About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 10 in Kettering, Ohio. Amendment Number A00001, effective September 15, 2026, amends solicitation 36C25026Q0974 dated September 8, 2026. The amendment's purpose is to post responses to questions submitted by offerors. The quote due date remains September 18, 2026 at 2:00 PM Local Time, and offerors must acknowledge receipt of this amendment prior to the deadline by completing the required form items, acknowledging receipt on each copy of the offer submitted, or via separate written or electronic communication referencing both the solicitation and amendment numbers.
The document contains 17 questions and corresponding VA responses addressing the scope of work for fire and smoke damper inspections at a VA facility. Key clarifications include: HEPA container carts are not required but special PPE may be needed for sensitive areas; mechanical drawings and previous 6-year inspection reports showing damper locations will be provided; Life Safety documentation will be made available; SDVOSB limitations on subcontracting do not apply; technicians should hold ICB Certified Fire and Smoke Damper Contractor/Supervisor or Safenetix CFSDI-1 certification and comply with NFPA 80, NFPA 105, and local requirements; the firm-fixed price covers inspection, fusible-link replacement, and items needed to perform inspections but excludes repairs; some dampers are located in sensitive areas requiring special coordination and safety gear; some dampers require coordination with Facilities Management and Police Services for fire alarm and Building Automation System resets; final deliverables require 1 digital and 1 paper copy with unique damper IDs, pass/fail status, location, photographs, deficiency descriptions, and recommended corrective actions; no pre-bid site visit is available; contamination carts are necessary only in a few sensitive areas; contractors can receive PIV badges with minimal access and will have escorts when needed; most work occurs during normal business hours with some after-hours inspections possible; and approximately 596 dampers were inspected previously (the 610 figure in the SOW includes leeway for potential additions from new construction or configuration changes).

1. Will a HEPA container cart be required for this work? If so, will the VA provide the cart? As far as I know a HEPA container will not be required to test/inspect but special PPE may be required to enter some areas for testing.
2. Mechanical Drawings: Will the applicable mechanical drawings be available prior to the inspection? This is no “one set of plans” that shows all of the damper locations but the previous 6yr inspection report that shows the locations will be available, note that some dampers may have been added or deleted due to construction and change in space requirements and those will have to be properly tagged and identified.
3. Life Safety Documentation: Will the Life Safety drawings and previous fire damper inspection report be provided prior to the inspection? Yes
4. May an SDVOSB prime satisfy the limitations on subcontracting by using one or more other certified SDVOSB concerns to perform the technical inspection labor, provided the applicable personnel-cost requirement is met? LOS is not applicable to this requirement.
5. Does the VA require any specific technician credential for this requirement, such as NFPA 80/NFPA 105 training or certification, fire/smoke damper-specific certification, HVAC journeyman licensing, TAB credentials, manufacturer certification, or another named qualification? To inspect smoke and fire dampers professionally, you should hold either an ICB Certified Fire and Smoke Damper Contractor/Supervisor or a Safenetix CFSDI-1 certification, and ensure your work complies with NFPA 80, NFPA 105, and local AHJ requirements. These credentials and standards together provide the legal, technical, and safety basis for damper inspection work.
6. For the 610 dampers identified in the PWS, please confirm the count by type is 160 smoke dampers, 103 combination fire/smoke dampers, and 347 fire dampers, and whether the VA will provide an existing damper inventory/map, prior inspection report, or equipment schedule to the awardee. We will provide the previous 6yr report which has the type and locations, but some
7. Does the scope include only inspection/testing and fusible-link replacement where required, or should offerors include other minor corrective maintenance, access-panel work, actuator replacement, repairs, or deficiency correction in the firm-fixed price? The FFP is for inspecting and anything needed to perform the inspections, fusible-links, ladders etc. Repairs are not part of this requirement.
8. Are any dampers located in patient-care, sterile, isolation, behavioral-health, secure, asbestos-containing, or other restricted areas requiring infection-control procedures, escorts, after-hours work, or special access coordination? The locations of some dampers are in sensitive areas and will require special coordination and safety gear to access.
9. Please confirm whether testing of smoke and combination dampers requires coordination with the building fire alarm system, BAS, smoke-control sequence, or other controls, and whether VA personnel will support alarm/BAS resets during testing. Some dampers will require coordination and assistance from Facilities Management and Police Services to call out the fire alarm system, BAS and controls access etc.
10. What reporting format is required for the final deliverable? Please confirm whether the VA requires unique damper IDs, pass/fail status, location, photographs, deficiency descriptions, and recommended corrective actions for each damper. The VA will require 1 digital and 1 paper copy of the report and the VA requires unique damper IDs, pass/fail status, location, photographs, deficiency descriptions, and recommended corrective actions for each damper. Some new dampers may be found due to new construction, walls being moved, change in space requirements etc. and those dampers will have to be given an ID and location identified. Other dampers that were previously inspected may have been removed due to the same reasons and those will have to be identified as well.
11. Is a site visit available or permitted before quotes are due September 18, 2026 at 2:00 PM ET? No site visit is available.
12. Will a containment cart be required in all or certain areas, or are we allowed to remove 1 ceiling tile without one? And will we need to provide the containment cart? A contamination cart would only be necessary in a few sensitive areas
13. Will we be able to receive full access with badging or keys to access spaces, or will we need an escort? Most of the dampers will be able to be inspected without an escort, but we will provide escorts and help gain access when needed, the contactors can be issued PIV badges with minimal access.
14. Is there a previous damper inspection report you can provide? Yes
15. Do you have drawings and/or life safety plans that show fire/smoke damper locations that you can provide? The previous inspection report and the most recent life safety plan will be available.
16. Can fire/smoke dampers be inspected after normal hours? Most of the work needs to be done during normal business hours, but some areas may need to be inspected outside of normal hours.
17. What will be the procedure if there are more than the 610 dampers found as listed in the statement of work? There were only 596 inspected last time, I over estimated by 14 and made the number 610 to give leeway in the contract but a good contractor should now they should bid accordingly and allow themselves some leeway also.
