification Section 230911-19 2.2 Burner Management System (BMS) states “Boiler manufacturer to provide replacement of existing flame safeguard.” Drawing TC-101 states the BMS is existing. Are the existing BMS components to be replaced to match existing burners to remain and provided by the burner manufacturer? The new BMS components will be located in the combustion control panel.
Q28 Response: New flame safeguard Chassis must be furnished to match existing boilers 4 and 5.
1. Will flue gas recirculation be included on the design boilers? There are many locations in the specification where it is mentioned flue gas recirculation, if required, but “if required” is not mentioned in some sections where flue gas recirculation is discussed.
Q29 Response: Low NOx emissions (30 ppm NOx) at annual boiler tuning may be achieved by recirculation systems, steam atomization, or other system provided by contractor, with certification submitted that emissions requirements can be met. No change to specifications.
1. The design for the new deaerator and condensate tanks show they each come with a pump skid with two control panels, drawing M-506. The new Remote Balance of Plant control panel includes the transmitters for the new deaerator and new condensate tank; deaerator steam pressure, deaerator feedwater pressure, deaerator steam flow with v-cone element, deaerator level, condensate tank level, deaerator temperature and condensate tank temperature to match the existing transmitters and will have the inputs and outputs relative to controlling the deaerator and condensate tanks. Are the design control panels for each the deaerator and condensate tank going to include the VFD controls for the pumps, any other control?
Q30 Response: Control contractor to provide VFD and Logic for DA and Condensate Transfer station in remote panel.
1. Will the new air compressors will be tied into the Balance of Plant controls for monitoring purposes?
Q31 Response: Include point to monitor status of compressors.
1. Are the three VFDs for the deaerator pumps all located in one control panel with one disconnect? If one of the VFDs or pumps needs servicing all pumps will be down, then are all three VFDs for the condensate tank pumps all located in one control panel with one disconnect?
Q32 Response: As per bid documents E-101 dated 10/13/2015 there are three (3) disconnects shown for deaerator pumps (one for each pump) and there are three (3) disconnects shown for condensate tank pumps (one for each pump).
1. Prior to the specification being posted, we were asked to remove any portions of our proposal that could be done by another subcontractor. We then removed the electrical and mechanical install from our cost. The price included on the Sole Sourced page does not include the electrical or mechanical install. However, in the section 01 00 00-4 1.2 J 1. states “The boiler control system and new wiring shall be provided by WHESCO…”. We can provide the electrical install price in addition to the cost estimate mentioned in the Sole Source Justification and Approval document.
Q33 Response: See Specification Revisions note number 2. New wiring is still required per contract, just not sole sourced through WHESCO.
1. Can the control panels to be reused be brought back to WHESCO’s shop for modification?
Q34 Response: The cabinets may be re-used. Internal components, displays, are all required to be new.
1. For payment of stored onsite materials in accordance with VAAR 852.236-83(d), can clarification be provided on what percentage of stored materials will be paid for? What documentation, if any, not listed in VAAR 852.236-83(d) will be required for payment of offsite stored materials, such as the boilers?
Q35 Response: The contracting officer will consider up to 80% of material cost for equipment procured by the contractor. Refer to specifications section 010000, paragraph 1.6.D.
1. Spec Section 01 35 26, 1.7, A calls for the prime contractor to designate a minimum of one SSHO at the project site. Spec Section 01 35 26, 1.7, D requires The SSHO or an equally-qualified Designated Representative/alternate will maintain a presence on the site during construction operations in accordance with FAR Clause 52.236-6. Far clause 52.236-6 specifically talks about superintendence by the contract. Spec Section 01 35 26, 1.7, C states that the SSHO has to be a separate qualified individual from the prime contractors superintendent with duties only as the SSHO. Is the spec requiring a superintendent and a separate qualified individual as the SSHO to be onsite at all times that work is being performed?
Q36 Response: Both requirements apply. Follow the specification and the FAR clause.
1. How much detail is expected to be included in the 3D modeling of boilers units?
Q37 Response: See Specifications Revisions on 010000 Paragraph 1.7.
1. First sentence of section 1.7: ‘External survey - furnished a report’….is an external survey required or is this more of a visual inspection/walk-around with COR?
Q38 Response: Exterior survey is also to be scanned and modeled, as indicated.
1. Section 1.7 (A.) v.: why Revit 2015 model?
Q39 Response: Revit 2015 or more current versions are allowed.
1. Are the extents of the scan Gridlines A thru E & 1 thru 4.2?
Q40 Response: No. The specification section 010000, paragraph 1.7.A states the limits are within 100 feet of buildings exterior.
1. Specification Section 23 21 11 paragraph 2.12 indicates Chemical Feed piping is to be stainless steel tubing with welded fittings. Is this correct, because I believe the existing Chemical Feed piping at the boilers is all carbon steel with threaded fittings?
Q41 Response: Follow the specifications.
1. The furnace heat release was stated to not exceed 50,000 BTU/hr_ft3 in the spec. However, on the separate boiler schedule, M-700, the furnace volume is listed as 818 ft3. Based on 818 ft3 furnace volume, the heat release will exceed 50,000 BTU/hr_ft3 unless we accommodate a larger furnace to meet the max heat release of 50,000 BTU/hr_ft3.
Q42 Response: The Furnace Volume requirement on the schedules should take precedence.
1. Could you please confirm which requirement take precedence, the heat release or furnace volume requirement?
Q43 Response: The Furnace Volume requirement on the schedules should take precedence.
Q43. Economizer design. Could you please confirm whether the economizer has to be designed with Flue gas by-pass diverter as stated? According to our past experience with VA project, we can also by-pass the economizer on feedwater line instead of the flue gas line for the same purpose with less space and complexity. Will this approach be acceptable?
Q44 Response: No exception from requirements. Follow plans and specifications.
Q44. Will Simoneau boilers with Preferred burners be allowed for this project?
Q45 Response: See Brand Name or Equal Provision and Clauses included in this amendment.
Q45. What is the approval process for boilers other than Cleaver-brooks. Do I need to request prior approval from the engineers or just ask in the general question format for approval?

