E.2 QUOTE PREPARATION INSTRUCTIONS

To ensure timely and equitable evaluation of quotes, offerors must follow the instructions contained herein for quote submissions. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

FAILURE TO FOLLOW THESE INSTRUCTIONS OR FAILURE TO PROVIDE ANY OF THE INFORMATION REQUESTED IN THIS SECTION MAY RESULT IN YOUR QUOTE BEING EXCLUDED FROM FURTHER CONSIDERATION FOR AWARD.

Courtesy Response Length Guidance: To support efficient and equitable evaluation, vendors are respectfully requested to keep narrative responses clear, concise, and directly focused on the requirements of this solicitation. Excessively lengthy promotional language, filler content (i.e., fluff), or generalized capability statements that do not directly address the Performance Work Statement (PWS) may be disregarded during evaluation All quoters shall submit the following as separate documents:

· One PDF or Word‑compatible file for each:

(1) Administrative Volume,

(2) Technical Volume.

· Price - One Completed Price-Cost Excel Sheet

· Past Performance may be submitted EITHER as:

• One combined References PDF OR

• Exactly three (3) individual Past Performance Questionnaires (PPQs). No more than three PPQ files may be submitted.

· When labeling their files, vendors shall not use special characters other than hyphen (-) and underscore (_). Prohibited characters include but are not limited to: & # ( ) ! @ % * + = { } [ ] : ; " ' < > ? / \ | , .

Failure to place required content in the correct volume (Administrative, Technical, Price, Past Performance) may result in exclusion from further consideration for award.

These are the only permitted attachments for quote submission:

· Administrative = 1 file

· Technical = 1 file

· Price = 1 Excel Sheet.

· Past Performance = 1 file OR up to 3 PPQ files (For a maximum of 6 total if PPQs are used, or 4 total if References PDF is used).

The files shall be named utilizing the following convention:

Vendor Firm Name – “Administrative” – 26Q0924 (The vendor will replace “Administrative” with Technical, Price, and Past Performance to match the document type they are submitting.)

If the vendor's name exceeds 15 characters, please utilize best practices for shortening the name so that it is clear and consistent across all submission documents.

Email instructions for submission:

· Subject Lines shall be labeled:

“Vendor Firm Name | Quote Response | 26Q0924 | 1 of X”

· VA has a maximum allowable incoming email size limitation including attachments of thirty (30) megabytes. Offerors submitting responses via email which exceed thirty megabytes shall split their response into multiple email messages to not exceed the maximum allowable email size limitation.

· The Concurrence Table may be expanded only to add additional rows for amendments actually issued, or rows may be removed if fewer amendments were issued.

Signing or acknowledging amendments that were not issued (e.g., signing Amendment 3 when only Amendments 1 and 2 exist) is not acceptable and will result in exclusion from award consideration.

· Only the signed SF‑1449 and all issued amendments, or the fully completed Appendix C Concurrence Table reflecting only the amendments issued, will be accepted.

· Joint Venture (JV) Eligibility Documentation (if applicable):

· Vendors must fully complete, sign, and date the entire clause as part of their submission.

· Submitting only a portion of a clause, only the certification/signature page, or providing a citation or paraphrased wording in place of the full clause will result in exclusion from further consideration for award.

E.11 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (OCT 2025) (DEVIATION)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

· Comparative Evaluation:

· Administrative

· Technical

· Price

· Past Performance

· Veterans Preference

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of Provision)

E.12 EVALUATION APPROACH

The Government will evaluate quotations using the comparative evaluation process permitted under RFO § 12.203. Under this approach, quotations are compared to determine which provides the best benefit to the Government. Comparative evaluation is a side‑by‑side assessment of quotations based on the stated evaluation factors. The Government may consider a quotation that is not the lowest‑priced if it offers additional benefit(s) based on the stated evaluation factors. Quotations may exceed the minimum requirements of the solicitation; however, each quotation must meet all minimum requirements. Alternate quotations are not requested or accepted. Options will be evaluated at the time of award.

1. Administrative Items Administrative items will be evaluated on a Satisfactory / Unsatisfactory basis. Quotations must include all administrative items listed in the Quote Preparation Instructions, including:

· Concurrence with all solicitation Terms and Conditions

· Individual concurrence with all solicitation amendments.

· Cover page

· Vendor Points of Contact

· Current liability insurance meeting or exceeding PWS requirements

· Any other administrative documents required in the solicitation

Evaluation Outcome:

· Satisfactory: Vendor provides all required administrative items.

· Unsatisfactory: Vendor fails to provide any required administrative item; the quote may be excluded from further consideration.

2. Technical or Quality The technical evaluation will assess the extent to which the quotation meets or exceeds the Government’s requirements in accordance with the PWS and the instructions to quoters.

Technical Capability: - Criteria: Meets / Does Not Meet (for each sub section below)

- Understanding of Requirements: - Evaluate the vendor's narrative for awareness and understanding of the requirements outlined in the PWS.

- Project Deployment Schedule: - Review the proposed project deployment schedule for feasibility, including key milestones and timelines for each location.

- Technical Support: - Assess technical support plans, including handling common issues, escalation procedures, and response times.

