About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) submitted by the Department of Veterans Affairs. The document justifies awarding a contract to a single source for emergency repair services of a GE OEC Elite CFD C-arm imaging system used in the Surgical department at Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The estimated contract value is $35,674.07, funded through IFCAP PR 583-26-2-169-0263. The required services include travel, labor, parts, and shipping necessary to restore the C-arm to clinical use, with all work to be performed in conformance with Original Equipment Manufacturer (OEM) and Occupational Safety and Health Administration (OSHA) standards and specifications.
The justification for single-source selection centers on urgency and technical requirements. The C-arm outage has disrupted patient flow, forcing the department to rearrange and cancel surgical procedures requiring imaging. Previous repair attempts were unsuccessful, and additional specialized parts and labor are needed. The OEM is identified as the only contractor capable of completing the services within expedited timeframes required to restore clinical operations. Market research included an SBA Dynamic Small Business Search using NAICS 811210, which identified two small businesses (BMX-RAY, Inc. and Ozark Medical, Inc.), but neither could meet the urgent timeline. GSA schedule searches, HTME pre-existing contracts, and the AbilityOne Services List were reviewed with no viable alternatives identified. The Contracting Officer, Andrea J. Roach of Network Contracting Office (NCO) 10, approved the purchase on November 2, 2026, in accordance with FAR 13.106-1(b)(1) for urgency.