Q46. What is the specification for the Reverse Osmosis (RO) piping?
Q47 Response: See Specification Revisions.
Q47. Amendment #1 removed Plan Note #2 on Drawing M-104, but did not remove several other Plan Notes associated with that RO line. The piping schematic (Drawing M-602) was also revised to show this line as “existing”. This 3” RO line continues onto additional drawings, which do not indicate it as existing. To what extent (if any) of this RO line is existing?
Q48 Response: The 3” RO line is existing wherever shown on drawings, and to be relocated upward to accommodate removal and replacement of boilers and equipment.
Q48. Amendment #1 removed Plan Note #12 on Drawing MD-102, but did not remove Plan Note #1 on Drawing M-102. Will this section of RO piping need to be removed and/or replaced?
Q49 Response: See Drawing Revisions.
Q49. What is the correct construction completion date for this project? The Bid Solicitation indicates October 15, 2019. The General Requirements indicate the final (3rd) boiler fully operational by November 1, 2019. Drawing G-004 indicates October 1, 2019.
Q50 Response: Construction completion date is 630 days from notice to proceed. These other dates in the question are not same as construction completion date. Drawing G-004 date is incorrect. Bid Solicitation date is incorrect. Dates given in specifications section 010000, paragraph 1.6.G, pertaining to completion of boiler on-line (not same as contract completion date) are correct.
Q50. Amendment 2 eliminated all notes related to the RO piping on Drawing M-104. The Piping Schematic (M-602) was revised in Amendment 1 to indicate this line is existing. RO water is still required to the new Deaerator/Feed Water Tank as well as the new Surge Tank. The drawings do not indicate where the new tie-in location will be for new RO piping to the new Deaerator/Feed Water and Surge Tanks. Where is this tie-in location?

