The purpose of Amendment 00004 to solicitation 36C25218B0014 is as follows:

1. Remove and replace current drawings with attached revised 550-16-102 Construction Drawings V4 Full Size:

Drawings ES-101, ES-102, E401, E-401, and PS-101 have been revised to correct the scales.

Project Number: 550-16-102 Solicitation Number: 36C25218B0014 Description: Replace Medium Voltage Circuits 2,3,5

The following RFI questions have been submitted regarding this solicitation, representing all questions submitted to the Contracting Officer prior to the deadline established in Solicitation No 36C25218B0014. Bidders are instructed to submit their bids in response to the solicitation “as-is”, taking into consideration all Amendments issued to date. Any remaining issues will be addressed with the successful bidder. Questions and responses are provided for bidder’s information and use.

RFI QUESTIONS/ANSWERS:

1. You can use either XLP or EPR cable. XLP is cheaper but harder to work with. The EPR cable is a stock item an easy to get but the XLP cable is a make only cable. Which do you prefer?

RESPONSE: The Government prefers 15kV (MV-105, 1/C, 133% Rated EPR Insulation, PVC Jacket, Semi-Conducting Insulation, Copper Tape Shield.)

2. The drawings ask for the new air switches to be the 4 compartment style and for them to be the same as the existing switches. Some of the existing switches are shown as S&C PMH switches which are live front switches. The specs ask for dead front switches. Also the single line shows that each switch has 2 ways with switches and the other 2 ways are not shown as switched ways or fused ways except for one switch that shows one way having 200E fuses. There is a huge price difference in the different styles. The most common switch is the style PME-9 Switch which has 2 -600Amp switch ways and 2-200Amp fused ways. Which option would you prefer?

RESPONSE: The Government prefers PME-9 Switch which has 2 -600Amp switch ways and 2-200Amp fused ways is preferred.

3. On sheet E-601 Deductive Bid Alternate #2 & #3 are labeled Not in Contract. Does this mean the work is still to be included in the Base Bid or is the work not in the contract?

RESPONSE: This work is not in the contract and is not to be included in the base bid.

4. The specs call for a SSHO and QC. Can the Superintendent preform these duties?

RESPONSE: Yes, the Superintendent can perform SSHO and QC duties if they are qualified.

5. Does the VA have a preference on the type of insulation for the cable? EPR or XLP the specs call for either.

RESPONSE: Same as RFI Question 1. The Government prefers 15kV (MV-105, 1/C, 133% Rated EPR Insulation, PVC Jacket, Semi-Conducting Insulation, Copper Tape Shield.)

6. The specs call for dead front switches, the prints call for the same as the existing switches. The existing are S&C PMS live front switches. Which switches are required?

RESPONSE: Switches required shall be like PME-9 Switch which has 2 -600Amp switch ways and 2-200Amp fused ways.

7. Fault indicators are called for in the Transformers in the specs. Switches are to have provisions for vault indicators. Are we to provide Fault Indicators in the switches also?

RESPONSE: No, fault indicators are not required for the switches.

8. I have been reviewing ADD#2 full size drawings & they seem to be off in scale.

In Particular the length of run from MH27A & MH27B comes up about 60' on drawings ES-102 & E401 when using the scale as shown. By using the chart for existing runs it appears the length of run would be approx 320' by comparison. Please review & advise if this needs to be forwarded for another addendum RFI?

RESPONSE: Drawings ES-101, ES-102, E401, E-401, and PS-101 have been revised to correct the scales. See revised full sized drawings uploaded with Amendment 00004 on 01/16/2018. The corrected sheets have been dated 1-10-2018.

9. In Spec Section 26 05 11 – 10 1.14 States there will be PCB Equipment to be removed. On Sheet ES-102 General Note “F” states Contractor to dispose of Equipment Identified as PCB Contaminated. I cannot locate any equipment on the prints identifying them as PCB Contaminated. What Equipment is PCB Contaminated?

RESPONSE: None of the equipment on the drawings contain PCBs nor is PCB contaminated.