-Quality Control Plan: - Assess the quality control plan and determine feasibility and completeness of proposed plan.

-Contingency and Sustainability Plan: Assess if the contingency and sustainment plan aligns with the facilities requirements.

3. Price Evaluation

· Requirement: Provide a detailed price proposal outlining costs associated with the provision of the services described.

· Price Evaluation Process: The Government will evaluate the price in the following manner.

· Initial Review: All quotes will be reviewed for compliance with the specified evaluation criteria and calculation methodology. All quotes will be evaluated as a total cost consisting of the base year and all option periods identified in the price-cost schedule.

· Total Contract Value (TCV): The Government shall evaluate the total price for the basic requirement to find a Total Contract Value (TCV) by adding up all CLINS/SLINS for all periods/years listed in the Price Cost Schedule.

· Net Present Value: The Government will evaluate the Net Present Value of each quote by applying a 6% discount rate to base and all option‑year pricing to determine the best overall long‑term value to the Government.

· NPV=Base+(1+0.06) ^0, OY1+(1+0.06) ^1, OY2+(1+0.06) ^2, OY3+(1+0.06) ^3, OY4+(1+0.06) ^4

The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced including any/all of the following:

· Excessively Front-loaded or Back-loaded Quotes:

· Higher prices for initial contract periods or items and significantly lower prices for later periods or items, or vice versa.

· Example: A quote with a very high price for the base year followed by substantially lower prices for each option year.

· Disproportionate Pricing of CLINs:

· Prices for some CLINs are disproportionately high or low compared to the overall scope of work or similar items.

· Example: Per-unit costs for certain supplies are much higher compared to industry standards without clear justification.

4. Past Performance:

Past Performance (review of CPARS ratings within last 4 years), and discussions with named POC’s from PPQs or client references identified in the Past Performance section above. The contracting officer will evaluate CPARS past performance that only features PSC: S209 engagements within the last 4 years for this requirement. Past performance shall be assessed as Meets, Does Not Meet, or Neutral (Neutral for vendors who do not have past performance with similar scope and size).

5. Veterans Preference (SDVOSB/VOSB Evaluation Factor) The Government will evaluate offerors based on their service-disabled veteran-owned small business (SDVOSB) or veteran-owned small business (VOSB) status, and/or their proposed use of certified SDVOSBs/VOSBs as subcontractors, in accordance with VAAR 852.215-70.

· Full Credit — Offerors certified as SDVOSBs in the SBA certification database

· Partial Credit — Offerors certified as VOSBs in the SBA certification database

· Some Consideration — Non-veteran-owned offerors proposing to use certified SDVOSB/VOSB subcontractors

· Offerors relying on this tier must identify:

· The name(s) of the proposed SDVOSB(s)/VOSB(s)

· A brief description of the proposed subcontract(s)

· The approximate dollar value(s) of the proposed subcontract(s)

· No Credit — Offerors that are neither SDVOSB/VOSB-certified nor proposing SDVOSB/VOSB subcontracting Evaluation Outcome: SDVOSB, VOSB, and non-veteran offeror status will be validated by the Government against the SBA Small Business Search (SBS) database using the SAM UEI provided. This factor will be considered, along with Administrative, Technical, Past Performance, and Price, in the Government's comparative evaluation to determine which quotation represents the more advantageous offer to the Government. This factor does not operate as an independent price offset, nor as a pass/fail Administrative requirement; rather, it is one of the factors considered as part of the side-by-side comparison of quotations. Offerors who do not qualify for Full Credit, Partial Credit, or Some Consideration under this factor will receive no credit, but will not be excluded from further consideration on this basis alone.

E.13 BASIS FOR AWARD

The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering Administrative, Technical, Price, Past Performance, and Veterans Preference. The Government reserves the right to award to other than the lowest-priced offer if the technical merit or past performance of the higher-priced offer justifies the additional cost.

The award will be made to the response most advantageous to the Government.

Responses should contain your best terms, conditions.

To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

OR

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"

Quoters shall list exceptions(s) and rationale for the exception(s), if any.

Submission of your response shall be received not later than 1:30 PM EST on 9/23/2026 at Joshua.kovar@VA.gov.

Only emailed quotes shall be accepted. The quoter shall ensure that the quote is received by the designated contracting person prior to the closing date and time. All quotes, to be considered “on time,” shall be received by the closing date and time of the solicitation. It is the responsibility of the quoter to ensure it was delivered to the Contracting point of contact prior to the closing date and time of the solicitation. For Example: Quoter hits send at 1:59pm and Contracting’s emailed time stamp of received is 2:01pm when the closing time states 2:00pm, will be considered late.

*VA has a maximum allowable incoming email size limitation including attachments of thirty (30) megabytes. Offerors submitting responses via email which exceed thirty megabytes shall split their response into multiple email messages to not exceed the maximum allowable email size limitation.

*The VA is not responsible for late responses due to undelivered e-mails that exceed thirty megabytes, or responses that are delayed due to scanning attachments for threats.

Failure to submit the necessary information may render the Quote unacceptable, in which case it will not be considered for award.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).

Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Point of Contact listed below.
