About this file

This is a solicitation amendment for linen supply and laundry processing services for the Cincinnati VA Medical Center and associated locations. The amendment (Number 0001, effective 08-26-2026) converts the contract structure from option years to ordering periods and adds the FAR 52.216-22 Indefinite Quantity clause while removing the FAR 52.217-9 Option to Extend clause. The contract is issued by the Department of Veterans Affairs Network Contracting Office 10 (VISN 10) in Kettering, Ohio under solicitation number 36C25026Q0924, with a guaranteed minimum of $20,000 and a maximum total contract value not to exceed $4,850,000. The contract period consists of a base ordering period (10/1/2026–3/31/2027) plus four additional one-year ordering periods extending through 3/31/2031. Services are required Monday through Saturday for the main Cincinnati VA Medical Center campus, Fort Thomas Domiciliary/CLC, and Norwood VA CBOC, with daily pickup of soiled linen and delivery of clean linen per established schedules and PAR levels. The contractor must furnish all labor, equipment, materials, vehicles, and supplies necessary to provide complete laundry processing including sorting, washing, drying, ironing, folding, and packaging of general linens, specialty items (patient clothing, mops, microfiber products, slings), and scrub locker program items.

The Performance Work Statement establishes comprehensive operational requirements including contractor designation of a Plant Manager with minimum three years' experience and ability to respond to Government contact within one hour, maintenance of physical separation between clean and soiled linen processing areas, compliance with OSHA and CDC infection control standards, calibrated scales for weight verification, and contingency planning to maintain 72-hour on-site and 48-hour off-site PAR levels for 96-hour VA sustainability. The Government will conduct quality assurance surveillance through random sampling, daily inspections, and review of contractor reports, with performance measured against eighteen specific performance indicators and acceptable quality levels, including delivery schedule timeliness (0-2 defects per month), linen cleanliness (≤3% defects per sample), damaged linen rates (≤2.5% per month), and vehicle/cart sanitation (zero defects allowed). Contractor shall invoice monthly for actual services rendered only through the VA Tungsten Network using firm-fixed pricing with no fuel surcharges permitted. Pricing must be submitted in the provided Microsoft Excel file (Price-Cost_Schedule-26Q0924-V2), with unit prices submitted to four decimal places and rounded per standard rounding rules.
