About this file
This is a Notice of Intent to Sole Source for the Department of Veterans Affairs, VISN 10, Richard L. Roudebush VA Medical Center. The VA intends to award a firm-fixed price contract with no option years to Trillamed LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB) and authorized distributor for Omnicell, Inc., for two Omnicell Pharmacy Carousels and related equipment. The required items include: two Central Pharmacy Manager AIO units (CPA-AIO-001), two CAR MEG carousel units (CPA-CAR-233), carousel deinstallation services (CPA-LAB-004), two Sato label printers (CPA-PNT-007), two 2D barcode scanners (CPA-SCN-001), and two BIO-ID readers (CPA-SCN-002). The Richard L. Roudebush VAMC currently operates an OEM centralized medication storage system connected to more than 80 automated dispensing cabinets across the medical center and clinics, and this procurement is to replace existing carousels with equipment that directly integrates with the current infrastructure.
The sole source justification is based on the requirement that only the proposed vendor possesses the necessary capabilities to meet the requirement, as the equipment directly integrates with existing OEM infrastructure and maintenance must be provided by OEM-certified technicians using only OEM-approved parts and proprietary software. The response deadline for this notice of intent is August 24, 2026, at 1:00 pm EST. Any party wishing to challenge this sole source determination must submit clear and convincing evidence that competition would be advantageous to the Government. The point of contact is Lonnelle Jones at lonnelle.jones@va.gov or 371-988-1545. The contracting office is located in Indianapolis, Indiana (zip code 46240-4628), with the NAICS code 339112 (Surgical and Medical Instrument Manufacturing) and Product Service Code 6515.