Q51. Vol 1 specs: Why are the DIV 02 demolition specifications provided with contract documents but is not listed in the specification table of contents?
Q52 Response: Bidder is incorrect. Full specifications are in the solicitation.
Q52. Vol 1 DIV 07: TABLE OF CONTENTS - SECTION 00 01 10 has DIVISION 07 - THERMAL AND MOISTURE PROTECTION, SECTIONS(S) 07 22 00 - Roof and Deck Insulation & 07 92 00 - Joint Sealants shown to be included in the Volume 1 Specifications TOC. Where are the missing sections?
Q53 Response: See Specification Revisions. Drawing A-601 detail 3 and 4, sealant system between hollow metal door frame and masonry wall will be one-component, elastomeric polyurethane sealant. Color as selected by VA.

Note 3 on E-103 discusses lightning protection components. Please clarify the extent of the required work; are we replacing the entire system?
Q56 Response: This information is not on drawing AD-104. The existing lightning protection system components on E-103 are shown half tone and the new lightning protection system components are shown heavy line weight.
Q56. AD-201: Various places in the drawings discuss having protection for the east entranceways due to the masonry demolition and egress to material onsite. Does the VA require temporary tunnels extending out for both the main entrance (double door) as well as the generator room (single door)? We also view the AMD 02 G-004 drawing for laydown and site utilization. Will the VA require the contractor to place waste management dumpsters in either staging area 1 or staging area 2, or is this plan flexible due to the SOW of the east wall?
Q57a. Response: Restricted access and tunnels are required. Means and methods are up to the contractor.
Q57b. Response: Dumpster location may be coordinated to be near/adjacent tunnels.
Q57. AD-201/A-501: Can you provide the lintel detail or schedule per note 1?

Are we blasting the structural steel and scraping the entire horizontal ceiling surface?
Q61a. Response: Contractor to refer to Specification Section 09 91 00 PAINTING for a full description regarding Surface Preparation, 09 91 00, 3.4. Detail 1 on drawing A-301 further specifies extent of painting work.

Q61. Sheet A-104 Note 18, provide roof flashing, only points to three locations; however there are several more penetration locations. Is the VA purposely calling attention to just these locations?

Q66. We have communications drawings TD-101, T-101 but no specifications other than common results. Please advise.
Q67 Response: The drawings are stand-alone, and the specifications define the remaining requirements.
Q67. Can you provide 01 01 10 IC if possible? There are notes about temporary barriers and level of infection control in drawings.
Q68 Response: The specifications section 01 01 10 IC is not included in this contract. It has been superseded by section 01 35 26 Safety Requirements.
Q68. Under general phasing notes, #11, shall remain operational until 5-1-2019. This leaves 5 months to complete the boiler aspect of work and shall be fully operational 10-1-2019. AMD 02, 01 00 00 - 12 Shows boilers fully operational and commissioning complete OCT 1, OCT 15, NOV 1. Please advise if the VA is stating that only commissioning can occur in the month of OCT 2019, but completed construction must occur by 10-1-2019. Are there are any other constraints on the project for other scopes of work such as ACM and demolition?
Q69 Response: The timeline in specifications section 010000, paragraph 1.6.G is correct.
Q69. Industrial cleaning of this facility can be a large aspect of the scope of work, especially with the scraping of deck illustrated in the drawings. Can you provide a statement of SOW responsibilities of the Prime; between construction clean and terminal clean and who provides Contractor vs. VA?
Q70 Response: Contractor’s questions does not cite a drawing or specification where the requirements are found. Contractors are responsible for cleaning as defined by contract requirements. Terminal cleaning requirements are not applicable to the boiler plant. Other requirements for abrasive, scraping, sanding, and other surface preparatory requirements in the contract documents apply.
Q70. Sheet MD101 Note 5 says demo and cap at main for B.O. pipe – does this require a shutdown since we are removing the isolation valve to the main line at this time?
Q71 Response: No, because the boiler oil supply is valved at each boiler location. No change to Drawings.
Q71. Sheet MD105 Note 6, Will there need to be a temporary cap in the ductwork until the new ductwork is installed per sheet M-107?
Q72 Response: No, just install the supply grille called out in note 22 on Sheet M-107. No change to Drawings.

