About this file
This is a Justification and Approval (J&A) document for other than full and open competition (>SAT) for a Department of Veterans Affairs acquisition.
The Department of Veterans Affairs, through Network Contracting Office (NCO) 10 in Cincinnati, Ohio, seeks to procure electrical equipment for Project No. 583-22-106 at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The project involves replacing and expanding the electrical distribution infrastructure serving the A-Wing of Building 1, the main hospital tower, with an estimated cost of $42,500.00. The specific requirement is for an Eaton VCP-W vacuum circuit breaker, a medium-voltage component that will integrate with the Medical Center's existing Eaton switchgear system without requiring modifications to cubicles, wiring, control circuits, protection systems, or associated electrical interfaces. The Government requires an immediately available breaker for redundancy purposes to mitigate risk of feeder breaker failure in this critical infrastructure. The J&A justifies the sole-source acquisition under 41 USC §3304(a)(1) based on the single responsible source authority, as the Eaton VCP-W breaker is the only product that will satisfy the agency's compatibility requirements. The Contracting Officer expects to receive fair and reasonable bids from interested vendors capable of providing the brand-name product as part of their competitive offers. Three sources expressed written interest in the acquisition: LAN Communications Inc, Imperial Electrical Contracting, and Magiktek Systems. The requirement was certified as a bona fide need by Healthcare Engineer Malak K. Ibrahim on October 21, 2026, and approved by Contracting Officer Luke A. Turner on October 20, 2026.

Station Code: 583
2. Nature and/or Description of the Action Being Processed:
Project No. 583-22-106, Replace Electrical Panels & Expand Distribution will replace and expand the electrical distribution infrastructure serving the A-Wing of Building 1 (the main hospital tower). Generally, the work shall be required to include, but not be limited to the replacement and expansion of the secondary electrical distribution system serving A-Wing of
Building 1 and the expansion and modification of the existing primary Medical Center campus electrical distribution system as required to support those improvements including work associated within Building 01 (A-Wing), Building 23, and adjacent exterior/campus utility areas as indicated in the contract drawings and specifications.
The estimated cost of the items covered by this justification is $42,500.00.
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
The existing campus primary electrical distribution system utilizes Eaton medium-voltage switchgear and Eaton VCP-W vacuum circuit breakers. Due to the critical nature of the
Medical Center electrical infrastructure and the extended lead times associated with replacement medium-voltage breakers, the Government requires an immediately available breaker for redundancy in case of an existing feeder breaker failure. The addition of this breaker to the acquisition will restore the system’s current redundancy that will be diminished by the expansion.
