SYNOPSIS:

THIS IS A SOURCES SOUGHT NOTICE. This Sources Sought Notice is issued for information and planning purposes only and does not constitute a solicitation or guarantee to issue a solicitation in the future. Responses will assist the Government in planning its acquisition strategy for a potential future acquisition. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

Not responding to this Sources Sought Notice does not preclude participation in any future solicitation, if issued. This announcement is based on the best information available at this time and is subject to future modification.

Purpose and Objectives

The purpose of this Sources Sought is to conduct Market Research to determine an acquisition strategy. The Department of Veterans Affairs, Network Contracting Office (NCO) 10, is conducting market research to determine if there are a sufficient number of Small Business concerns authorized and capable of providing the requirements to warrant a set-aside.

Network Contracting Office (NCO) 10 is researching the ability of the marketplace to provide the following ROSA Knee System Items: one each ROSA Recon Platform 110V (P/N 20802010001), the core for the ROSA Knee System, an FDA-cleared robotic surgical assistant designed to help orthopedic surgeons perform total knee replacements with high precision along with one each ROSA Robotic Unit Cover (or Drape) (P/N 20802008002). Additionally, NCO 10 is researching the requirement for four sets of the ROSA Knee General Instrument Kit (ROSAGEN) (P/N KT802005000), a specialized surgical tray system used with the ROSA Knee System; four sets of the ROSA Knee Persona V1.4 Kit (ROSAPSN4) (P/N KT802006004), a specialized surgical instrument set;

and one each ROSA Patient-Specific Instrument (PSI) X-ray Calibration Object (P/N 20808502000).

NCO 10 intends to solicit and negotiate with only one source Red One Medical Devices LLC, as the exclusive federal distribution and contracting partner for Zimmer Biomet products, under the authority of RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The primary NAICS code to be used for this effort is 334510 – Electromedical and Electrotherapeutic Apparatus Manufacturing. The primary Product or Service Code (PSC) code to be used for this effort is 6515 – Medical and Surgical Instruments, Equipment, and Supplies.

The government reserves the right to determine whether to proceed with a sole source acquisition or convert to competitive procurement based on the responses received, with the acquisition proceeding under FAR 13.5 Simplified Procedures for Certain Commercial Items.