Contractors are responsible for cleaning as defined by contract requirements. Terminal cleaning requirements are not applicable to the boiler plant. Other than cleaning, any abrasive, scraping, sanding, and other surface preparatory requirements in the contract documents apply.

Specification Sections 23 09 23 (Direct-Digital Control System for HVAC) and 23 09 11 (Instrumentation and Control for Boiler Plant) are both considered “Single (Sole) Sourced Items” in the bid documents. Is the bidding contractor expected to include the cost associated with both specification sections and that these scopes are not being subcontracted directly through the owner?
Q76 Response: Sole source requirements are still contractor requirements. VA will not separately contract for sole sourced work. No change to specifications.
Q76. Is this contractor still responsible to run the 6” HPS line shown from the existing 6” SPS main (column B/4) on Drawing M-102 over to Drawing M-104 (column F/2)?
Q77 Response: No. That work is now existing. See Drawing revision note that Keyed Notes 1 and 14 are deleted.

Q79. Detail 2 on M-503 shows a steam feed to the Condensate Surge Tank. Please confirm what this is for.
Q80 Response: There is no steam feeding the condensate storage tank. It is all condensate.
Q80. Detail 2 on M-503 is not consistent with Detail 4 on M-502. M-502 shows a make-up control valve and an emergency make-up valve on the DA, but Detail 2 on M-503 only shows the emergency make-up control valve.
Q81 Response: Both of these details are standard details from the VA that came directly from the VA website. The purpose of detail 2 on sheet M-503 must to illustrate a flow diagram between the condensate and boiler feedwater, whereas the other is a piping detail on the storage tank. Design to most conservative or most stringent, Detail 4 on M-502.
Q81. 23 50 11-9, 2.1.D.6 says to provide access platforms to the manways as required. Please let us know whether or not they are required. They are not shown on the plans.
Q82 Response: The specification requirement is to ensure that platforms allow access to manways. Platform (catwalk) design, locations, and layout are in the plans, but manways for new equipment might not align. If they do not, the specification requires either contractor to provide manway modification or platform modification. The “as required” element would not be triggered if contractor’s furnished equipment manways align properly with designed platforms. No change to specifications.
Q82. 23 51 00-5 and 6, 2.1 describes both factory built pre-fabricated stacks and field fabricated stacks. Which applies?
Q83 Response: Both requirements apply, depending on whether the contractor furnishes pre-fabricated or field-fabricated stacks. Contract allows contractor discretion.
Q83. 23 52 33-23, 2.4.D.3 – states that 30 ppm NOx is required when firing natural gas and low nitrogen fuel oil. 30 ppm is not achievable firing oil with a fuel bound nitrogen content of greater than 0.1% by weight.
Q84 Response: Annual boiler tuning has met requirements with current fuel for years. VA expects no issues with new boilers. No changes to specifications.
Q84. Please confirm if air compressors for air atomization should be included in our scope of supply. In one part of the specification it would indicate that compressors should be dedicated to the burner supplier while in other parts of the specs it indicates a cold plant air system is existing.
Q85 Response: Air compressors for air atomization are required for the new boilers. No change to specifications.
Q85. In Section 23 52 33, Item 1.4.A states the burner shall be refractory free while 2.1.F.11 refers to refractory front and rear walls. We have assumed Item 1.4.A governs and have included our standard design which does NOT include refractory walls. All walls are 100% water-cooled membrane walls to drastically reduce the required amount of refractory thus reducing maintenance costs and downtime.

Q87 Response: There are no tax exemptions.
4. SPECIFICATIONS:
1. Specification Section 010000 General Requirements: DELETE requirement that WHESCO provide new wiring, in paragraph 1.2.J.1.
