About this file

This is a Justification and Approval (J&A) document for other than full and open competition (>SAT) submitted by the Department of Veterans Affairs, Network Contracting Office (NCO) 10, on behalf of the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The acquisition ID is 36C250-27-AP-0236, with an estimated cost of $42,500.00. The procurement concerns Project No. 583-22-106, which involves replacing and expanding the electrical distribution infrastructure serving the A-Wing of Building 1 (the main hospital tower), including secondary electrical distribution system replacement and modifications to the primary Medical Center campus electrical distribution system across Buildings 01, 23, and adjacent exterior utility areas.

The J&A justifies use of the "Only One Responsible Source" authority under 41 USC §3304(a)(1) and FAR 6.103-1. The agency requires Eaton VCP-W vacuum circuit breakers specifically, as the existing campus primary electrical distribution system utilizes Eaton medium-voltage switchgear and these breakers. The Government requires an immediately available breaker for redundancy to prevent system failures due to extended lead times for replacement medium-voltage breakers and to restore current redundancy that will be diminished by the expansion. The Eaton VCP-W breakers are capable of use without modification to existing switchgear cubicles, wiring, control circuits, protection systems, and associated electrical interfaces. Three vendors expressed interest in writing: LAN Communications Inc, Imperial Electrical Contracting, and Magiktek Systems. The document indicates that all interested and capable vendors bidding on the project will be able to provide the brand name product as part of their offer. The requirements were certified by Malak K. Ibrahim, Healthcare Engineer at Richard L. Roudebush VA Medical Center, and approved by Luke A. Turner, Contracting Officer at NCO 10 Contracting, both dated October 2026.

2. Nature and/or Description of the Action Being Processed:

Project No. 583-22-106, Replace Electrical Panels & Expand Distribution will replace and expand the electrical distribution infrastructure serving the A-Wing of Building 1 (the main hospital tower). Generally, the work shall be required to include, but not be limited to the replacement and expansion of the secondary electrical distribution system serving A-Wing of

Building 1 and the expansion and modification of the existing primary Medical Center campus electrical distribution system as required to support those improvements including work associated within Building 01 (A-Wing), Building 23, and adjacent exterior/campus utility areas as indicated in the contract drawings and specifications.

The estimated cost of the items covered by this justification is $42,500.00.

3. Description of Supplies/Services Required to Meet the Agency’s Needs:

The existing campus primary electrical distribution system utilizes Eaton medium-voltage switchgear and Eaton VCP-W vacuum circuit breakers. Due to the critical nature of the

Medical Center electrical infrastructure and the extended lead times associated with replacement medium-voltage breakers, the Government requires an immediately available breaker for redundancy in case of an existing feeder breaker failure. The addition of this breaker to the acquisition will restore the system’s current redundancy that will be diminished by the expansion.
