About this file
This is a Special Notice of Intent to Sole Source a medical equipment procurement for the Department of Veterans Affairs. The Chalmers P. Wylie VA Ambulatory Care Center in Columbus, Ohio intends to procure a Sonosite PX Ultrasound System exclusively from Fujifilm Sonosite, the sole manufacturer and direct distributor of this equipment in the U.S. market. The VA justifies the sole-source award under FAR 6.302-1(a)(2), citing that maintaining standardization with four existing Sonosite ultrasounds across UCC, Urology, and Surgery departments will reduce provider confusion and training costs. Additionally, Fujifilm's Enterprise Risk Assessment (ERA) system is the only solution available that integrates with the VA's CERNER system and Laurel Bridge compass router. The procurement includes six line items: the Sonosite PX Ultrasound System (L25100), Voice Assist 12-month warranty (P31440), PIV Assist (P32357), L15-4 transducer (L23120), L19-5 transducer (L23972), and a Sonosite PX Stand (L25110). The response deadline is September 8, 2026, at 5:00 PM Eastern Time, and interested parties may submit capability statements to Contracting Officer Gina P. Crank at gina.crank@va.gov.
The Statement of Work specifies a Firm-Fixed-Price contract with a performance period of 90–120 calendar days from award. The contractor must deliver the ultrasound system, provide comprehensive training and installation for system operation and DICOM configuration, and submit a field service report upon completion. Key mandatory tasks include delivering the Sonosite PX system, providing staff training on product features and system maintenance, and completing all work at the Chalmers P. Wylie VA Center at 420 N. James Road, Columbus, Ohio. The SOW includes extensive security, privacy, and compliance requirements, including background investigations for personnel with VA system access, completion of VA cybersecurity and privacy training, execution of a Business Associate Agreement (BAA) for handling protected health information, adherence to the VA Medical Device Protection Program (MDPP), and data breach notification protocols with liquidated damages of $37.50 per affected individual. The contractor must also comply with stringent data protection standards, including encryption requirements (FIPS 140-2 minimum), secure media handling, and restrictions on information use beyond contract performance.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C250-26-AP-4631
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chalmers P Wylie Ambulatory Care Center, located at 420 N. James Road, Columbus, OH 43219 using 2237 # 757-26-3-257-0259.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Chalmers P. Wylie Ambulatory Care Center requests the Fujifilm Sonosite PX ultrasound system for Women’s Health Clinic. This unit will be used to extend pain clinic services to veteran patients.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
FujiFilm is the sole source and direct distributor for new Sonosite point-of-care equipment in the US. Therefore, no re-seller or third-party distributor will be able to offer a lower price on the Sonosite PX ultrasound system, transducers, and its accessories. The Chalmers P. Wylie currently has 4 FujiFilm Sonosite ultrasounds that are being used in UCC, Urology, and Surgery. Keeping this manufacturer standardized will reduce confusion among the providers and training costs. Also, FujiFilm is the only Enterprise Risk Assessment (ERA) system for the VA currently being offered on the market and its Sonosite PX can be integrated with CERNER and Laurel Bridge compass router.
Description of market research conducted and results or statements why it was not conducted: The Original Equipment Manufacturer (OEM) limits the sale of the FujiFilm Sonosite PX ultrasound systems. FujiFilm is the only direct distributor to sale the equipment.
4. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
