About this file
This is a Sources Sought Notice issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10. The notice solicits market research information regarding the procurement of one digital non-mydriatic fundus camera system with retinal image-capture software and vendor installation for the new East Indianapolis VA Clinic Tele-Eye Screening room, located at 9402 East 21st Street, Indianapolis, IN 46229. The solicitation number is 36C25027Q0097, with a response deadline of November 13, 2026, at 9:00 AM Eastern Time. The Product Service Code is 6515, and the NAICS Code is 339112. This is not a formal solicitation, and no contract will be awarded from this notice; responses are intended for preliminary acquisition planning and market research purposes only.
The required digital non-mydriatic retinal camera system must be a compact imaging system capable of acquiring high-resolution color and fundus autofluorescence images with a minimum resolution of 32 megapixels, utilizing infrared light for patient alignment and focusing. Key requirements include the ability to acquire images through pupils of approximately 3.3 mm or smaller without routine dilation, automated alignment and focusing with manual override capability, digital image-processing modes for emphasizing retinal features, adjustable image-sensitivity settings (ISO 200–6400), integrated display for image preview and verification, and complete image-capture and management software supporting DICOM and standard image formats with electronic medical record integration capability. The system must include a minimum one-year manufacturer warranty. Of particular interest are products manufactured in America that meet the domestic end-product test under FAR 25.101. Interested parties must submit product information, company details, SAM Unique Entity Identifier, place of manufacture, socio-economic status, and relevant documentation to Brian.Rosciszewski@VA.gov by the response date. All respondents must be registered in SAM to be eligible for future contract awards, and the government will not reimburse response costs.

DESCRIPTION
Digital Non-Mydriatic Fundus Camera System This announcement requests information from industry to support market research and preliminary acquisition planning for the procurement of (1) one digital non-mydriatic fundus camera system with retinal image-capture software and vendor installation for the new East Indianapolis VA Clinic Tele-Eye Screening room.
Of particular interest is identifying products that are made in America and meet the domestic end-product test of FAR 25.101.
This is not a solicitation for proposals. No contract will be awarded from this notice.
REQUIREMENT
The agency is seeking information on sources of supply for one digital non-mydriatic fundus camera system with retinal image-capture software.
Description: Compact, non-mydriatic digital retinal imaging system designed to acquire high-resolution color and fundus autofluorescence images of the human retina. The system shall support screening, documentation, and monitoring of ocular conditions without routinely requiring pharmacological pupil dilation.
Salient Characteristics:
· Shall provide color retinal photography and fundus autofluorescence imaging.
· Shall produce retinal images with a resolution of at least 32 megapixels.
· Shall use infrared light for patient alignment and focusing before image capture.
· Shall acquire images through pupils approximately 3.3 mm in diameter or smaller without routinely requiring dilation.
· Shall provide automated alignment, focusing, exposure adjustment, image capture, and switching between anterior-eye and retinal observation.
· Shall permit the operator to override automatic focusing and manually adjust focus when necessary.
· Shall automatically evaluate image focus and eye alignment and alert the operator when image quality is insufficient.
· Shall provide digital image-processing modes capable of emphasizing retinal vascular and structural features, including red-free and blue-spectrum viewing modes.
· Shall include contrast-enhancement processing to improve differentiation between retinal blood vessels and surrounding tissue.
· Shall use low-intensity flash illumination to minimize pupil constriction and support sequential image acquisition.
· Shall provide adjustable image-sensitivity settings covering a range equivalent to ISO 200 through ISO 6400.
· Shall include an integrated display that allows the operator to preview and verify captured images at the imaging device.
· Shall include a complete retinal image-capture and management software package supporting image acquisition, patient-data entry or import, image review, processing, storage, and export of retinal images and associated patient information in DICOM and commonly used image formats. The software shall support DICOM worklist and electronic medical record integration when properly configured.
· Minimum of one-year manufacturer warranty coverage.
Interested parties who can provide a product that meets the description above are requested to submit the following information:
(1) Product information documenting salient characteristics,
(2) Company name, address and point of contact with phone number,
(3) SAM Unique Entity Identifier (UEI),
(4) Place of manufacture,
(5) Socio-economic status to identify the business class as a large business, SDVOSB, VOSB, small business, Woman Owned, etc.,
(6) Any other pertinent company documentation.
Note: All interested parties must be registered in SAM (System for Award Management) to be eligible for the award of a future Government contract.
Send submissions to Brian.Rosciszewski@VA.gov., reference 36C25027Q0097 in email subject.
